The 2019 Education Law and many other current documents have removed specific regulations on class observation activities. Because many teachers believe that class observation activities are just a formality and not effective.
According to the provisions of Point b, Clause 2, Article 21, Primary School Regulations issued with Circular 28/2020, only primary school teachers are required to have class observation and must use the class observation book. - Lesson plan;
- Notebook for recording professional activities, observing classes and monitoring and evaluating students' learning outcomes;
- Homeroom book (with homeroom teacher);
- Team Work Book (with Team Leader).
No specified number of hours of observation
Documents related to education do not have any regulations on the number of hours for primary school teachers to observe. Instead, the number of hours for observation depends on each school, each teaching condition as well as the necessity of observation.
Teaching hours for primary school teachers are stipulated in Article 6, Circular 28/2009 and supplemented by Article 1, Circular 15/2017, specifically:
- Primary school teacher standard 23 periods/week;
- Teachers at boarding schools for ethnic minorities; schools and classes for the disabled and handicapped: 21 periods/week;
- Teachers who are part-time team leaders are divided into 3 cases. Grade I schools teach 2 periods/week, Grade II schools teach 1/3 of the teaching period norm of teachers who are not part-time teachers, and Grade III schools teach 1/2 of the teaching period norm when not part-time teachers.
Similarly, the principal's teaching hours/year norm = 2 hours/week x number of weeks for teaching and educational activities according to the regulations on the school year schedule. The vice principal's teaching hours/year norm = 4 hours/week x number of weeks for teaching and educational activities according to the regulations on the school year schedule.
