Despite their absolute support for the Ka Pet irrigation reservoir project, people with land within the project want the authorities to pay attention to compensation in land, not money, so that they can have a sustainable livelihood. That is the wish of voters of My Thanh commune expressed to the National Assembly delegates at the recent meeting.
Hope to exchange land for land
24 households in village 1, My Thanh highland commune, Ham Thuan Nam district, who have production land in the Ka Pet irrigation lake project, have determined that they must move to another place to make room for Ka Pet lake for many years. Because Ka Pet lake has great significance, contributing to the sustainable development of agriculture, rural areas, tourism and services of the province. However, besides that determination, they are also worried that if they give way to the project, where will they get land to make a living in the future? Because of the characteristics of highland people living on agriculture, land - a means of production is like an important "fishing rod". If it is lacking or absent, life becomes difficult. Therefore, they hope that when the State reclaims land to build Ka Pet lake, they will exchange land for land instead of compensating in money.

“If the State compensates with money, I’m afraid I won’t be able to buy another piece of land like that because the current market price is very high. Moreover, I’m afraid that if I have money in hand, my children will ask for it or my relatives and friends will borrow it. If I don’t lend it, I’ll lose my feelings. If I lend it, it means I’ll be left empty-handed… but if I compensate with land, my life will be more stable,” said Mr. Tran Thanh Tuan, from My Thanh village 1, whose 1.1 hectares of land in the lake were cleared.
In addition to Mr. Tuan, other households are also in the same mood, wanting to receive land but not compensation money. Mr. Tran Van Vuong - Head of Village 1, where there are 187 households/468 people, shared: "Many times, people have met to get opinions on compensation clearance, most households agree with the policy of building Ka Pet lake here, but they want compensation in land, not in money".
They have made these requests in meetings with voters at three levels, provincial and district. The People's Committee of the commune has requested the People's Committees of the province and district as well as relevant functional agencies to consider the voters' wishes. Mr. Tran Van Quang - Vice Chairman of the People's Committee of My Thanh commune, who directly collects and monitors the situation related to the Ka Pet Lake Project, said: Through checking, reviewing and collecting land areas of households with land in the Ka Pet Lake Irrigation Project, there are 24 households stably cultivating corn, cassava, rice, cashew, and cajuput on an area of over 18 hectares. The households do not want to be compensated in cash, but their wish is to exchange land for land for cultivation, to stabilize their family life. Regarding the assets attached to the land, they agree to be compensated in cash".
Legitimate aspirations
At the recent meeting with voters after the 6th session of the 15th National Assembly, people continued to make recommendations. The delegates recognized that this was a legitimate recommendation, if anyone was in this situation, they would be the same. Secretary of the Provincial Party Committee Duong Van An, Head of the National Assembly Delegation, requested departments, branches, and localities to pay attention to this issue because land - an important means of production, if without it for production, it means that people cannot control themselves. At the same time, he informed that whether people have land for production or not, the Party and State are always concerned, let alone reclaiming land for important or nationally important people's projects. I will pay special attention to this issue to ensure the rights of the people, Mr. Duong Van An emphasized.
It is known that the Ka Pet Reservoir Project in Ham Thuan Nam District was approved by the National Assembly in November 2020 for investment and adjusted and supplemented the investment policy in June 2023. It is one of the priority investment projects under the Government's target program for climate change response and green growth for the period 2016-2020. The project is also included in the master plan for irrigation in the Southeast region for the period up to 2030 and orientation to 2050 to adapt to climate change and rising sea levels of the Ministry of Agriculture and Rural Development.
The project scale includes a regulating lake with a total capacity of Wtb = 51.21 million m3 , a canal system and other auxiliary works. The total investment of the project is more than 874 billion VND, including nearly 520 billion VND from the central budget and more than 354 billion VND from the local budget. The project implementation period is from 2019 to 2025. The total land use area of the project is nearly 698 hectares, of which the forestry land area is nearly 680 hectares and the agricultural land area is more than 18.01 hectares.
When completed, it will be the 50th irrigation lake of the province, providing irrigation water for about 7,762 hectares of agricultural land in Ham Thuan Nam district, providing raw water for Ham Kiem II industrial park with 2.63 million m3 /year, creating a raw water source for the daily life of about 120,000 people in Ham Thuan Nam district and Phan Thiet city, preventing floods and improving the environment, regulating water for the downstream area of Ham Thuan Nam district and Binh Thuan province, increasing flow in the dry season, contributing to improving the ecological environment of the downstream area, especially the section through Phan Thiet city, contributing to the development of tourism and services in Binh Thuan.
The People's Committee of My Thanh Commune said that the land fund managed by the commune has taken out of the planning of three types of forests with an area of 97.76 hectares, of which 40.72 hectares are in the reservoir project, 0.502 hectares are old fields of the people... Therefore, it is proposed that the competent authority consider exchanging for households, the remaining area is taken as 5% of the local land fund.
