"Definitely carry out the glorious mission successfully" (*)

The 16th Lao Cai Provincial Vietnam Fatherland Front Committee launched its congress.

Through studying the political report presented to the congress and monitoring the activities of the Vietnam Fatherland Front of the province, the Standing Committee of the Provincial Party Committee found that: During the 2019 - 2024 term, the Vietnam Fatherland Front under the leadership and direction of Party committees at all levels; the facilitation of authorities at all levels; the unity and coordination of actions of member organizations; all programs of the Front's work have achieved many important results, notably:

The Vietnam Fatherland Front from the provincial to grassroots levels has performed its functions and tasks well, actively propagandized and mobilized voters in the province to enthusiastically vote, contributing to the success of the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term with the highest voter turnout rate in the country.

During the past term, the Vietnam Fatherland Front of the province has focused on improving the quality and effectiveness of supervision and social criticism at all levels; made many dedicated and responsible contributions to building a strong Party and government organization as well as offering many ideas, opinions, and multi-dimensional and accurate information as a basis for issuing correct policies and guidelines, suitable to reality.

The Vietnam Fatherland Front of the province and its member organizations have proactively and actively implemented effectively patriotic emulation movements, campaigns; social security programs, caring for and helping disadvantaged groups, the poor, families of war invalids, martyrs, people with meritorious services... with many good practices, diverse and creative models, suitable to the specific conditions of the locality, contributing to improving the lives of the majority of people in border areas and ethnic minority areas; rapidly reducing the number of poor and near-poor households.

The Fatherland Front at all levels has innovated the content and methods of operation, diversified the forms of gathering people, focused on activities at the grassroots level, border areas, and ethnic minority areas; the staff doing front work has gradually become more professional, dedicated and creative, meeting the increasingly high requirements of mass mobilization work associated with the political tasks of localities and units.

Along with the Party's foreign affairs and State diplomacy, the Lao Cai Provincial Fatherland Front has played a core role in promoting people's diplomacy through vibrant, meaningful and effective foreign affairs programs and events, contributing to deepening friendly cooperation relations with traditional friendly countries, especially with the people of Yunnan Province (China).

It can be affirmed that the work of the Fatherland Front in the past term of Lao Cai province has achieved many important and comprehensive results, thereby consolidating, enhancing and promoting the strength of the great national unity bloc, building and consolidating a "solid people's heart position", contributing positively to the results that Lao Cai province has achieved in recent years.

On behalf of the Provincial Party Executive Committee, I warmly congratulate and commend the great achievements of the Fatherland Front at all levels in the province.

In addition to the achievements, the work of the Front still reveals some limitations and shortcomings, including long-standing problems. Therefore, at this congress, delegates need to strengthen discussions and correctly assess the limitations and shortcomings of the past 5 years, find out the causes, especially subjective causes, to draw lessons, and propose timely, thorough and effective solutions in the new term.

Great national unity is the source of strength and the main driving force of the nation's history; the revolutionary process and the renovation of Vietnam, in which the People play the main role and hold the central position.

To continue promoting the strength of the people of all ethnic groups in the province, entering the new term of the provincial Fatherland Front, I would like to emphasize and present a number of tasks and solutions for delegates to continue studying and discussing.

Firstly, continue to thoroughly grasp and synchronously, resolutely and effectively implement the groups of solutions in Resolution No. 43-NQ/TW of the 13th Party Central Committee and the Action Program of the Provincial Party Committee on "Continuing to promote the tradition and strength of great national unity, building our country to be increasingly prosperous and happy" in conjunction with Resolution 29 of the Provincial Party Committee Standing Committee on continuing to innovate the content and methods of operation of the Fatherland Front and socio-political organizations until 2030 and the following years in accordance with the specific conditions of the province, considering this as a guideline for the activities of the Front organization.

Second, continue to innovate ways of thinking, working, and coordinating; adapt to new trends to propagate and mobilize people in the direction of the whole people, comprehensively, with a focus, close to reality at the grassroots level; improve the quality and effectiveness of campaigns and patriotic emulation movements, avoiding formalities. At the same time, pay attention to effectively implementing Resolution No. 50-NQ/TU dated July 3, 2024 of the Provincial Party Standing Committee on supporting the construction of houses for households with meritorious services to the revolution, relatives of martyrs; poor households, near-poor households in Lao Cai province by 2025 in conjunction with the emulation movement "The whole country joins hands to eliminate temporary and dilapidated houses" launched by the Central Committee of the Vietnam Fatherland Front. In particular, it is necessary to do a good job of mobilizing the masses in coordinating the implementation of national target programs for the period 2021 - 2030.

Third, organize, guide and propagate for the People to promote their mastery and actively participate in building a clean and strong Party and government, especially at the grassroots level. Strengthen the supervisory role and closely coordinate with authorities at all levels to regularly dialogue, listen, and promptly grasp the thoughts, feelings and aspirations of the People; proactively advise and propose to Party committees and authorities on mechanisms and policies suitable to reality, solving the problems that the People expect in the new period.

Fourth, maintain and consolidate the "blood-flesh" relationship between the Party and the People, the tradition of solidarity among ethnic groups, between religious and non-religious people, between generations of cadres, widely gather all classes and social strata, constantly consolidate, strengthen and promote the tradition and strength of the great solidarity bloc, strongly arouse creativity and aspirations to build Lao Cai province to become increasingly prosperous and beautiful, and for the people to have increasingly prosperous and happy lives.

Fifth, the Front needs to continue to innovate its methods, improve the quality of its staff and the effectiveness of its operations in the direction of focusing on the grassroots, diversifying the forms of gathering and maximizing all resources among the people. On this occasion, I suggest that Party committees at all levels continue to strengthen the leadership role and exemplary role of Party members in Front work; authorities at all levels coordinate and create all favorable conditions for the Fatherland Front at all levels to fulfill its glorious tasks in the new revolutionary period.

Building on the achievements, I believe that the Vietnam Fatherland Front of Lao Cai province and the Fatherland Front at all levels in the province will continue to make efforts, promote collective intelligence, and definitely successfully carry out their glorious tasks and complete the goals approved at the congress. With that confidence, once again, I wish the 16th Congress of the Vietnam Fatherland Front of the province a great success.
