Outstanding policies effective from July 1, 2024, everyone should know

People are allowed to present documents on VNeID when traffic police check.

The Ministry of Public Security issued Circular 28/2024/TT-BCA amending and supplementing a number of articles of Circular No. 32 regulating the duties, powers, forms, contents and procedures for patrolling, controlling and handling administrative violations of road traffic by traffic police and Circular No. 24 regulating the issuance and revocation of registration and license plates of motor vehicles. The above Circular takes effect from July 1, 2024.

The new point of the circular is to amend and supplement point a, clause 2, Article 12 on controlling documents related to people and means of transport.

Specifically, when the information of the documents has been integrated and updated in the electronic identification card, electronic identification account on the national identification application (VNeID), in the database managed by the Ministry of Public Security, the inspection and control will be carried out through the information in the electronic identification card, electronic identification account on VNeID, and the database.

In addition, checking the information of documents in the electronic ID card, VNeID application, and database is as valuable as checking the documents directly.

Expanding the scope of ID card issuance

The Law on Identification, which took effect on July 1, helps to perfect the law, meet the practical requirements of population management, administrative reform, ensure human rights, citizen rights, move towards digital government, digital economy, digital society and better serve people and businesses.

The Law on Identification has 10 new points. In particular, the important new point of the Law is the conversion of citizen identification cards into identity cards; Expanding the subjects eligible for receiving applications, issuing identity cards to citizens from 0 to under 6 years old; from 6 to under 14 years old; from 14 years old and above and issuing identity certificates to people of Vietnamese origin whose nationality has not been determined from July 1, 2024...

From July 1, the Law on Identification officially takes effect, the Ministry of Public Security will implement the issuance of identification cards according to the provisions of the Law and its implementing guidelines. The Law on Identification stipulates: "Citizen Identification Cards (CCCD) issued before the effective date of the Law on Identification are valid until the expiration date printed on the card. Citizens, when in need, will be issued a replacement identification card."

Thus, the ID card has the same value as the CCCD card. However, for citizens who are still using the CCCD card with a valid term, they can continue to use it until it expires and then have to change to the ID card, except in cases where citizens need to change from the CCCD card to the ID card.

New Decree on Land Prices

The Government has just issued Decree No. 71/2024/ND-CP regulating land prices, effective from the effective date of Land Law No. 31/2024/QH15.

Decree 71/2024/ND-CP specifically stipulates the procedures and contents of determining land prices according to 4 methods including comparison, income, surplus, and land price adjustment coefficient.

The Decree also specifically regulates the application of land valuation methods in the cases specified in Point c, Clause 2, Article 257 of the Land Law.

The Decree clearly states the responsibilities of agencies and units in providing information. Accordingly, agencies, organizations and units assigned to manage, exploit and use information sources specified in Point b, Clause 2, Article 4 and Point b, Clause 1, Article 5 of this Decree are responsible for providing information to serve land valuation work in writing or electronically within 5 working days from the date of receipt of the request document of the organization conducting land valuation.

The Decree takes effect from July 1, 2024.

Publicly expose online sellers who violate consumer rights

Decree 55/2024/ND-CP guiding the Law on Consumer Protection 2023, effective from July 1, 2024.

Specifically, according to Clause 1, Article 24 of Decree 55, if an online seller violates the law on consumer rights protection, it will be publicly announced in newspapers and radio, posted at headquarters and posted on the information portal of the Ministry, ministerial-level agencies and provincial People's Committees.

The public content will include the name and address of the seller who violated consumer rights protection; the violation and location; the decision to impose administrative sanctions on violations of consumer rights...

This information is disclosed for 30 days from the date of publication. After this period, the information may be suspended or removed by the competent authority.

Regulations on forces participating in protecting security and order at the grassroots level

On April 16, 2024, the Government issued Decree 40/2024/ND-CP detailing a number of articles of the Law on Forces Participating in Protecting Security and Order at the Grassroots Level 2023. The Decree takes effect from July 1, 2024.

Specifically, Decree 40/2024/ND-CP consists of 3 chapters and 8 articles regulating uniforms, badges, insignia, signs, certificates, means and equipment to perform the tasks of the force participating in protecting security and order at the grassroots level; regimes and policies for people participating in the force participating in protecting security and order at the grassroots level who have not participated in health insurance or social insurance but are sick, have accidents, die or are injured while performing their duties.

The subjects of application of Decree 40/2024/ND-CP are forces participating in protecting security and order at the grassroots level; agencies, organizations and individuals related to the regime, policies and ensuring operating conditions of forces participating in protecting security and order at the grassroots level.

Transfers over 10 million must be authenticated by face

On December 18, 2023, the Governor of the State Bank issued Decision 2345/QD-NHNN implementing safety and security solutions in online payments and bank card payments. This policy takes effect from July 1, 2024.

Accordingly, from July 1, 2024, transfers over 10 million must be authenticated by fingerprint, specifically as follows:

- If the transfer amount is less than 10 million VND and the total amount transferred during the day does not exceed 20 million VND, then authenticate with OTP code, no need to authenticate with face or fingerprint.

- If you transfer more than 10 million VND, you must authenticate by face or fingerprint.

- If the transfer is less than 10 million VND/time but the total transactions in the day have reached 20 million, the next transfer in that day must be authenticated by face or fingerprint, even if the next transfer is only a few thousand VND.
