On December 22, the Politburo issued Resolution No. 57 to guide the development of science, technology, innovation and national digital transformation. The Resolution affirmed that this is an important breakthrough to turn Vietnam into a developed country. The Resolution identifies science, technology and innovation as the most important breakthrough factor, playing a decisive role in socio-economic development and preventing the risk of falling behind, especially in the context of the fourth industrial revolution taking place strongly. This is the main tool for the country to develop rapidly in the new era, meeting the requirements of rapid, sustainable development and deep international integration. In particular, the Resolution emphasizes the need to promote the role of the entire political system, businesses and people, ensuring the synchronous and effective participation of organizations and individuals in the process of promoting the development of science, technology and innovation. Along with that vision, the Politburo set a goal that by 2030, the potential and level of science, technology and innovation will reach advanced levels in many important fields, and be among the leading countries in the upper middle-income group. Notably, General Secretary To Lam directly holds the role of Head of the Central Steering Committee for Science, Technology, Innovation and Digital Transformation; demonstrating the great importance and attention of the Party and State to Resolution No. 57.

On the afternoon of December 27, at the headquarters of the Ministry of Science and Technology, Deputy Minister Bui The Duy had an interview with the press about Resolution 57. Answering a question from Dan Tri reporter about the significance of Resolution 57, Deputy Minister Bui The Duy assessed that the Resolution focuses on consistent content to promote science and technology, innovation and digital transformation, creating breakthroughs. "We are currently implementing other parallel resolutions such as Conclusion No. 69-KL/TW, Resolution 20-NQ/TW, Resolution No. 52-NQ/TW. Resolution 57 creates a breakthrough, considered a revolution in changing content and working methods, removing bottlenecks, creating a comprehensive difference from previous resolutions," the Deputy Minister assessed. Resolution 57 is like a spearhead focusing on bottlenecks, liberating creativity, labor, and investment resources for science and technology and digital transformation. In society, there are still many unliberated resources and bottlenecks such as institutions. The Politburo Resolution unanimously presents a common perception and innovative viewpoint to remove bottlenecks. "For example, investment in science and technology, innovation, and digital transformation is long-term, there must be delays and risks. We accept the delay, accept the risk, that is a big change in perspective," the Deputy Minister analyzed. The leader of the Ministry of Science and Technology also assessed that the content of Resolution 57 is very action-oriented. The Resolution requires the entire political apparatus, society, and people to take specific actions towards innovation. This is a very encouraging signal not only for the community of scientists, but also for all businesses and people in the context of the country's strong digital transformation to reach the specific goals set by 2030, with a vision to 2045, which the Resolution clearly stated. "The breakthrough of Resolution 57 can be assessed as very high," Deputy Minister Bui The Duy assessed.

"We do not say this is the second innovation, but in fact it is a manifestation of the second innovation that we have longed for 10-15 years ago. This innovation has a new name: the new era, the era of national development. This is a very good slogan," Mr. Mai Liem Truc shared. The Resolution sets a goal that by 2030, Vietnam will be in the group of 50 countries in terms of digital competitiveness and e-Government development index; the scale of the digital economy will reach at least 30% of the national GDP, with key industries applying modern digital technology to improve productivity, quality and efficiency of production and business. This requires a greater investment in information technology infrastructure. Mr. Nguyen Phong Nha, Deputy Director of the Department of Telecommunications, Ministry of Information and Communications said: "Resolution No. 57, certainly Vietnam's telecommunications infrastructure in the coming period will be focused on investment, synchronized with all other fields. This is a major policy for our industry as well as businesses in the development journey. In the coming time, in addition to thoroughly disseminating to each agency, Party cell, Party member, the Ministry of Information and Communications will also have specific plans to implement Resolution No. 57".

Resolution to light the way for business development

Resolution No. 57 clearly shows the focus on creating breakthroughs, driving forces to promote technology, technology application, and innovation. This is a very strong impulse, affecting all areas of the economy and society. Mr. Nguyen Quoc Khanh, Deputy Head of Technology Department of VNPT Group expressed: "Resolution 57 mentions the need to cover 5G nationwide by 2030. With such orientation, we will certainly increase the target of building and developing infrastructure. VNPT hopes to have legal and policy solutions, helping network operators attract investment from society to develop infrastructure that meets the requirements".

The Resolution sets the goal of nationwide 5G coverage by 2030. This is being rapidly implemented by network operators; Typically, VNPT and MobiFone have signed a cooperation agreement to share, support, exploit, and share telecommunications infrastructure. The agreement between the two networks helps to share infrastructure that has been tested related to 4G and soon 5G, which will increase coverage, possibly up to about 50% of the coverage area of ​​both sides. Mr. Nguyen Tuan Huy, Head of MobiFone Digital Transformation Board, said that Resolution No. 57 is the right decision of the Politburo. The Resolution states to allocate 2% of GDP for research and development, 3% of the national budget for innovation, science and technology and digital transformation; striving to bring Vietnam in the top 3 in Southeast Asia, top 50 in the world in digital competitiveness by 2030. "I spent the whole night reading Resolution No. 57, really absorbing every word," Mr. Huy shared at the discussion. According to Mr. Nguyen Tuan Huy, the Resolution also strongly promotes the completion of smart city deployment in centrally-run cities. This is a huge amount of work but also an opportunity for network operators to deploy 5G. The resolution will pave the way for network operators. Up to now, the conditions for deploying 5G networks have been very favorable. In particular, on December 25, the Ministry of Information and Communications officially announced preparations for the auction of the 700 MHz band. When this band is granted to network operators, it will help network operators increase coverage, especially in remote areas; at the same time, it will help plan two frequency bands, 900 MHz and 700 MHz; combining both low and high frequency bands will promote the efficiency of the 5G network, saving a lot of costs.
