Formerly a commanding officer in the Army, Mr. Khanh has spent many years holding positions such as Vice Chairman, Chairman of the Ward People's Council, Chairman of the Party Committee Inspection Committee, and Chairman of the Veterans Association of Ngo Thi Nham Ward (old). In 2017, he retired from the ward and was elected as Secretary of the Party Cell of Residential Area No. 7, Ngo Thi Nham Ward. In March 2020, Hanoi City merged part of the natural area and population of Ngo Thi Nham Ward after adjusting the administrative boundaries into Pham Dinh Ho Ward. Mr. Khanh continued to be elected as Secretary of the Party Cell and Head of Residential Group No. 9, Pham Dinh Ho Ward.

For many years, the people of residential group No. 9, Pham Dinh Ho ward have been very familiar with the image of the Head of the residential group "going to every alley, knocking on every door" to propagate the Party's policies, the State's policies and laws. In particular, with his extensive working experience, Mr. Khanh quickly grasped new legal regulations and disseminated them into the contents of meetings and Party cell activities. Understanding and mastering the law, Mr. Khanh's way of speaking and propagating is very easy to understand, thanks to which the situation of frustration among the people, the situation of petitions and complaints is almost non-existent.

Implementing many good practices in propaganda work, Mr. Khanh has actively applied information technology to his work, established 5 Zalo groups with more than 500 participants, providing quick and timely information on policies, security and order, environmental protection, fire prevention and fighting, and issues arising in the area for people in residential group No. 9 to grasp, thereby creating consensus when implementing work. Mr. Khanh shared that in implementing work, it is necessary to always proactively combine flexible measures, avoid rigidity and formality, and be persistent in propaganda and mobilization work, promoting the exemplary role of each party member in the residential group.

Thanks to "skillful mass mobilization", the people in residential group No. 9 are always united, together developing the economy, ensuring security and order, preserving a green - clean - beautiful environment. In 2024, Mr. Khanh was creative in his work, advising and proposing to organize a conference of people's representatives of residential groups, which was successfully implemented and received high appreciation from the Party Committee and People's Committee of Pham Dinh Ho Ward. This idea has been nurtured by Mr. Khanh for a long time, hoping to increase support between residential groups, discuss together, share experiences, overcome shortcomings and limitations in work as well as contribute to building the great national unity bloc.

Despite his advanced age and his many roles in the community, Mr. Khanh always kept in mind that he must continue to contribute and do better, because party members do not stop at retirement age. He always wanted to contribute his efforts to the common work of the locality, especially paying attention to nurturing the younger generations of party members, imparting his "life experiences" during his studies and work so that each cadre and party member always upholds the spirit of responsibility, is exemplary, and takes the lead in work.

With his positive contributions to the locality, in May 2024, Mr. Tran Tuan Khanh was honored to receive a Certificate of Merit from the Hai Ba Trung District Party Committee in recognition of his outstanding achievements in studying and following Ho Chi Minh's ideology, morality, and style.
