The process of building a state on the ideological foundation of a democratic and progressive republic established in 1945 and later the Socialist Republic of Vietnam (1975) is closely linked to the flow of national history throughout the 20th century and the first decades of the 21st century. The Vietnamese state under the leadership of the Party is increasingly perfecting and perfecting the role, position and function of a socialist-oriented rule of law state. Our Party has an increasingly clear understanding of the governing method of a political party in the new period. The Party has set out policies and guidelines, built a political platform, and successfully overcome the phenomena of doing things for others, making excuses, and avoiding the overlapping, duplication, and intertwining of functions and tasks between Party and State agencies. The difficulties, limitations, and shortcomings in the process of governing the country before and after the Doi Moi period have been improved by the State's efforts to improve its management and social governance capacity. The division of labor, control, and coordination between branches of power (legislative, executive, and judicial) increasingly demonstrate scientificity and respect for the law. The phenomenon of "crabs relying on their claws, fish relying on their fins" has been replaced by the mindset of acting "rightly and well". The work of building and rectifying the Party and the political system, focusing on the fight against corruption and negativity, has contributed to cleaning up the contingent of leaders and managers of the state apparatus. The State apparatus is increasingly streamlined and rational, the capacity, quality and ethics of civil servants and public employees are clearly improved. The policy of merging administrative boundaries, applying achievements of science and technology 4.0, reforming salary increase regime, streamlining payroll... contribute to improving the effectiveness of the National Assembly's lawmaking, the Government's governance and the enforcement capacity of the Judiciary.

Since then, everyone has been more determined to contribute, build and protect the beloved Fatherland to become increasingly rich and beautiful as the previous generations always wished. On the occasion of the National Day celebration on September 2 this year, many people expressed extremely good and lovely feelings about the Fatherland, the Party and the State. People hung flags, painted pictures and designed images of the national flag everywhere. That partly proves the achievements that the people have enjoyed in all aspects of economic and social life under the leadership and management of the Party and the State of Vietnam. People see the superiority of the regime and constantly trust in the leadership of the Party and the State. Reality shows that the Party's leadership and governance, the State's administration and management continue to go into depth, follow the law, and satisfy the people.
