Efforts to complete the general inventory of public assets

Pursuant to Decision 213/QD-TTg dated March 1, 2024 of the Government,   Quang Ninh strives to complete the general inventory of public assets in the province in the first quarter of 2025. To achieve the set goals, departments, branches and localities have proactively arranged human resources, overcome difficulties, and proactively implemented many solutions to ensure a systematic, scientific and accurate general inventory of public assets .

Uong Bi City has 73 units subject to the general inventory of public assets. To ensure the quick, effective and accurate general inventory, the city has established a steering committee from the city to the grassroots level, issued many documents to deploy and direct units to review and count actual assets, compare and contrast with monitoring data; record in accounting books, liquidate damaged assets, assets that are no longer needed; handle assets that no longer exist according to regulations, and prepare inventory reports that match the unit's asset books. In addition, the city also issued documents urging units to implement with specific time. Thanks to that, up to now, 49/73 units in the city have completed the general inventory of public assets.

Mr. Bui Huy Thuc, Head of Finance and Planning Department of Uong Bi City, said:   The results of this general inventory of public assets are an important foundation for improving the efficiency of management, use, exploitation and promotion of public asset resources, strengthening thrift practice and combating waste. Therefore, we strive to complete the inventory of public assets by February 10, infrastructure assets by February 20, and synthesize the report to send to relevant units by March 13, earlier than the province's plan.

Implementing the Project on General Inventory of Public Assets at Agencies, Organizations, Units, and Infrastructure Assets Invested and Managed by the State, issued by the Prime Minister in Decision No. 213/QD-TTg dated March 1, 2024, the whole province has 1,220 agencies and units subject to inventory. To effectively implement the project, from the province to agencies, units, and localities have proactively disseminated, disseminated, and deployed implementation instructions in a quick, methodical, and scientific manner. From January 1, 2025, units and localities in the province began accessing the Ministry of Finance's general inventory software of public assets to enter asset inventory data. With careful preparation, the asset inventory work was carried out smoothly. The general spirit that all units and localities thoroughly grasp in performing tasks is to be quick, accurate, and not to let any delays affect the implementation progress of their units and superior units. Up to now, the whole province has 980/1,220 agencies and units that have entered data into the software, 676/1,220 agencies and units have   send   Minutes, inventory reports to superior agencies (if any) or send to the Department of Finance; 493/1,220 agencies and units   approved data on the software. Many agencies and units have actively implemented the general inventory of public assets such as: Department of Education and Training, Tien Yen District People's Committee, Ba Che District People's Committee...

The task of conducting a general inventory of public assets according to Decision No. 213 of the Prime Minister will provide the most complete and accurate figures on existing public assets, thereby classifying assets and providing a basis for perfecting policies and laws on the management and use of public assets. In particular, from conducting a general inventory of public assets, there will be solutions to apply information technology to asset management; at the same time serving the development of strategies and plans for socio-economic development; providing information for the preparation of state financial reports, practicing thrift, and combating waste. Therefore, the Department of Finance will advise and coordinate with agencies and units to establish an interdisciplinary inspection team, develop a plan and organize the inspection of a number of units and localities, urge the implementation progress and review the data approved for the report on the general inventory software, striving to complete the task of conducting a general inventory of public assets according to the set schedule.
