Nghe An speeds up progress of 500kV line 3 project

Positive results

Nghe An province is currently implementing two projects on the 500kV line circuit 3; the relevant parties are urgently implementing and speeding up the project construction progress.

That is the 500kV Quang Trach - Quynh Luu transmission line project with a total investment of nearly 9,821 billion VND. Of which, the transmission line passing through Nghe An province is about 82.33 km long, including 168 column foundation locations, located in the following areas: Nam Dan district (25.20km, 51 locations), Nghi Loc (14.30km, 29 locations), Dien Chau (22.60km, 47 locations), Yen Thanh (10.80km, 22 locations), and Quynh Luu (9.40km, 19 locations).

The second is the 500kV Quynh Luu - Thanh Hoa transmission line project with a total investment of more than 4,079 billion VND. Of which, the line running through Nghe An province is about 17.5km long, including 34 column foundation locations, located in Quynh Luu district (9.80km, 19 locations), Hoang Mai town (7.70km, 15 locations).

With the strong direction of the Government, the Prime Minister and the participation of ministries, branches and localities, the projects have achieved positive results so far. Identifying these as extremely important projects, Nghe An province regularly directs departments, branches, localities and units to focus on implementing the projects. Nghe An province, investors and contractors have focused on solving a number of issues related to site clearance, forest conversion and construction machinery.

Regarding site clearance for the project, as of March 11, 2024, the Projects have basically completed the approval of the measurement map, have issued a notice of land recovery, are currently reviewing the land origin, pricing, etc. to approve the compensation plan; at the same time, to speed up the progress, they have made advance payments for compensation, and mobilized organizations and individuals to hand over the site to the contractor for the column foundation area.

Specifically, for the Quang Trach - Quynh Luu 500kV Transmission Line project, the site has been handed over: 69/169 pole spaces (including 35 pole spaces designed to cross forests and 34 pole spaces crossing rice fields) do not require compensation. The remaining 100 pole spaces are being inventoried and priced to proceed with the handover.

For the Quynh Luu - Thanh Hoa 500kV Transmission Line Project, up to now, all 202/202 column foundation positions have been mobilized and handed over to the investor for construction; 203/203 column intervals have been counted and the price is being applied to mobilize and hand over the site.

Mr. Le Manh Hien - Vice Chairman of Dien Chau District People's Committee said that the project passing through the district has a total length of 22.60km, 47 locations. Up to now, the district has handed over the site of 47/47 foundation pit locations to the investor. The corridor on the route has also been inventoried and completed documents; there are 6 households subject to resettlement (Dien Lam 5 households, Minh Chau 1 household), the district is currently arranging resettlement for households.

In Nam Dan, the district leader said that 51/51 pillar locations have been handed over, and the corridor has been counted. Currently, the construction unit is implementing construction simultaneously, regardless of day or night, speeding up the project's progress.

The investor representative said that the construction implementation in the province is currently going well. By March 15, 2024, the entire route in Nghe An province had handed over 202 column foundation locations. Regarding the progress of handing over the route corridor, 20/88 corridor anchorages have been handed over, reaching about 22.7%. Localities committed to basically handing over the route corridor to the investor in March. Currently, construction contractors are simultaneously deploying column foundation locations. Of which, 18 positions have been cast, and 1 position is being erected.

“We request that districts and relevant agencies continue to pay attention to handling arising problems regarding the construction access road, promptly approve the compensation plan for the column foundation area, and complete it in March 2024 so that the investor can complete the compensation work for people and businesses. Localities where the power line passes through must complete the handover of the route corridor no later than March 30, 2024” - the investor representative recommended.

Bringing 500kV line 3 to completion on schedule

Previously, to speed up the project progress, ensure power supply for the northern provinces, and reduce the load on the existing 500kV North-South line circuits 1 and 2, on February 19, 2024, the Provincial People's Council held a thematic meeting to consider and approve the conversion of the purpose of using planted forests with forest areas under its authority. The Provincial People's Council unanimously approved Resolution No. 03/NQ-HDND dated February 19, 2024 on converting the purpose of using forests to implement projects. On March 1, 2024, the Provincial People's Committee issued Decision No. 403 and Decision No. 404 to convert the purpose of use (phase 1) for both projects of 14,1111 hectares of forests of all kinds (including: 3,1391 hectares of special-use planted forests, 0.4372 hectares of natural protection forests, 4,3091 hectares of protection planted forests, 6,2257 hectares of production planted forests).

The Provincial People's Council requested the Provincial People's Committee to focus on directing and assigning specific responsibilities to relevant departments, branches, sectors and localities, completing the handover of the foundation site before February 29, 2024, and the corridor site before March 30, 2024 as requested by the Prime Minister. At the same time, strengthen the inspection, supervision and urging of the implementation of compensation and site clearance work of the Project to ensure compliance with regulations and avoid errors. For localities where the 500kV transmission line project passes through, it is requested that the Party Committee and authorities focus on leading, directing and mobilizing the political system to participate, strengthen propaganda work on the purpose, nature and special significance of the project so that people understand, agree, support and promptly hand over the construction site as required.

The province has also set a timeline for the foundation, completing the approval of the compensation and support plan before March 25, 2024. For the corridor, complete the draft compensation and support plan before March 20, 2024 to proceed with the handover of the site before March 30, 2024. Complete the approval of the compensation and support plan before April 15, 2024.

Currently, in the technical design phase, due to the need to accurately determine the design solution, the coordinates of the foundation locations are different; there are changes in the area or location of the forest compared to the documents approved by the Prime Minister. The province requests the Prime Minister to agree to allow the adjustment of the location, area, and type of forest according to the data after reviewing the technical design documents to ensure consistency between the documents and the field (the Provincial People's Committee has reported to the Ministry of Agriculture and Rural Development in Official Dispatch No. 1113/UBND-NN dated February 7, 2024).

The National Power Transmission Corporation shall prepare a plan to temporarily use the forest as a temporary road and a material storage area for construction to submit to the Provincial People's Committee for approval according to regulations; Request the Vietnam Electricity Group and the National Power Transmission Corporation to direct relevant units to regularly coordinate closely with departments, branches and localities in compensation and site clearance work to ensure the progress as required.

The 500kV line 3 circuit projects from Quang Trach to Pho Noi have a total length of about 519 km, passing through 211 communes and wards of 43 districts and towns in 9 provinces including Quang Binh, Ha Tinh, Nghe An, Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh, Hai Duong, Hung Yen. The total number of column foundations is 1,177 column foundations, with a total investment of about 22,300 billion VND.

As of March 15, 2024, all 1,177/1,177 column foundation positions have been handed over. Regarding the progress of handing over the corridor, 216/503 corridor anchors have been handed over, reaching about 43%. Localities committed to basically handing over the corridor to the investor in March.

Regarding construction progress, contractors are currently simultaneously deploying 1,177 column foundation positions. Of which, 224 foundation positions have been completed, 30 positions are being erected, and 6 positions have been completed.
