From November 6-8, the National Assembly will spend 2.5 days questioning and answering questions from delegates about ministers and heads of sectors on the performance of their functions and tasks.

Accordingly, the National Assembly will question and answer questions from National Assembly deputies on the implementation of a number of Resolutions of the 14th National Assembly on thematic supervision and questioning and Resolutions of the National Assembly on thematic supervision and questioning from the beginning of the 15th term to the end of the 4th Session.

Sharing his expectations before the question-and-answer session, National Assembly Deputy Quan Minh Cuong - Head of the National Assembly Delegation of Dong Nai Province said that the question-and-answer session has shown openness, transparency and clarity. The questioners and respondents were well-prepared and had a firm grasp of the issues.

“No Minister has answered in a way that I am not satisfied with, however there are some answers and explanations that I am not completely satisfied with. From the Prime Minister, Deputy Prime Minister, to the Ministers and heads of sectors, I see that the answers basically meet the expectations of the content raised by the National Assembly deputies,” Mr. Cuong commented.

Sharing about the content of the question and answer session, Mr. Cuong said that he is interested in hot issues that people and voters in Dong Nai are interested in such as: Education issues, not only textbooks but the core is the quality of teaching; people's health care issues; traffic accidents...

Another equally important issue is the issue of crimes with social causes. Mr. Cuong assessed that in recent years, the police have done a very good job of dealing with social crimes.

“But crimes with social causes, that is, crimes within the family, are on the rise. Never before has society been so corrupted. Children kill their parents; grandchildren kill their grandparents... This shows that conflicts within the family are on the rise. The cause of this problem must be found. Its root is a moral problem,” Mr. Cuong emphasized.

Delegate Quang Minh Cuong also hopes that in the upcoming question-and-answer session, the Ministers and heads of sectors will keep their promises. It is possible that not every promise can be fulfilled because it depends on subjective and objective factors.

However, what the delegates see and evaluate is whether the Minister or head of that sector is determined? Does he or she actually take action? Does he or she have any policies to fulfill his or her promise or how does he or she organize the implementation of that promise?

"We must calmly find out why the results are not good," said Mr. Cuong.

Delegate Nguyen Ngoc Son - Standing Member of the National Assembly's Committee on Science, Technology and Environment, Hai Duong delegation said that the question-and-answer session in this term will be different from the previous ones. Instead of just choosing a few areas to question, chaired by members of the Government, the question-and-answer session in this term will ask questions to members of the Government.

"Recently, voters have been very satisfied with the National Assembly's selection of important issues for questioning and supervision. These issues are all hot issues, having a great impact on socio-economic life," Mr. Son shared.

Mr. Son said that when answering, Government members need to rely on the reality of the activities they have carried out in the recent past. Taking a mid-term vote of confidence is also a way to evaluate the capacity and executive ability of the Government.

"I believe that this question-and-answer session is also an opportunity for National Assembly deputies to question Government members about achievements and shortcomings. Through this, Government members will seriously face unfinished tasks and organize the implementation of the National Assembly's requirements from now until the end of the term, especially in the 5-year implementation plan. I think the way the National Assembly and the National Assembly Standing Committee work is very effective," said Mr. Son.

Mr. Son said that the National Assembly Standing Committee has studied the questioning on a large scale, but only focused on the main issues and major issues that stood out in this questioning session.

The report from the Standing Committee of the National Assembly focused on issues that the Committee believed would be of interest to many National Assembly deputies. However, National Assembly deputies have the right to question any issue that is included in the promises made by Government members in the Resolutions of the National Assembly and the Resolutions of the Standing Committee of the National Assembly.

As a National Assembly delegate and Standing Member of the Committee on Science, Technology and Environment, Mr. Son said he will focus on the fields of science, technology, environment and areas under the responsibility of the Committee on Science, Technology and Environment.

"We will be responsible for pursuing it to the end. Personally, I am particularly interested in issues related to the decline of current economic growth pillars. I will continue to pay attention to this content during the questioning session," Mr. Son said.

At the same time, delegates also expect that after the question-and-answer session, the National Assembly will demonstrate the legal effectiveness of the question-and-answer session with a Resolution. This Resolution will clearly assess the achievements and issues that need to be further resolved to ensure supervision activities. This can be seen as a new way of doing things, with such an organization, voters will more easily monitor the implementation of commitments by members of the Government .

National Assembly Deputy Le Thanh Van (Ca Mau delegation) said that National Assembly deputies need to question at the right level, clarifying the work within the functions and tasks managed by the Ministers and heads of sectors. This will reflect the capacity of the Ministers and heads of sectors. At the questioning session, deputies will pay attention to the compliance with the law and the performance of the functions and tasks of the heads of ministries and sectors.

According to Mr. Van, the head of a ministry or sector must first clearly understand the functions, tasks, and powers of his or her sector. If an incident occurs related to the work undertaken by that sector, the head must take responsibility. Only by understanding this can one know one's limits and scope in order to take precautions in advance .
