The 11th Conference of the Central Committee of the 13th Party Congress, held from April 10th to 12th, 2025, was considered a historic conference, as it discussed and made revolutionary decisions for a new stage of national development. The Central Committee discussed and reached a high level of consensus on comprehensively reforming the political system, organizing local governments into two levels, streamlining the number of administrative units after mergers to 34 provinces and cities, and reducing the number of commune-level administrative units by 60-70%.
This strategic policy of the Party quickly gained the support and consensus of the people, who believed that merging administrative boundaries would create new opportunities and space for development; and implementing a two-tiered government system would reduce the pressure of a cumbersome administrative apparatus, bringing the government closer to the people.
In response to the new development requirements of the country and the city, the Standing Committee of the Da Nang City Party Committee also emphasized that Party committees at all levels within the entire political system need to innovate their thinking and vision, unify their understanding and ideology, overcome their own limitations, and accept sacrificing personal interests to prioritize the common good and the interests of the city above all else. The new Da Nang City, formed by the merger of Da Nang City and Quang Nam Province, is expected to continue creating miracles in development and integration.
It can be said that the historic decisions at the 11th Central Committee meeting of the Communist Party of Vietnam have once again strengthened the people's confidence in the Party's determination to vigorously reform and innovate on the path of national progress. The challenges are considerable, but social consensus will provide a solid foundation for the Party's revolutionary decisions to be quickly put into practice.
