The Thach Ha urban infrastructure improvement sub-project (Ha Tinh) contributes to completing infrastructure, increasing connectivity between urban administrative units, regional connectivity, preventing flooding and climate change, bringing the locality closer to a type IV urban area in 2024.
These days, Hoang Lai Construction - Service and Trading Joint Stock Company (abbreviated as Hoang Lai Company) is deploying concrete casting, site surveying, and building progress critical lines before starting the construction package of the Thach Ha Urban Infrastructure Improvement Sub-project, Thach Ha District, scheduled to start on January 15.
Hoang Lai Company is one of the five contractors undertaking the construction package "Renovation, dredging, embankment of Cuc canal with reinforced concrete, dredging of the regulating lake, construction of landscape system around the lake, upgrading Mieu Roi culvert and construction of the main stormwater drainage system in the west of the urban area along Le Dai Hanh street" with an investment of more than 128 billion VND. “The Thach Ha urban infrastructure improvement sub-project is a large and very important project, so the unit is making every effort to prepare the best human resources and machinery and equipment so that when the project starts, it will immediately start construction, ensuring that it follows the plan,” informed Mr. Le Duc Tu Hung - technical officer of Hoang Lai Company.
Mr. Nguyen Xuan Hieu - Deputy Head of the Thach Ha District Construction Investment Project Management Board said: The Thach Ha urban infrastructure improvement sub-project was approved by the Prime Minister in Decision No. 1085/QD-TTg dated August 23, 2019, and approved by the Ha Tinh Provincial People's Committee in Decision No. 2455/QD-UBND dated August 3, 2020 with a total investment of nearly 852 billion VND; of which, the loan capital of the French Development Agency (AFD) is more than 648 billion VND, the non-refundable aid capital of the European Union is more than 25 billion VND, and the counterpart capital is 178 billion VND.
The sub-project is implemented with 2 components, of which the first component is to build infrastructure to respond to climate change, flood drainage, environmental sanitation and the second component is to improve urban management capacity. The sub-project has 6 construction packages including infrastructure construction to respond to climate change, flood drainage, environmental sanitation including renovation and expansion of regulating lakes and canals, construction of embankments combined with management roads, wastewater collection and treatment systems, western flood diversion routes, upgrading the Cay bridge flood crossing road to Ha Tinh city bypass, renovating existing roads, resettlement infrastructure. In the photo: The 2.8 km long section of the Cay River from the intersection with National Highway 1 to the intersection of National Highway 1 on Ha Tinh city bypass will have a solid embankment built.
As the sub-project investor, in recent times, the People's Committee of Thach Ha district has made efforts to implement and complete the procedures according to regulations (organizing bidding, selecting contractors, consulting units to supervise each construction package, implementing site clearance work, etc.). Up to now, the district has basically completed the procedural documents, ensuring that on January 15, 2024, construction of 6 construction packages under the Thach Ha urban infrastructure improvement sub-project can start. It is expected that the works will be completed before December 30, 2024.
According to statistics from Thach Ha district, to serve the construction of construction packages, 37 households in Thach Ha town had to relocate to new residences with an area of land to be recovered of 6,761.3 m2 . Up to now, the site clearance work has completed 80% of the volume, ensuring the project is implemented on schedule. In the photo: Households along the Cay River are subject to resettlement.
The infrastructure of the resettlement area has also been completed by the locality. The resettlement area has an area of 2.8 hectares, about 300m from National Highway 1, with a system of roads, electricity, clean water, and convenient connection to surrounding residential areas. The district is proposing to add more green trees and high-voltage electricity. People can now start building new houses.
Mr. Nguyen Xuan Hieu - Deputy Head of the Investment and Construction Project Management Board of Thach Ha district said: After completion, the Thach Ha urban infrastructure improvement sub-project will contribute to completing infrastructure and environmental sanitation, increasing connectivity between urban administrative units, regional connectivity, flood prevention, climate change, bringing Thach Ha town closer to a type IV urban area in 2024 according to the Resolution of the 30th District Party Congress.
