In addition, the Standing Committee of the Vietnam Fatherland Front Committee of Ho Chi Minh City proposed that there should be specific policies and regimes for teachers because the current income level is still low, not attracting teachers to stick with the profession, especially preschool and primary school teachers.
In the process of streamlining the payroll, the city needs to consider and have a roadmap to ensure the number of payrolls in the education sector.
The petition specifically stated that the city needs to consider a special mechanism to supplement the budget for paying for the second session for primary school teachers who are teaching grades 1, 2, 3, and 4, which are grades implementing the general education program, but the budget does not have this expense and in the appendix of the list according to Resolution 04 of 2023 of the People's Council, only the second session fee is applied to grade 5.

In addition, the Standing Committee of the Vietnam Fatherland Front Committee of Ho Chi Minh City recommended that the city should strengthen the direction and inspection of revenue and expenditure at the beginning of the year at schools, clearly publicize revenues, promote the coordination role between the representative board of parents, schools and families, and create high consensus among the people.
According to the petition, the budget for equipping equipment for the 2018 General Education Program is quite large, and schools do not have enough resources to implement it. Therefore, the Standing Committee of the Vietnam Fatherland Front Committee of Ho Chi Minh City recommends that the Ho Chi Minh City People's Committee consider directing the allocation of budget to support schools in supplementing teaching equipment.
At the same time, the city needs to continue reviewing the school network planning, increasing investment capital to build more classrooms, facilities, and school equipment, creating conditions to arrange enough land to build schools to meet the learning needs of people in areas with high mechanical population growth rates such as District 12, Binh Tan, Hoc Mon District, Binh Chanh, Thu Duc City...
Particularly for non-public schools, the Ho Chi Minh City People's Committee needs to direct regular inspections and strengthen management of education quality, standards of teaching staff, school facilities, especially private kindergartens to limit negative issues arising, ensure security and order, and create a friendly and safe environment for students.
After receiving the above document, Mr. Phan Van Mai, Chairman of the Ho Chi Minh City People's Committee, requested relevant departments, branches, Thu Duc City People's Committee and 21 districts to study the recommendations of the Standing Committee of the Vietnam Fatherland Front Committee of Ho Chi Minh City, and at the same time implement related contents according to their functions, tasks and authority.
For matters beyond their authority, the People's Committee of Thu Duc City and 21 districts will advise the People's Committee of Ho Chi Minh City to consider, resolve, and issue timely policies.
