“Friday without waiting” in Thanh Ha

Right after the Tet holiday, Mr. Hoang Van Tieu in village 3, Thanh Xa commune went to the "one-stop" department of the commune People's Committee to renew his birth certificate. Being the first Friday of the new spring, Mr. Tieu was very happy because the staff gave him thoughtful instructions. He was also surprised because he had not done administrative procedures for a long time, and now he saw many changes.

Mr. Tieu is old, has poor eyesight, and slow legs, so he was very carefully supported by the youth union members and the commune's judicial and civil status officials. Mr. Tieu said: "I am very satisfied with the service spirit of the staff here. I was received and completed the procedures on the same day." According to Mr. Tieu, in the past, many people were afraid to go through paperwork because they had to wait a long time, but now it is simple because personal information is stored on the online public service portal.

As for Mr. Le Ba Hanh in Phuc Gioi village, Thanh Quang commune, he found that since the introduction of “No Waiting Friday”, administrative procedures have been handled much faster. His family often chooses to do paperwork for personal matters on Fridays because a youth union member helps install and instructs them on how to register information on the online public service portal. “With someone helping, things are much faster than usual, and more convenient,” Mr. Hanh said excitedly.

Thanh Ha implements "No-wait Friday" every week to help people and businesses carry out administrative procedures. If the documents are complete according to regulations, procedures that do not require document verification will be processed and results returned on the same day. Since applying this model (from October 2023 to the end of January 2024), the whole district has received and processed 2,192 administrative procedure files, with no backlog files at the district and commune "one-stop" departments. At the district "one-stop" department, there are 14 administrative procedures in 4 fields; at the commune level, there are 21 administrative procedures in 2 fields that apply this model.

The results of implementing some administrative procedure reform indicators in 2023 in Thanh Ha district have made remarkable progress. The rate of records resolved before the deadline and on time reached 99.97%; the rate of records resolved overdue was 0.03%, down 0.31% compared to 2022. The rate of full digitization of records upon receipt reached 99.18%, an increase of 39.12%. The rate of digitization of records in the whole district reached 98.61%, an increase of 40.71%. The rate of online records reached 87.09%, an increase of 54.65% compared to 2022.

Thanh Ha District has chosen "No-wait Friday" to increase the rate of people accessing online public services. This model is implemented every Friday to help many people return to their hometowns to do paperwork and take a weekend off, making it easier to arrange time, creating convenience for citizens and organizations. Friday is also the time when communes and towns can arrange many youth union members and professional civil servants to support people. On this day, leaders of the People's Committee must be present to handle administrative procedures according to the "4 on-site" principle: receiving, appraising, approving, and returning results.

As soon as the model was deployed, from the district to the commune, propaganda and notification were stepped up to keep the people informed. The specialized officials and civil servants who received and processed the documents were quick, professional, and had a warm and responsible attitude towards serving citizens.

Every Friday, communes and towns increase the number of youth union members to support the "one-stop" department to help citizens declare administrative procedures, guide them to create accounts and submit documents online when needed. Every month and quarter, the results of the implementation of the "No-wait Friday" model at the district and commune levels are evaluated, along with the evaluation of collective and individual emulation in performing administrative reform tasks.

Ms. Hoang Thi Thuy Ha, Permanent Vice Chairwoman of Thanh Ha District People's Committee, said that the "No-wait Friday" model has created a strong change in administrative reform in general. The most obvious is the quick handling of administrative procedures online and has changed the way people view administrative procedures at the grassroots level. Previously, many administrative procedures required 3 days to have results, but now have results on the same day. Thereby contributing to increasing the rate of files being processed correctly and before the deadline.

Thanh Ha district continues to train and improve the professional qualifications and skills of the staff and civil servants performing the task of handling administrative procedures, especially the skills of applying information technology and performing in the electronic environment. Improve the quality of the software system and internet network at the "one-stop" department to meet the needs of performing tasks in receiving and handling administrative procedures.
