The people’s strength is very great. Mass mobilization is very important. If mass mobilization is done well, everything will be successful” ; During the process of leading the revolutionary movement, mass mobilization work has always been focused on by the Provincial Party Committee. identified as a task of strategic significance, an important condition to ensure the Party's leadership and to consolidate and strengthen the flesh-and-blood relationship between the Party, the State and the people.

Mass mobilization work must go one step ahead.

The August Revolution of 1945 succeeded, the revolutionary cause had new changes requiring the Party's mass mobilization work to be strengthened to mobilize the maximum human and material resources for the resistance war and national construction. President Ho Chi Minh wrote the article "Mass Mobilization" published in the Truth Newspaper, No. 120, published on October 15, 1949 under the pen name XYZ. In October 1999, on the occasion of the 50th anniversary of President Ho Chi Minh's writing of the work "Mass Mobilization", at the request of the Central Committee for Mass Mobilization, the Politburo (VIII tenure) agreed to take October 15, 1930 as the Party's Traditional Day of Mass Mobilization and decided to choose October 15 every year as the "Mass Mobilization" Day of the whole country to promote the study and implementation of Uncle Ho's teachings on mass mobilization work.

Over the past 94 years, the Party's mass mobilization work has been affirmed and achieved great successes in the two resistance wars against French colonialism and American imperialism. In the face of countless hardships and fierceness, our Party, headed by President Ho Chi Minh, relied on the people, stayed close to the people, propagated, enlightened, organized, and gathered the people into the front, unions, and many revolutionary organizations, to multiply into an invincible strength, defeat all enemies, gain independence and freedom for the nation, and bring the whole country into the period of industrialization and modernization. In each revolutionary period, before each historical turning point, our Party issued many directives and resolutions affirming the role, position, and importance of mass mobilization work and always emphasized the need to innovate the content and methods of mass mobilization work to achieve higher efficiency.

In Binh Thuan , over the past time, the Provincial Party Committee has always thoroughly grasped the viewpoint that "Mass mobilization work is the responsibility of the entire political system" and the motto "Mass mobilization work must go one step ahead", "taking people as the center of development". Therefore, over the past time, the Provincial Party Committee and the Provincial Party Committee Standing Committee have led the strengthening of dissemination, propaganda, and mobilization of cadres, party members, civil servants, public employees, union members, and association members to raise awareness, consciousness and responsibility in implementing the Party's guidelines, policies, directives, resolutions, and policies and laws of the State; concretizing the Party and State's policies on mass mobilization work in accordance with the local reality. Thanks to that, the mass mobilization work of the provincial political system has clearly changed; Awareness of the role, position and importance of mass mobilization work in the political system of Party committees, authorities, the Vietnam Fatherland Front, socio-political organizations, heads of agencies, units and cadres and party members has been raised. Notably, from 2021 to present, the Provincial Party Committee, the Provincial Party Standing Committee, and the Provincial People's Committee have promptly led and directed Party committees, authorities, the Vietnam Fatherland Front, and socio-political organizations at all levels to disseminate, disseminate and implement the policies, resolutions, directives and conclusions of the Central and the province on mass mobilization work associated with the implementation of political tasks of each agency, unit and locality.

In addition, the work of propaganda, dissemination and mobilization of the people has been paid attention to, contributing to the successful implementation of the Party's policies and resolutions, the State's laws and policies, and patriotic emulation movements and campaigns launched by the Party, the State, Party committees, authorities at all levels and sectors. Party committees and authorities at all levels have paid attention to grasping the situation and resolving the legitimate aspirations and wishes of the people, contributing to consolidating and strengthening the close relationship between the Party and the people and the great national unity bloc in the new situation, strengthening the people's trust in the Party, the State and local authorities...

“People know, people discuss, people do, people check, people supervise, people benefit”

According to the Provincial Party Committee's Mass Mobilization Committee, in recent years, mass mobilization work in participating in building and implementing democracy at the grassroots level, organizing people to participate in monitoring, social criticism, and giving opinions on Party building and government building has closely followed the motto "People know, people discuss, people do, people inspect, people supervise, people benefit". This motto has been specified in the process of implementing key projects and works of the province, right from the stage of announcing the policy to the stage of site clearance, compensation, support, land recovery and resettlement for households. Thanks to the good implementation of the mass mobilization work process, in general, the implemented projects have received the approval of the majority of people in the region. Notable projects include: North-South Expressway (section passing through the province), DT.719B Coastal Axis Road (Phan Thiet - Ke Ga section, Ham Kiem - Tien Thanh road)... In parallel, the Party Committee and the government have effectively organized dialogues with the people; the leaders of the Provincial People's Committee maintain monthly meetings with businesses to direct the removal of difficulties and obstacles for businesses. At the same time, they direct the promotion of information technology application and administrative procedure reform to serve and resolve administrative procedures for people and businesses.

On the part of Party committees, Party organizations, authorities, Vietnam Fatherland Front, and socio-political organizations at all levels, they have paid attention to implementing the emulation movement "Skillful mass mobilization" and have been actively responded by the people with many good and creative ways in all areas of social life. Currently, the whole province has 746 models registered at the district level; many effective models continue to be spread such as: "Electronic Government" model, "Civil servants apologize to people when late", mobilizing people to donate land for road construction, concretizing traffic roads, security cameras, Self-management groups for security and order, Self-management groups for fire prevention and fighting... The twinning work between provincial and district agencies and units with pure communes and villages with mixed ethnic minorities continues to be effectively implemented. Up to now, there have been 17 provincial agencies and 42 district agencies twinned with 17 pure ethnic minority communes; 86 district-level agencies have established sister associations with 37 ethnic minority villages and neighborhoods. Thereby, the socio-economic development of the province's ethnic minority areas continues; the infrastructure system is gradually upgraded; capital and technical support and replication of production models are given attention; the lives and incomes of ethnic minorities are improved; the traditional cultural identities of ethnic groups continue to be preserved and promoted; political security and social order and safety in ethnic minority areas are maintained...

It can be affirmed that mass mobilization and mass mobilization work are tasks of strategic significance to our country's revolutionary cause. Promoting the glorious tradition of 94 years of mass mobilization work of the Party, each Party committee, Party organization, each cadre, Party member, civil servant and public employee in the political system needs to regularly study and thoroughly grasp the ideology, morality and mass mobilization style of President Ho Chi Minh. Along with that, innovate mass mobilization work in the direction of being close to the grassroots, truly "respecting the people, being close to the people, understanding the people, learning from the people, being responsible to the people", "listening to the people, speaking so that the people understand, making the people believe"; genuinely caring and taking care of the interests and lives of the people; linking the good performance of mass mobilization work with the responsibility of setting an example for cadres and Party members, excellently completing the tasks assigned by the Party and the People.
