In order to institutionalize Resolution No. 57 of the Central Committee, a Resolution of the National Assembly is being considered and approved, which is expected to pave the way for a new era for the country.
On February 15, the Government submitted to the National Assembly a draft Resolution of the National Assembly on piloting a number of policies to remove obstacles in science, technology and innovation activities (Resolution). The development of the Resolution of the National Assembly aims to promptly institutionalize Resolution No. 57-NQ/TW (Resolution 57) dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation, to promote decentralization, delegation of power, and simplification of administrative procedures; ensuring that science, technology, innovation and national digital transformation are breakthroughs and one of the most important driving forces for socio-economic development.

During the discussion session in groups on the morning of February 15, delegates agreed that it was necessary to issue a Resolution, which would help "unleash" science and technology activities, innovation and digital transformation in Vietnam.
Two years to issue a Decision on assigning scientific tasks
In the discussion session in the group held on the morning of February 15, delegate Le Tien Chau - Head of the National Assembly Delegation of Hai Phong City shared: When I returned to the Fatherland Front, I was also very excited. I registered a national scientific research topic with the aim of serving the Vietnam Fatherland Front Congress and contributing to decoding part of the Resolution of the 13th Congress. I hoped to complete the explanation in about three months and get it approved. In the end, I started for more than a year when I was about to get approved, I was transferred to Hai Phong. Later, my brothers at the Fatherland Front informed me that it would take two years to issue a Decision to assign the research task.

“ I see that procedure alone as a huge bottleneck, that was only the initial bottleneck, and during the process of building the explanation, the colleagues proposed to bring a financial expert into the project management board just to carry out the financial payment procedures and this comrade ended up being the most important ” - the delegate said.
Delegate Le Tien Chau affirmed that although the Law on Science and Technology has opened a step of granting contracts to scientists, there are still many bottlenecks. From the above reality, the delegate suggested that after this pilot Resolution, the Government, ministries and branches must also further specify it for implementation, otherwise there will continue to be bottlenecks.
Need to have policies to attract "talented people"
Commenting on the draft Resolution, Dr. Phan Xuan Dung - Ninh Thuan delegation suggested that there should be a policy to attract scientists and talented people to participate in implementing national science, technology, innovation and digital transformation programs.

“ Mr. Tran Dai Nghia created the weapons, not the outlines he wrote. Whatever he needed, the Party provided, in order to create the best weapons for us to defeat the French Empire. Professor Bui Huy Dap, Professor Ton That Tung and other professors, in the country's circumstances at that time, needed something to meet the requirements of the revolution, the Party and the State did it ,” shared Dr. Phan Xuan Dung.
Therefore, the delegate proposed that there should be a special mechanism to delegate authority to the Government or competent agencies, those who have the right to be assigned the task of directly inviting and delegating authority to domestic and international scientists to carry out the country's strategic tasks, the important tasks of the country at present and in the future.
“ We need to have a new approach to create a special breakthrough for the country, from which the country can develop double digits in the near future ” - Dr. Phan Xuan Dung emphasized.
Resolution is "contract 10" in science and technology
According to Professor Nguyen Chu Hoi - Hai Phong City National Assembly Delegation, for the first time we have issued a very strong Resolution, many scientists consider this as "contract 10" in science and technology activities. If implemented, it will create a breakthrough in development.
Agreeing with the above viewpoint, delegate Nguyen Thi Yen - Head of the National Assembly Delegation of Ba Ria - Vung Tau province highly appreciated many "breakthrough" solutions to remove obstacles in science and technology activities, digital transformation such as: Fund mechanism, commercialization and venture investment; autonomy mechanism, bidding mechanism, spending contract principle... However, the delegate proposed that in fund management for spending, the Government needs to have a specific guideline and regulation so that organizations when managing funds must spend to ensure that the requirements are met.

In addition, the delegates also agreed to appoint contractors, however, the delegates suggested that the responsibility of appointing contractors should be considered. “ Because we implement Regulation 178 of the Politburo on controlling power, preventing and combating corruption and negativity in law-making and controlling power in public investment, bidding, etc., we must also be clear and transparent in appointing contractors ” - delegate Nguyen Thi Yen stated.
Resolution 57 - The shortest way to bring the country into a new era
Previously, in the discussion session in groups on the afternoon of February 14 and the morning of February 15, delegate Tran Luu Quang - Head of the Central Policy and Strategy Committee, Hai Phong City National Assembly Delegation assessed: Science and technology, innovation and digital transformation are the shortest way for us to bring the country to a brighter future, entering a new era.
" The experience of countries around the world is that they all follow this direction, and China is a typical example. China's development in 40 years is equivalent to that of other countries in about 100 years. They go very fast with science and technology, " the delegate affirmed.

The Head of the Central Policy and Strategy Committee said: Resolution 57 has many new contents. Firstly, it is coherent in meaning; Secondly, it has specific targets; Thirdly, it assigns very precise tasks to specific subjects, not general ones.
"Those are the points that we have noted through the feedback of experts and relevant agencies. What we need to do is have a legal corridor to implement. Why is it so urgent? I would like to tell everyone that if in 2025, especially in the first quarter of this year, we do not remove some mechanisms, especially for digital transformation, and cannot spend money, all projects related to digital transformation, especially Project 06, will be blocked. This time, the Government has proposed to expand some other areas related to science and technology, some new specific mechanisms - such as controlled testing; Accepting risks and not holding accountable those who do it due to objective reasons " - delegate Tran Luu Quang emphasized.
At the same time, the delegate also noted that in order for the Resolution to be implemented immediately, two issues must be resolved: The authority and scope of responsibility must be clearly defined; at the same time, when the Resolution is issued, it will certainly conflict legally with existing laws, even laws that are in the process of being amended. " The Resolution is issued to resolve problems with other laws, so it is recommended that it be clearly stated that " contents that overlap with this draft Resolution must be implemented according to the Resolution" so that all levels and individuals can feel secure in implementing it " - the delegate suggested.
The Draft Resolution consists of 4 chapters and 19 articles, with 2 contents related to science, technology, innovation activities and national digital transformation activities. Notably, the draft Resolution stipulates that heads of agencies and units; cadres, civil servants and public employees participating in the development and promulgation of mechanisms and policies to remove bottlenecks, promote scientific and technological activities, innovation and national digital transformation are considered to be excluded, exempted or reduced from responsibility if risks occur. |
