On the morning of March 26, the National Assembly Standing Committee held the 5th Conference of specialized National Assembly deputies to give opinions on 8 draft laws that will be submitted to the National Assembly for consideration and approval at the 7th session.

8 draft laws were discussed at this conference, including: Law on Capital City (amended), Law on Organization of People's Court (amended). Law on Archives (amended), Law on Roads, Law on Road Traffic Order and Safety. Law on National Defense Industry, Security and Industrial Mobilization. Law on amending and supplementing a number of articles of the Law on Property Auction. Law on Social Insurance (amended).

In his opening speech, National Assembly Chairman Vuong Dinh Hue said that since the beginning of the term, the National Assembly Standing Committee has paid great attention to and regularly organized specialized conferences.

At the previous four conferences, delegates contributed more than 300 different opinions. The National Assembly voted to approve 35 projects, of which 25 projects were approved after consulting with full-time National Assembly delegates, and the very valid opinions were fully accepted.

With difficult laws like the recent Land Law, opinions were sought many times, thereby improving the quality of the law, and when voted on, it achieved a high approval rate.

The conference of full-time National Assembly deputies will take place over 2.5 days and will give opinions on 8 draft laws. These draft laws were given opinions by the National Assembly at its 6th session, and the National Assembly Standing Committee has directed the committees to synthesize and absorb them to the maximum extent. The National Assembly Standing Committee has also directed the committees to coordinate closely with relevant agencies.

The National Assembly Chairman emphasized that although in phase 2, the main responsibility belongs to the agencies in charge of the review, since the beginning of the term, there has always been close coordination from early on between agencies, organizing more seminars, discussions, surveys, and collecting expert opinions.

In addition, the National Assembly leaders also organized many more rounds of work before submitting it to the National Assembly for comments. For the Capital Law project, the National Assembly Party Delegation had two working sessions with the Standing Committee of the Hanoi Party Committee.

In order for the conference to be highly effective, the National Assembly Chairman asked the National Assembly deputies to consider and give their opinions on the political basis. Have the draft laws so far fully and seriously implemented the Party's policies on related issues? Because sometimes too much attention is paid to technical issues and little attention is paid to core issues.

Along with that is the constitutionality, legality and consistency of the legal system; have the added policies been fully assessed for impact?

The National Assembly Chairman emphasized the need to focus on giving opinions on major issues, with different opinions or different options; reviewing issues related to the application of laws and transitional provisions. Because of these 8 draft laws, there are draft laws, special institutional policies that are superior to current laws, such as in the draft Law on Capital City and the Law on National Defense Industry, Security and Industrial Mobilization.

National Assembly Chairman Vuong Dinh Hue also noted the principles promulgated by Resolution No. 27 of the Central Committee. Issues that are ripe, clear enough, and have high consensus should be stipulated in the law; issues that are not ripe, unclear, and have different opinions should continue to be studied; urgent issues that do not have high consensus and approval from competent authorities should be studied to have appropriate steps, which is to carry out a pilot. "What is not ripe, not certain, should be carried out on a pilot basis," said the National Assembly Chairman.

The law-making program at the 7th Session is very heavy, as the National Assembly plans to pass 10 draft laws and give opinions on 10 other draft laws, not to mention a series of resolutions. The National Assembly Chairman informed that the Standing Committee of the National Assembly has directed research in the direction that urgent content will be considered at the 7th Session, and content that has not been carefully prepared will be left for the next session.

“No matter the situation, the task of law-making at the next session is very heavy. Therefore, this conference of full-time National Assembly deputies is very important, helping the National Assembly in general with legislative work, especially the 8 draft laws for comment this time,” affirmed National Assembly Chairman Vuong Dinh Hue.
