According to the detailed planning of seaports, ports, wharves, buoys, water areas, and water regions for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister, many seaports are planned to be developed in combination with passenger ports.


Accordingly, the ports are planned to combine with passenger ports including Lach Huyen and Nam Do Son wharf areas (Hai Phong seaport), Cam Pha, Van Ninh, Van Gia wharf areas, Van Don - Van Hoa wharf areas (Northeast of Cai Bau island) - Quang Ninh seaport, Bac Cua Lo wharf area (Nghe An seaport), Tien Sa wharf area (Da Nang seaport).

Along with that are the Tam Hiep and Tam Hoa wharf areas (Quang Nam seaport), the two Ben Dinh and Sa Ky ports (Quang Ngai seaport), the Quy Nhon - Thi Nai - Dong Da wharf area (Quy Nhon seaport), the Son My wharf area and Phu Quy wharf area (Binh Thuan seaport), and the wharf area on Tien River.

There are 3 planned wharf areas to combine with international passenger wharfs when required, including Bac Cua Lo wharf area and Van Don - Van Hoa port.

The plan notes that existing ports are allowed to be renovated, upgraded, or newly built in accordance with their scale, function, ship size, and routes according to relevant planning and actual needs and conditions.

The land and water areas at seaports, wharf areas and ports will be specifically determined in the detailed planning of land and water areas of each seaport.

According to Giao Thong Newspaper, recently, many foreign cruise ships have brought thousands of tourists to Vietnam.

According to statistics from the Vietnam Maritime Administration, in 2024, the number of passengers passing through Vietnam's seaports will reach 7.7 million, an increase of 7% over the same period in 2023. However, due to the lack of a dedicated port, most international cruise ships share the same cargo port when arriving in Vietnam.

According to the Vietnam Maritime Administration, foreign tourist ships entering Vietnam recently mainly transited, then continued their journey to other countries, so the time spent visiting and staying at seaports in Vietnam was still short.

The main ports receiving cruise ships are: Hon Gai, Hai Phong, Chan May, Da Nang, Quy Nhon, Nha Trang, Vung Tau, Saigon, Con Dao, Phu Quoc.
