Today (December 5), a source said that the Institute of Transport Science and Technology - Ministry of Transport has just concluded the cause of the landslide of the fill and leveling block at the Technical Infrastructure Project inside and outside Nhan Co Industrial Park.
According to this conclusion, during the construction of the Technical Infrastructure Project inside and outside Nhan Co Industrial Park, from August 2018 to October 2020, there were 5 landslide incidents. This was due to the lack of underground drainage solutions, leading to instability of the entire block.
Specifically, the calculated stability coefficient does not meet the requirements according to the appraisal results with the fill material at the required density K90 (designated mines and coordinated mines) corresponding to the actual groundwater level.
The actual groundwater level according to the appraisal results is much higher than the calculated groundwater level in the design drawing documents of the project.
The groundwater level in the embankment is due to: rainwater seeping down, groundwater seeping in after the embankment, the embankment material at K90 density is of moderate permeability, accounting for 20% and permeability of 80%, distributed alternately in depth and horizontally.
The construction quality of contractors does not meet the required tightness of K90, increasing the permeability of the filling material, leading to faster collapse and sliding.
After the above conclusion, Dak Nong Provincial People's Committee directed the transfer of the content to the Management Board of Construction Investment Projects (investor) to develop a plan to overcome the construction incident.
Dak Nong Provincial People's Committee also assigned the Department of Construction to guide the investor in developing a plan to overcome construction incidents, clearly identify the implementing agency, funding source... to ensure feasibility in accordance with legal regulations and to preside over and coordinate with relevant agencies to advise the Provincial People's Committee to consider and decide on the plan to overcome the above construction incidents.
Regarding this case, in May 2023, Dak Nong Provincial Police prosecuted and detained many officials and directors of related companies.
Specifically, in November 2022, Dak Nong Provincial Police decided to prosecute the case and temporarily detain 3 subjects including: Dang Thai Son (1984), Director of Dak Mil District Project Management and Land Fund Development Board, former civil servant of the Construction Quality Management Department under the Dak Nong Provincial Department of Construction.
Pham Van Cuu (1975), General Director of Duong Viet Construction Investment Joint Stock Company, Head of construction drawing design project; Nguyen Thanh Ha (1987), former Head of Design Department of Duong Viet Construction Investment Joint Stock Company.
In May 2023, Dak Nong Provincial Police continued to prosecute Mr. Dang Gia Dung, former Director of the Department of Construction of Dak Nong province; Mr. Ho Sy Diep, Deputy Director of the Management Board of Construction Investment Projects of Dak Nong province and Nguyen Tan Dat, Head of Project Department 1, Management Board of Construction Investment Projects of Dak Nong province.
All three defendants were prosecuted by the police to investigate the crime of "Lack of responsibility causing serious consequences".
Previously, in 2015, Dak Nong Provincial People's Committee approved the Technical Infrastructure Project inside and outside the fence of Nhan Co Industrial Park.
The project is invested by the Dak Nong Province Civil and Industrial Construction Investment Project Management Board (now the Construction Investment Project Management Board).
The project was designed by Duong Viet Construction Investment Joint Stock Company (headquartered in Da Nang City), a joint venture between Thai Son E&C Joint Stock Company, Cuong Thinh Thi Construction Investment Group Joint Stock Company, and Duong Dat Gia Lai Construction Investment and Trading Consulting Joint Stock Company.
The project started construction on November 25, 2015. It is expected to be completed by the end of 2020.
However, by early April 2020, this project had suffered 5 consecutive serious subsidence and landslides, causing damage to the state budget of over 50 billion VND.
