On the afternoon of February 26, the People's Committee of Nghe An province held a conference to review the work of preventing and controlling the Covid-19 epidemic in the 2020-2023 period in the province.

Attending the conference were comrades: Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation, Head of the Provincial Steering Committee for Covid-19 Prevention and Control; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee and comrades in the Provincial Party Standing Committee; leaders of the National Assembly Delegation, Standing Committee of the Provincial People's Council, Provincial People's Committee, Standing Committee of the Provincial Vietnam Fatherland Front Committee and leaders of departments, branches and localities.

DRAWING EXPERIENCES TO BETTER RESPOND TO NEW, URGENT, COMPLEX EPIDEMIC ISSUES
Acute respiratory disease caused by a new strain of Corona virus (Covid-19) was first detected in December 2019 in Wuhan city, Hubei province, China.
On January 31, 2020, the World Health Organization (WHO) officially declared the Covid-19 epidemic a global health emergency.

Nghe An province safely overcame the first 3 waves of the epidemic. By the 4th wave, Nghe An was one of the last 5 provinces in the country to record the first case of Covid-19 infection in the community on May 6, 2021 in Quynh Lap commune, Hoang Mai town.
Since the first domestic Covid-19 case, Vietnam in general and Nghe An in particular have gone through more than 3 years of fighting 4 waves of outbreaks with increasing levels of alarm, danger, extremely complex, unpredictable and unprecedented developments in history, with variants constantly changing and causing extremely serious consequences, deeply affecting many aspects of people's health, life, socio-economic development globally and nationally as well as in the province.

Faced with the urgent need to protect the lives, health, and even livelihoods of the People; while ensuring security, social order, and economic development, under the leadership and direction of the Politburo, the Government, the National Steering Committee for Epidemic Prevention and Control, the Ministry of Health, and central ministries and branches; the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and the Provincial Steering Committee for Covid-19 Prevention and Control have been very urgent, timely, highly focused, and resolutely leading and directing the work of epidemic prevention and control.

With the motto of "safe and flexible adaptation, effective control of the Covid-19 epidemic" and thoroughly implementing the motto of "4 on-site" to ensure the health and protection of people's lives above all in the spirit of the Government's direction; with the active participation and high concentration of the entire political system, departments, branches, sectors, the Fatherland Front, mass organizations, enterprises and all people, Nghe An has gradually prevented, repelled and effectively controlled the Covid-19 epidemic; making an important contribution and creating conditions for economic and social recovery and development.

Speaking at the opening ceremony, Vice Chairman of Nghe An Provincial People's Committee Bui Dinh Long - Deputy Commander of the Provincial Covid-19 Prevention and Control Command Center emphasized: The conference is of great significance, an opportunity to look back and evaluate in the most objective, comprehensive and complete way the results and achievements that have been achieved; the shortcomings and limitations; identify the causes of both successes and limitations; especially to draw profound and important lessons in the leadership, direction and organization of the implementation of epidemic prevention and control measures, in order to better perform the task of responding to new, urgent and complicated issues in public health, community, and unpredictable social issues that may arise in the future; at the same time flexibly and creatively apply them effectively to other areas of the socio-economic life of the province and locality.

Nghe An has established provincial and district-level Steering Committees; provincial, district and commune-level Command Centers (100%). The entire province has organized quarantine and health monitoring for more than 1.2 million people. It is estimated that the health sector has conducted over 2 million rapid tests and about 800,000 RT-PCR tests.
The province has recorded over 500,000 people infected with Covid-19; however, up to now, the number of cured cases has reached 99.9%, the remaining patients are monitoring their health at home; 188 cases of death due to Covid-19, accounting for 0.03%, this rate is much lower than the national average rate (0.37%).
The provincial health sector has successfully organized the largest-ever Covid-19 vaccination campaign; accordingly, more than 8.3 million doses of vaccine were administered, with 100% of the basic vaccinations; the second and third doses for children were higher than the national average.
To carry out the work of preventing and fighting the Covid-19 epidemic, the budget allocated over 1,800 billion VND; from businesses and people is over 1,300 billion VND and many non-convertible items. At the same time, the total social resources mobilized in cash and materials converted into cash from organizations and individuals nationwide is over 1.3 trillion VND and many non-convertible items; mobilized support, donations to support compatriots in epidemic areas (Nghe An people donated and supported Ho Chi Minh City people with 292.56 tons of goods (worth 6.72 billion VND) and more than 4.5 billion VND in cash).
IMPROVING CAPACITY AND ABILITY TO PROVIDE MEDICAL SERVICES
Speaking at the conference, after analyzing and evaluating the province's Covid-19 prevention and control work over the past 3 years, Nghe An Provincial Party Secretary Thai Thanh Quy emphasized the profound lessons that are still relevant to leadership and direction.

That is unity and transparency from top to bottom; proactive, decisive, timely, comprehensive, flexible; and a very important lesson is to rely on people's strength, mutual support and assistance.
Therefore, although the epidemic is dangerous and complicated, Nghe An is one of the localities that has well implemented the motto of "safe and flexible adaptation, effective control of the Covid-19 epidemic", and quickly changed the status.
Therefore, after the pandemic wave in 2 years (2022, 2023), Nghe An province has had very good results in socio-economic recovery, well performing social security work; ensuring national defense and security.

However, looking back at the process of implementing the work of preventing and fighting the Covid-19 pandemic in the province, Provincial Party Secretary Thai Thanh Quy expressed his concern that after going through the Covid-19 pandemic, the grassroots health system, preventive health care, capacity, and ability to receive and treat diseases are still inadequate; at the same time, he warned of the potential risk of disease outbreaks due to increasingly obvious abnormal changes in the global natural environment.
From the above analysis, the Provincial Party Secretary requested that the remaining contents and problems in the work of preventing and fighting the Covid-19 epidemic need to be focused on researching and having solutions to handle such as policies, funding, etc.

In particular, with the motto "early, far away, prevention is better than cure", the Provincial People's Committee and the Health sector need to research, advise and propose mechanisms and policies to gradually invest in the preventive health network and grassroots health care; improve the capacity and ability to provide health and preventive services.
Along with that is the focus on training to improve the quality of medical staff, especially at commune health stations, village health stations, as well as in remote, disadvantaged areas, and ethnic minority areas so that the medical staff can meet work requirements when situations arise.

The Secretary of the Nghe An Provincial Party Committee also emphasized the need to well implement the major tasks and goals of the Nghe An Health sector as specified by the Politburo in Resolution No. 39-NQ/TW 39 on building and developing Nghe An province to 2030, with a vision to 2045; including the goal of building Vinh City into a medical center of the North Central region and upgrading some hospitals to special and end-line hospitals;... On the other hand, it is necessary to study to have mechanisms and policies to attract more investment in the field of drug production in the province as well as medicinal plant cultivation in the western region of Nghe An.

The head of the Provincial Party Committee requested to improve the capacity and sense of responsibility of all levels, sectors, localities, units and people in disease prevention and control when an epidemic situation occurs.
After the summary at the provincial level, the Provincial Party Secretary requested that all sectors and levels conduct a summary, evaluation, and carry out emulation and reward work for collectives and individuals with outstanding achievements.

On behalf of the provincial leaders and the Provincial Steering Committee for Covid-19 Prevention and Control, the Provincial Party Secretary acknowledged and highly appreciated all levels, sectors, agencies, units, localities, steering committees, command centers, members of the steering committees at all levels; especially the frontline forces such as: medical staff, police officers, soldiers, military, border guards; cadres in the political system have made very positive and important contributions to the above results.
On the occasion of the 69th anniversary of Vietnamese Doctors' Day (February 27), on behalf of the provincial leaders, the Provincial Party Secretary sent to the health sector's staff lots of joy, health and happiness.

At the conference, 9 collectives and 10 individuals were awarded Certificates of Merit by the Provincial Party Standing Committee for their outstanding achievements in directing and implementing Directive No. 07-CT/TU, dated August 7, 2021 of the Provincial Party Standing Committee on strengthening leadership and direction in Covid-19 prevention and control in the province in the new situation.


44 collectives and 56 individuals with outstanding achievements in preventing and fighting the Covid-19 epidemic in Nghe An province in the period of 2020 - 2023 received Certificates of Merit from the Chairman of the Provincial People's Committee.


The Vietnam Fatherland Front Committee of Nghe An province awarded Certificates of Merit to 38 collectives and 61 individuals for their achievements in the prevention and control of the Covid-19 epidemic in Nghe An province in the period of 2020-2023.
