Pilot implementation of commercial housing project
On November 30, 2024, the National Assembly issued Resolution No. 171/2024/QH15 on piloting the implementation of commercial housing projects through agreements on receiving land use rights or having land use rights. This Resolution takes effect from April 1, 2025.
Accordingly, Clause 3, Article 3 of Resolution 171/2024/QH15 clearly states that real estate business organizations that are allowed to receive land use rights transfer or change land use purpose for agricultural land to implement pilot projects must be approved by the Provincial People's Council.

Pilot projects must meet conditions such as the scope of the land and plot of land for project implementation must be consistent with the district-level land use planning or construction planning, urban planning; the scope of the land and plot of land for project implementation must be consistent with the approved local housing development program and plan.
Real estate business organizations must satisfy the conditions prescribed by law on land, housing, real estate business, investment and other relevant legal provisions.
In particular, in the case of using the planned area of national defense land and security land to carry out a pilot project, the above conditions must be met and there must be written approval from the Ministry of National Defense for national defense land and the Ministry of Public Security for security land.

Working regime for teachers
Circular 05/2025/TT-BGDDT, effective from April 22, 2025, regulates the working regime for teachers teaching at general education institutions and university preparatory schools. This Circular defines the tasks, working hours, annual leave, teaching hour norms and teaching hour reduction regimes for teachers, in order to ensure teaching quality and teachers' rights.
Notably, there is an important regulation from April 22, each teacher is only allowed to hold a maximum of 2 tasks according to the provisions in Articles 9, 10 and 11 of Circular 05/2025/TT-BGDDT. This is to avoid overloading teachers, while helping them have enough time to perform their main tasks well.
