Connected to Vietnam's railway network and international border gates
The Ministry of Transport has just issued an official dispatch responding to the petition of Hai Phong voters on investing in developing the railway system connecting Hai Phong with Yunnan province - China, including the Lao Cai - Hanoi - Hai Phong route.
Previously, Hai Phong voters proposed that the Ministry of Transport pay attention to and invest in developing the railway system connecting Hai Phong with Yunnan province - China and other provinces and cities with the goal of developing Hai Phong into a logistics center of the country and the region in the spirit of Resolution 45/2019 of the Politburo.

According to the Ministry of Transport, according to the approved Railway Network Planning for the period 2021-2030, with a vision to 2050 (Network Planning), in the future, the Hai Phong City area will form a railway hub including three railway lines: the existing Hanoi - Hai Phong route and two newly built railway lines Lao Cai - Hanoi - Hai Phong and Mong Cai - Ha Long (Quang Ninh) - Hai Phong - Thai Binh - Nam Dinh.
These routes connect to the Vietnamese railway network and international border gates with railway connections such as Dong Dang border gate to Guangxi - China, Lao Cai border gate to Yunnan - China...
On February 28, 2023, the Politburo issued Conclusion No. 49 on the orientation for the development of Vietnam's railway transport to 2030, with a vision to 2045. In particular, by 2030, strive to start construction of a number of routes connecting international gateway seaports (Hanoi - Hai Phong, Bien Hoa - Vung Tau...), international border gates (Hanoi - Lao Cai, Hanoi - Lang Son...); by 2045, complete the entire railway route connecting to transport hubs with large traffic (seaports, industrial parks, economic zones), coastal railway routes, and trans-Asian railways.
Implementing Conclusion No. 49 of the Politburo and deploying the Railway Network Planning, the Ministry of Transport has assigned the Railway Project Management Board to urgently prepare a Pre-Feasibility Study Report for the Lao Cai - Hanoi - Hai Phong railway project, submit it to competent authorities for decision on investment policy, and strive to start construction in the 2026-2030 period.
The Ministry of Transport also assigned the Vietnam Railway Authority to cooperate with international organizations to develop detailed plans for two railway routes (Hanoi - Dong Dang and Hai Phong - Ha Long - Mong Cai) to carry out investment preparation for the projects.

Speaking with Giao thong Newspaper, a representative of the Railway Project Management Board said that the Lao Cai - Hanoi - Hai Phong railway project has a total estimated length of about 388km; the starting point is Lao Cai station - from the point of connection with the Chinese railway, in Lao Cai city, Lao Cai province; the end point is Lach Huyen port station in Cat Hai district, Hai Phong city.
The route passes through 9 provinces and cities: Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh, Hung Yen, Hai Duong and Hai Phong.
In terms of scale, the Hanoi - Hai Phong railway line parallels the Hanoi - Hai Phong expressway to Nam Hai Phong station connecting with Hai Phong international gateway seaport with Dinh Vu, Nam Do Son and Lach Huyen port areas, connecting internationally with China in Lao Cai: Double track, 1,435mm gauge, length of about 102km (by 2030); completing the Lao Cai - Hanoi - Hai Phong railway line on the key corridor (by 2050).
"Currently, the Board is submitting the survey task and preparing a pre-feasibility study report for competent authorities to review and approve, as a basis for implementation.
Regarding the railway section from Hai Phong connecting Ha Long, Cai Lan (Quang Ninh) according to the Lao Cai - Hanoi - Hai Phong - Quang Ninh railway route planning being prepared by the Vietnam Railway Authority, further investment will be studied after the planning is approved," said a representative of the Railway Project Management Board.
