Cause of Cam Lam highway rest stop

The land handover is being sporadic and not continuous, leading to the Cam Lam - Vinh Hao highway rest stop, which is still motionless.

On November 19, the Cam Lam - Vinh Hao Expressway Management Board (under Project Management Board 85) said that the investor has not been able to construct the expressway rest stop located at Km 90+900, Nhon Son commune (Ninh Son district, Ninh Thuan province) due to site clearance problems.

Up to now, the Land Fund Development Center of Ninh Son district (Ninh Thuan province) has mobilized 5/10 households to agree to hand over the land.

However, the area handed over is only 0.85ha (accounting for 11% of the area to be handed over). This area is scattered and not contiguous.

The low rate of agreement to hand over the site makes it impossible to implement the construction of the first phase of the rest stop.

Meanwhile, each rest stop needs at least 2 hectares to build essential items (restrooms, parking lots, etc.) and items according to regulations.

Cam Lam - Vinh Hao Expressway is 78.5km long, passing through 3 provinces of Binh Thuan, Ninh Thuan, Khanh Hoa, the rest stop is planned to be located at Km 90+900.

The investor representative said (Futa Company Limited - project enterprise) to soon have the construction site, the investor is coordinating with the locality to mobilize households to hand over the site, receive the provisional amount according to the draft compensation plan. The investor will make an advance payment to the households.

There are still problems with land plots No. 510, 511, map sheet No. 30 with an area of ​​over 600m2, which is state land managed by the People's Committee of Nhon Son Commune (Ninh Son District). The current situation is the appearance of a house construction project and a goat farm of a household since 2021.

However, the locality determined that this is State-managed land managed by the People's Committee of Nhon Son Commune. Therefore, the Investor does not agree to compensate for the land. Only consider supporting a part of the value of the architectural construction assets at plots 510, 511, map sheet 30.

Temporary rest stop at Km 113, Cam Lam - Vinh Hao highway.

Following the direction of the Prime Minister, the Ministry of Transport must urgently implement and ensure the completion of essential projects before the 2025 Lunar New Year holiday.

The project enterprise proposed that the locality hand over a minimum area of ​​4 hectares (2 hectares on each side of the rest stop) in advance. The handover area needs to be contiguous to ensure timely construction.

Mr. Bui Lai, executive director of Cam Lam - Vinh Hao Expressway (under Project Management Board 85) said that due to the delay in handing over the site, completing essential items at the rest stop is very difficult.

To resolve the issue, the Committee has issued many documents recommending the Provincial People's Committee to direct the Ninh Son District People's Committee to promptly resolve problems related to site clearance.

"While waiting for the construction rest stop to be put into operation, there are two temporary rest stops at Km 113 (intersection of Provincial Road 709) in operation on the route, so drivers and road users can stop and rest at these two stations," Mr. Bui Lai informed.

According to the planning of the Cam Lam - Vinh Hao expressway rest stop located at Km 90+900, Nhon Son commune (Ninh Son district, Ninh Thuan province), each rest stop on the expressway is about 10 hectares wide (each side of the road is 5 hectares wide).

Construction items include free public services such as parking lots, restrooms, rest areas, temporary rest rooms for drivers, and first aid for traffic accidents. In addition, the station also has commercial facilities such as restaurants, gas stations, repair service stations, etc.
