The notice clearly stated that the regular training of sports teams will continue until they are provided with regular nutrition funding in 2024.
What does the Department of Culture, Sports and Tourism of Vinh Phuc report?
It is known that also on December 23, 2024, the Department of Culture, Sports and Tourism of Vinh Phuc reported the situation to the Standing Committee of the Provincial Party Committee and the leaders of the Provincial People's Committee, regarding the support of nutritional regimes for coaches and athletes during regular training.

In the situation report of the Department of Culture, Sports and Tourism of Vinh Phuc, there is a paragraph stating: "...some of the province's policy mechanisms have expired or been abolished, so there is not enough legal basis to implement the funding and support for the nutritional regime for coaches and athletes during regular training, so from the beginning of 2024 until now, the regular training nutritional regime of Vinh Phuc province in 2024 has not been granted (in 2024, funding will be provided to ensure nutrition for athletes and coaches during training and competition according to the provisions of Circular No. 86/2020/TT-BTC of the Ministry of Finance); salary regime, training support money, and social insurance participation are not yet available. In recent years, the attention and support for the team of coaches and high-performance athletes has tended to decrease year by year and period by period".
Also according to the above report, the Department of Culture, Sports and Tourism of Vinh Phuc also proposed: "From the beginning of 2024 until now, the leaders of the Provincial Sports Training and Competition Center have had to borrow money, and at the same time mobilize heads of sports departments, staff and employees to borrow money to maintain the kitchen to ensure the health of coaches and athletes during training. Up to now, the leaders and staff of the center have borrowed this debt. Therefore, the handling of difficulties related to the nutritional regime in regular training for coaches and athletes in 2024 is a reality that needs to be paid attention to and resolved, to avoid unwanted developments, creating negative public opinion, affecting the reputation and position of Vinh Phuc province. Currently, there are a number of key athletes of the province who have asked to stop training and competing to transfer to other units that enjoy higher treatment than Vinh Phuc; affecting the preparation of forces to participate in high-performance sports competitions according to the central system; will not ensure the medal target according to direction of the Provincial Party Committee and People's Committee at the 10th National Sports Congress taking place in 2026".
Nguyen Thi Huong's management unit "calls for help"
In the document, the managing unit of Nguyen Thi Huong stated: "From the above practical situation, the Department of Culture, Sports and Tourism of Vinh Phuc respectfully requests the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, the People's Council, and the Provincial People's Committee to pay attention to directing and providing financial support plans related to specific nutrition for coaches and athletes of the provincial high-performance sports team who are physically present during the regular training period at the Provincial Sports Training and Competition Center.
The Department of Culture, Sports and Tourism respectfully reports and requests the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, the People's Council and the Provincial People's Committee to allow the continued completion of the draft Resolution of the Provincial People's Council stipulating a number of specific policies for the development of physical training and sports in Vinh Phuc province in the period of 2025-2030 as soon as possible (including only the minimum policies that have been agreed upon by the participating departments and branches; approved by the Provincial People's Committee at the meeting in July 2024, specifically: specific nutritional support for coaches and athletes; bonus levels for coaches and athletes; support for mass sports) and will promptly report to the Provincial People's Council at the nearest meeting".
In a related development, the talented face of Vietnamese sports, athlete Nguyen Thi Huong, has written a request to stop practicing rowing in Vinh Phuc province from January 1, 2025. In the request to stop practicing, the girl born in 2001 expressed: "I started practicing and became an athlete in rowing in Vinh Phuc province since August 2016. Over the past 9 years, I have constantly strived, overcome all difficulties and hardships, practiced hard and contributed to Vinh Phuc province's sports to win many noble medals at international and domestic tournaments, bringing glory to the Fatherland of Vietnam as well as Vinh Phuc province. In particular, I was honored to win a ticket to officially participate in the 2024 Paris Olympic Games.
However, in the past 3 years (from 2022 to 2024), I have not received any medal bonuses from domestic competitions and nutritional support for 2024. Now that I am old and due to family circumstances, I am writing this application to request a leave of absence from training as an athlete in rowing in Vinh Phuc province. I respectfully request that the Board of Directors of the Department of Culture, Sports and Tourism of Vinh Phuc province and the Board of Directors of the Sports Training and Competition Center of Vinh Phuc province create conditions for me to take a leave of absence from training from January 1, 2025 according to my family's and my personal wishes."
