Mr. Hoang Van Hung, a Chinese ethnic, was elected village chief by the Party Committee and people of Thanh Mai village in 2017 when he was only 32 years old.
Thanh Mai is a remote village with a large area and a population of more than 380 people in 190 households, about 35% of the population in the village are ethnic minorities. Since 2021, Chi Linh City has implemented the policy of unifying the Party cell secretaries and heads of residential villages. Mr. Hung was trusted by the Party cell and elected as Party cell secretary and village head.
Implementing the national target program on new rural construction, Thanh Mai village has encountered many difficulties, the poverty rate is high because people still do not have an economic development direction suitable to local conditions... In the Party cell meetings, Mr. Hung and the Party cell committee brought up the missing new rural criteria to discuss and find solutions, especially the income criteria. Previously, people in the village only grew lychee or other agricultural products. When the Commune People's Committee mobilized people to change crops and apply technical advances in growing honeysuckle, Mr. Hung and party members in the Party cell mobilized people in the village to actively respond. Up to now, 50% of households in the village have switched to growing medicinal honeysuckle, the rest continue to plant forests... Since the conversion, people's income in the village has increased, people's lives have been significantly improved. The average income per capita in Thanh Mai village in 2023 reached 53 million VND/person/year, the poverty rate is only 1%.
Sharing his experience, Thanh Mai Village Chief Hoang Van Hung said: “As the Party Cell Secretary and Village Chief, I always determine that I must be exemplary and pioneer in all activities, creating solidarity in the Party Cell and consensus among the people. In addition, I always listen to the thoughts and aspirations of the people to find a way to resolve the incidents that arise in the village in a reasonable and sympathetic way.”
Although it has been upgraded to a ward, Ben Tam is still a remote area of Chi Linh because of its wide terrain and many residential areas far from the center. Truong Quan residential area was merged from two residential areas, Trai Quan and Zone 2, with a natural area of 283 hectares, with 214 households and over 700 people. The households are divided into two hamlets, the farthest house from the center of the area is also more than 2 km. Ms. Tran Thi Xuyen was elected by the party members in the area to hold the position of Party Cell Secretary from 2010 to present. Since the unification, Ms. Xuyen has been elected by the people to concurrently hold the position of Head of the residential area. The image of a petite female Party Cell Secretary and Head of the residential area, riding a Cub motorbike around the residential area, has become familiar to the people here. While sitting to talk to us, Ms. Xuyen's phone often rang because of calls from the people or because she had to deal with the work of the area. Since taking on the additional duties of Head of the Residential Area, Ms. Xuyen has had many unnamed and time-consuming tasks. In many cases related to security and order, Ms. Xuyen also patrols and controls with the ward police and civil defense forces... Before important tasks of the area, the Party cell or new policies and movements, Ms. Xuyen and the Party Committee always ask for opinions and suggestions from Party members and prestigious people; assign Party members in charge of families and mass organizations to grasp the ideological situation, aspirations, and difficulties in the implementation process to find ways to resolve them.
Extended arm
Chi Linh City currently has 155 villages and residential areas in 19 communes and wards. Many communes and wards are located far from the center such as Hoang Hoa Tham, Bac An, Le Loi, Hoang Tien, Ben Tam... These are all localities with large natural areas, hills and mountains and bordering the provinces of Bac Giang and Quang Ninh. Many villages and residential areas are located quite far from the center of the commune such as Dong Chau, Ho Seu (Hoang Hoa Tham), Tan Tien (Hoang Tien), Trai Gao, Ho Dau (Ben Tam)... In order for the policies and guidelines of the Party and State to reach party members and people in these localities, there must be enthusiastic participation of Party cell secretaries, village and residential area heads.
According to statistics from the People's Committee of Chi Linh City, in the election of village and residential area chiefs for the 2024-2026 term that just took place, the entire city had 8 village and residential area chiefs elected from ethnic minorities, including 4 Chinese people, 3 San Diu people and 1 Tay person. The percentage of voters approving the election of people to hold the position of village and residential area chief reached more than 95%, showing that those nominated to run for the position of village and residential area chief all received high consensus and trust from voters.
According to Mr. Nguyen Ho Ngoc, Head of the Chi Linh City Party Committee's Organization Board, the selection and introduction of personnel for the positions of Party cell secretary, village and residential area chief is very important, because this is the extended arm of the City Party Committee, People's Council, People's Committee and grassroots Party committees and authorities to the people. Whether policies and guidelines are put into practice in a practical and effective manner or not depends on the spirit and responsibility of Party cell secretaries, village and residential area chiefs, especially in remote communes and wards of the city. The Chi Linh City Party Committee always attaches importance to training and professional development for Party cell secretaries, village and residential area chiefs so that they can gain more experience in performing their tasks, and at the same time regularly encourages and promptly reminds them to better promote their roles...
