The Ministry of Transport has just issued a Circular stipulating the mechanism and policies for managing domestic air transport service prices and aviation specialized service prices, effective from January 1, 2025.
According to the new Circular, the Civil Aviation Authority of Vietnam is responsible for appraising the price plan and reporting to the Ministry of Transport to issue documents on pricing services.
Services will have specific price frames such as aircraft take-off and landing services, passenger services at airports (Illustration photo).
Specifically priced aviation services include: Aircraft take-off and landing services; Flight operations services; Passenger services at airports; Aviation security services (Security services for 5 passengers and luggage; Security services for passengers denied entry and staying for 24 hours or more.
Security services for goods and postal items; security services for goods that have undergone security screening from air cargo warehouses with infrastructure located outside the boundaries of airports and airfields into restricted areas at airports; security services for means of transporting goods and equipment into restricted areas at airports and airfields); Flight control services through flight information regions managed by Vietnam.
The aviation services with set prices include: Aircraft parking lot rental service; Passenger check-in counter rental service; Baggage conveyor rental service; Passenger boarding and disembarkation bridge rental service; Full package ground trade technical service at airports (for airports that still apply the full package method); Automatic sorting service for outgoing baggage;
Aviation fuel filling service; Service of using underground fuel filling system infrastructure to supply fuel at airports; Concession of aviation service exploitation at airports, including concession services: Passenger terminal; cargo terminal, warehouse; ground commercial technical service; repair and maintenance of aviation vehicles and equipment; aviation engineering; provision of aviation meals; provision of aviation fuel.
Non-aviation services with price frames include: Space rental services at passenger terminals; Space rental services at cargo terminals; Essential basic services at airports.
For basic economy class domestic air passenger transport services sold within Vietnam, the maximum price is set.
The new regulation requires organizations and individuals providing services that are required to have their prices assessed to be responsible for developing a price plan according to the requirements of the competent state agency for pricing, appraising the price plan, and being responsible for the price plan they develop.
The preparation and appraisal of price plan documents, issuance of price appraisal or price adjustment documents shall comply with the provisions of Decree No. 85/2024 detailing a number of articles of the Law on Prices.
In addition, the new regulation also regulates the classification of airport groups.
Accordingly, airports are divided into 2 groups. Group A is the group of airports serving the socio-economy, including Con Dao, Dien Bien, Ca Mau, and Rach Gia airports. Group B includes airports that are not in the group of airports serving the socio-economy.
According to current regulations, airports are divided into 3 groups: Group A is the group of airports operating 24/7; Group B is the group of airports that do not belong to Group A and Group C; Group C is the group of airports serving the economy and society, including: Con Dao, Dien Bien, Ca Mau, and Rach Gia airports.
