Actively building and replicating the model of "Skilled Mass Mobilization" in various fields has contributed to creating consensus and solidarity among the people of Ha Tinh in socio-economic development, ensuring national defense and security, and building a strong political system.

From a purely agricultural commune with quite difficult traffic conditions and narrow roads, for many years now, Thien Loc has been a bright spot in Can Loc district in building new rural areas (NTM). Not stopping there, the people of Thien Loc commune are joining hands to improve the quality of NTM criteria with the motto "Roads with flowers, houses with numbers, digital transformation is the top goal".

This result was achieved thanks to the Party Committee, the government and the entire political system of Thien Loc commune stepping up propaganda work, mobilizing people to unite, donate land, donate property, and participate in working days to carry out each part of the work. Also doing a good job of mass mobilization, from 2020 to now, the whole commune has more than 1,000 households donating land and property, expanding and upgrading nearly 70 roads, with road surfaces 5m wide or more, building 10/10 villages to meet the standards of model new-style rural residential areas, and the commune to meet the standards of model new-style rural communes by the end of 2021.

When people fully understand and perceive, everything will be successfully implemented. Thanks to that, not only has Thien Loc commune successfully built a new rural area, it has also successfully implemented the third land conversion, carried out digital transformation associated with production development and stabilized the situation in the area”.

"Skillful mass mobilization" in building new rural areas is also a method implemented by localities in Can Loc district. In the first 9 months of 2023, the whole district mobilized people to build more than 7.1km of intra-field canals; dredged and cleared more than 36.2km of intra-field canals; cleared nearly 1.2km of traffic corridors and drainage ditches; built 916m of new rural roads; mobilized working days to help renovate 34 mixed gardens; renovated 750 household gardens, helped build 45 model gardens, 12 model new rural residential areas...

Deputy Head of the Can Loc District Party Committee's Mass Mobilization Committee, Vo Thanh Chung, said: "In 2023, based on the official dispatch and instructions of the District Party Committee's Mass Mobilization Committee, communes and towns have deployed the construction of 119 "Skilled Mass Mobilization" models. The models are implemented in all areas of social life, especially in building new rural areas and civilized urban areas; site clearance, resettlement to implement works and projects; building cultural life in residential areas; implementing social security activities...".

Along with focusing on building the model of "Smart Mass Mobilization" in the economic and social fields, many localities in Ha Tinh also focus on building models in the field of security and order. In particular, the model of "Inter-family fire prevention and fighting safety group and public fire fighting point" at inter-family group 8 (residential group 3, Nguyen Du ward, Ha Tinh city) is a typical example.

From 2013 to present, the whole province has successfully built and replicated more than 19,300 models, typically "Skilled Mass Mobilization" in various fields. Of which, the economic field has nearly 8,000 models; culture - society has more than 5,800 models; national defense - security has more than 3,300 models; Party building and political system has 2,200 models.

Many effective models have been spread and replicated such as: closed deer farming model in Son Giang commune (Huong Son); fish sauce processing cooperative in Thach Kim commune (Loc Ha); godmother of Women's Union households at all levels in the province; calling for and mobilizing resources to build houses for people, community cultural houses to avoid storms and floods; preserving and promoting the identity of Co Dam ca tru, Vi Giam folk songs in Nghi Xuan district; security camera surveillance model in villages and residential groups...
