Ensuring supply and demand balance, regulating price stability appropriately

Participating in the meeting, delegate Nguyen Thi Kim Anh (National Assembly Delegation of Bac Ninh Province) said that recently, there have been many opinions that the Petroleum Price Stabilization Fund should be abolished to ensure operations according to market mechanisms, not missing market signals, being public, transparent, and predicting world price fluctuations.

Voters suggested that it is necessary to carefully assess the current situation and effectiveness of the Petroleum Price Stabilization Fund. Accordingly, delegates said that many opinions suggested that the State should only intervene when there are major price fluctuations that could affect the implementation of socio-economic development goals and national defense and security by using policy tools to stabilize the market such as taxes and national reserves.

During this session, the National Assembly will consider and approve the draft Law on Prices (amended). Delegates said that there are still some concerns about the list of goods and services subject to price stabilization. Many voters reflected that including pork in the price stabilization list is difficult to implement, suggesting that it is necessary to carefully and cautiously assess the impact and ensure feasibility when including pork in the price stabilization list. Delegates also suggested that the Government needs to have fundamental and effective solutions to regulate the essential food market.

There needs to be timely support policies for farmers.

Paying attention to the field of agriculture and rural development, National Assembly Delegate Le Thi Thanh Lam (National Assembly Delegation of Hau Giang province) said that agriculture plays a very important role in the economy, ensuring food security.

Highly appreciate the responsibility of ministries and branches, especially the Ministry of Agriculture and Rural Development, in advising the Government on many policies and solutions in restructuring the agricultural sector in recent times.

In 2022, despite many difficulties due to the impact of climate, the Covid-19 pandemic and conflicts between countries that have disrupted global production and consumption supply chains, the impact of climate change, drought, landslides, and saltwater intrusion, Vietnam's agricultural production is still quite good.

The delegate said that, despite this, voters and people are still very concerned and always worried about the production and trade of fake and poor quality goods, and the high prices of animal feed, fertilizers, and pesticides.

Meanwhile, some agricultural products and goods produced by farmers are not consumed, sold at very low prices or at a loss, thereby directly affecting the lives of farmers.

This issue has been raised many times by voters, but in reality, counterfeit goods have not decreased and low-quality goods are still circulating in the market. Delegates suggested that there should be more timely and effective solutions and support policies for farmers to reduce the burden on their lives.

Attention should be paid to new regulations on fire prevention and fighting.

Speaking at the Hall, delegate Nguyen Thi Nhu Y (National Assembly Delegation of Dong Nai province) requested the government Pay attention to fire prevention and fighting and standards related to this issue.

Through research, it is recommended that the Government pay attention to new regulations on fire prevention and fighting, which are very difficult for businesses to implement. This will incur additional costs and materials, so many businesses may have to close down.

According to delegate Nguyen Thi Nhu Y, new regulations on fire prevention and fighting need to be calculated to avoid incurring costs for businesses. In addition, it is necessary to specify which industries must have strict regulations on fire prevention and fighting...

Firstly, it is necessary to consider the time to apply new fire prevention and fighting standards appropriately, with a roadmap and step by step for society to adapt. It is not advisable to apply regulations immediately when conditions are not ready.

Second, when adjusting regulations, it is necessary to take into account feasibility and compliance costs for people and businesses. If regulations are set too high, sometimes the compliance costs will be greater than the benefits gained from reducing fires and explosions.

Third, there must be transitional regulations for construction investment projects that have been decided on before the effective date of the new standards, which are only bound by the provisions of law at the time of approval of the construction investment project.

Fourth, it is necessary to classify industries to apply standards. For industries with high fire risk, it is necessary to regulate investment in fire prevention and fighting; for industries with difficult fire risk, or even unavoidable fire risk, it is not necessary to require too much investment in fire prevention and fighting costs.

Fifth, most of the conclusions about the cause of fires and explosions are due to electrical short circuits. Therefore, it is recommended to soon develop and promulgate safety standards for the design and installation of electrical systems in civil and industrial electricity.

Sixth, to update knowledge on fire prevention and fighting and to propagate widely with practical content in residential areas on fire prevention and fighting, it is recommended to socialize training work, and at the same time coordinate with local TV stations to build and develop specialized pages and columns on fire safety and broadcast regularly to disseminate knowledge on fire prevention and fighting to everyone, every home.

Finally, delegate Nguyen Thi Nhu Y hopes that the Government will continue to promptly address problems in fire prevention and fighting, creating conditions for people and businesses to stabilize production, contributing to the country's socio-economic development.

Resolutely handle the shortage of drugs and medical supplies

Speaking at the meeting, delegate Phan Thai Binh ( Quang Nam Province National Assembly Delegation) commented on the shortage of medicine and medical supplies. The Minister of Health explained this in the discussion yesterday afternoon, but this is still a concern for many doctors.

The delegate pointed out that public hospitals are currently lacking in drugs and medical supplies. Patients covered by health insurance must buy drugs outside, while current laws do not have provisions to refund the amount of money that patients have to pay for drugs outside.

In addition, the lack of drugs and medical supplies makes it impossible to perform routine surgeries, causing pressure and overload for upper-level hospitals. Delegate Phan Thai Binh pointed out that the issue of bidding for drugs and medical supplies also faces many difficulties. Some modern medical equipment takes a long time to repair, the main reason being complicated and cumbersome procedures.

From the above situations, delegate Phan Thai Binh suggested that the Government and relevant ministries and sectors should continue to focus more strongly on implementing solutions to completely resolve the shortage of drugs and medical supplies in hospitals. The bidding for drugs should be assigned to independent consulting companies so that the health sector can only perform professional tasks.

At the same time, delegate Phan Thai Binh suggested that there should be regulations on refunding costs for people with health insurance when they do not have health insurance drugs and have to buy them outside.

It is recommended that the Ministry of Health provide clear and timely guidance on bidding for medical supplies and chemicals after abolishing Circular No. 14 dated July 10, 2020, especially for exclusive and specific equipment of the health sector.

Delegates also proposed implementing solutions to exempt, reduce, extend taxes and fees, and reduce loan interest rates to support production and business; solutions to maintain stable and safe development of the credit institution system, the monetary market, real estate, securities, and corporate bonds; handle bad debts, handle weak banks; ensure supply-demand balance, appropriate price management and stabilization; ensure supply and circulation of goods, and balance electricity, coal, and gasoline.

The opinions of the National Assembly deputies have been recorded and fully transcribed. The National Assembly Standing Committee will direct the Government agencies, the inspection agencies and relevant agencies to study and absorb the opinions expressed in the hall, the opinions discussed in groups to include important contents on socio-economics, the State budget and the policy of investing in additional charter capital for Agribank in the General Resolution of the session to be sent to the deputies for comments and submitted to the National Assembly for consideration and approval.
