On the afternoon of October 4, comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee chaired a conference to listen to a report on the project to adjust the Ninh Binh Urban Master Plan to 2040.
Also attending were comrades: Tong Quang Thin, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Tran Song Tung, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; Nguyen Cao Son, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee; leaders of provincial departments, branches, districts, cities, and provincial planning consulting units.
The conference listened to the consulting unit report on the project to adjust the Ninh Binh Urban Master Plan to 2040.
Accordingly, the project to adjust the Ninh Binh Urban Master Plan to 2040 is implemented on the basis of inheriting the 2014 Master Plan, updating the research of zoning plans, the guiding views of the Provincial Party Committee and the Provincial People's Committee to develop a master plan, in which special focus is placed on solving the development orientation of the area surrounding Trang An heritage, the central urban area.
The scope and boundary of the adjusted Master Plan include the scope of the Master Plan for Ninh Binh urban area to 2030, with a vision to 2050, and the additional expansion of the planning area to the West to the Ben Dang River area and National Highway 12B, including the entire administrative boundary of Ninh Binh city and Hoa Lu district; Gia Sinh commune, Gia Tan commune of Gia Vien district; Mai Son commune of Yen Mo district; Khanh Hoa and Khanh Phu communes of Yen Khanh district; part of the administrative boundary of Yen Son commune and Tan Binh ward, Tam Diep city; Son Lai commune, Son Ha commune, Quynh Luu commune of Nho Quan district. The planning scale is about 23,242 hectares.
Adjust the Urban Master Plan to meet new requirements, in line with socio-economic development trends and future urban development orientations, improve the quality of living environment, infrastructure and urban landscape; ensure continuity, not greatly affect ongoing investment projects; create conditions for socio-economic development.
The goal is to become a Heritage City - a service center, cultural eco-tourism at the Red River Delta level, of international stature, with an attractive living environment and sustainable development associated with the conservation and promotion of the value of Trang An Scenic Complex.
At the conference, delegates discussed and clarified a number of contents such as: planning the public transport system; rationally organizing space, dividing functional zones towards the criteria of Heritage City; ensuring harmony of interests of people living in the Heritage area with the task of preserving and promoting the value of Heritage; planning the cultural center area, agency land after relocation; reviewing land funds for education, scale of roads, plans for exploiting the landscape of rivers and canals...
Giving opinions to complete the planning, the Vice Chairmen of the Provincial People's Committee discussed and clarified some contents. In which, they emphasized that the project to adjust the Ninh Binh Urban Master Plan to 2040 has basically followed the tasks according to the old project.
However, to make the project more complete, the consulting unit needs to closely follow the criteria achieved according to Resolution 26 of the National Assembly Standing Committee on amending and supplementing a number of articles of Resolution 1210/2016 dated May 25, 2016 on urban classification, Resolution 06 of the Politburo on planning, construction, management and sustainable development of Vietnamese urban areas to 2030, with a vision to 2045. From there, it will be the basis for determining the adjusted content in the Ninh Binh Urban Master Plan to 2040.
In addition, the Vice Chairmen also requested the planning unit to focus on clarifying the correlation and connection between roads, rivers and lakes according to the new planning adjustment. The determination of urban boundaries in some areas of Tam Diep city and Yen Mo district needs to be clarified. The planning work needs to be studied to ensure harmony between economic development and the ecological environment of residential areas living in the Heritage area. Focus on the work of preserving, restoring and protecting the value of the Heritage.
Concluding the conference, comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized: Planning plays an important role, planning one step ahead will create strong development momentum, promoting sustainable development of the locality.
Previously, the Ninh Binh Urban Master Plan 2030 with a vision to 2050 approved in 2014 was invested in research and organized very systematically and effectively. However, after 10 years of development, based on the actual situation and new development thinking, moving towards building Ninh Binh into a Heritage Capital, so adjusting the plan is necessary. This is an important matter of national and international significance.
In order for the project to adjust the Ninh Binh Urban Master Plan to 2040 to be effective, the Chairman of the Provincial People's Committee requested that the planning unit further assess the current status, advantages and difficulties of the 2014 Master Plan. During the planning process, it is necessary to take into account the stabilization of people's lives, flood drainage and drainage plans, arrangement of auxiliary works, modern public transportation systems on both waterways - roads - air routes...
He also requested the Department of Construction to regularly report to the leaders of the Provincial People's Committee during the implementation process to promptly remove difficulties and obstacles, and set goals to meet practical requirements, in line with the socio-economic development trend and future urban development orientation, and improve the quality of the living environment, infrastructure and urban landscape.
Departments, branches and units, in the spirit of assigned tasks, continue to research, contribute effective opinions, and boldly propose plans to renovate old urban areas to ensure that the Project to adjust the Ninh Binh Urban Master Plan to 2040 has a strategic mindset for sustainable and effective development, promoting the long-term development of the province.
