The people believe that the National Assembly must work with all its might."
Continuing the working program of the 8th Session, 15th National Assembly, on the afternoon of October 26, at the group discussion session, National Assembly Chairman Tran Thanh Man attended the group meeting at Group 13 (including the National Assembly delegations of the provinces: Lang Son, Bac Ninh, Hau Giang, Dak Lak).
Speaking at the discussion session, National Assembly Chairman Tran Thanh Man said that the workload of the National Assembly at this session is very large due to the general difficult situation, requiring the National Assembly to work harder and promptly resolve difficulties and obstacles in the country's socio-economic development in the spirit of "solving any difficulties".
Over the past time, the National Assembly has been very supportive of the Government in innovating the law-making work to build a professional and long-lasting legal system. If we want a professional and long-lasting legal system, the National Assembly deputies themselves must make active, determined and drastic efforts. The National Assembly Chairman asked the deputies to concentrate highly and strive to review and pass 18 laws.

People believe that the National Assembly must work with all its might,” the National Assembly Chairman emphasized.
Acknowledging and appreciating the country's socio-economic development results in 2024, the National Assembly Chairman affirmed that this is the effort of the entire Party, the entire army, and the entire people. The Party's Resolution is correct, the National Assembly institutionalizes and concretizes it, the Government organizes and implements it, we overcome difficulties and challenges.
The National Assembly Chairman also spent time analyzing the limitations and shortcomings; at the same time pointing out bottlenecks in socio-economic development in 2024. He also raised a number of key issues that need attention in implementing socio-economic development tasks in the coming time:
Firstly, the issuance of detailed documents guiding the implementation of the law has not ensured progress. This is also an issue that many National Assembly deputies reflected on during the discussion session. The National Assembly Chairman agreed with the deputies' proposal on the need to continue prioritizing resources for the work of building and perfecting institutions.
Second, the financial and banking markets continue to have some fluctuations that need to be closely monitored, especially in the last months of this year and early next year.
Third, the real estate and housing market still has many shortcomings. The gap between housing prices and people's income is still too large, the average housing price is 25 times the average income per capita of people in urban areas. The real estate supply is abundant, but the structure of real estate products is unreasonable. Along with that are issues of credit provision for the real estate market, bond issuance by real estate enterprises, social housing development, etc.
Fourth, exports are a bright spot in 2024, with an estimated trade surplus of nearly 19.1 billion USD in the first 8 months of 2024. However, the National Assembly Chairman suggested that it is necessary to note that the global economic outlook is still difficult and unsustainable, especially as purchasing power in major markets such as the US, EU, China, etc. is still weak.
Many countries are increasing technical barriers, trade protection measures, anti-dumping investigations, and promoting the implementation of new standards and criteria on international trade and investment.
“These are issues that will affect Vietnam’s trade balance in the coming time. In addition, the trade surplus also depends on the FDI sector: in the first 8 months of the year, the domestic enterprise sector had a trade deficit of 15.7 billion USD; the FDI sector had a trade surplus of 34.77 billion USD,” the National Assembly Chairman pointed out.

Fifth, the labor market still has a local imbalance in labor supply and demand and uneven development among regions, areas, sectors and economic occupations. The youth unemployment rate is still high (the total for the first 9 months was 7.92%, an increase of 0.29 percentage points compared to the same period last year).
The quality of labor supply is still limited, not meeting the requirements of the modern labor market; to date, there are about 37.8 million workers who have not received primary or higher education. In addition, it is necessary to pay attention to the aging population (the aging index of the whole country in 2029, 2049, 2069 is forecasted to be 78.0; 131.3 and 154.5, respectively).
Therefore, the National Assembly Chairman suggested that it is necessary to assess more specifically the impact of this situation on the labor market as well as the whole society.
Sixth, the natural disaster situation continues to be complicated, typically the lack of water and saltwater intrusion in the Mekong Delta at the beginning of the year; storms, floods, and prolonged heavy rains in the North and Central regions in the middle of the year. Especially storm No. 3 caused serious and heavy damage.
The National Assembly Chairman requested the Government to direct the enhancement of the effectiveness of forecasting, preventing and combating natural disasters, and at the same time have more synchronous solutions to respond to climate change, promote sustainable development and protect the ecological environment.
Regarding solutions in the coming time, the National Assembly Chairman suggested many important groups of solutions, including: Strengthening the adjustment of fiscal policies more appropriately and effectively in 2025; preventing the downward trend of the real estate market combined with good control of the number of newly built houses; paying attention to the capital market, creating favorable conditions for people and businesses to borrow capital to develop production and business...
In addition, the National Assembly Chairman also said that it is necessary to increase support for businesses facing difficulties, create conditions for private enterprises to develop; at the same time, stimulate consumption, expand domestic consumption demand; ensure stable supply and prices of essential goods before, during and after the Lunar New Year.
Also at the discussion session at Group 13, social issues continued to receive attention from National Assembly delegates. Delegates highly appreciated the outstanding results of socio-economic development in 2024; at the same time, they also said that there are still some challenges. Notable among these are the difficulties in the operations of many enterprises, the large number of enterprises withdrawing from the market...
Delegates suggested continuing to research and implement practical, specific solutions to support businesses to overcome difficulties and develop more strongly in the coming time.
