Diversified services
In the province, there are currently 16 industrial parks that have been decided by the Prime Minister on investment policies, approved by investors to build and operate infrastructure with a total planning area of nearly 3,684 hectares (more than 2,451 hectares of industrial land and 88.67 hectares of administrative service land for lease...). Of these, 8 industrial parks have come into operation, including: Van Trung, Dinh Tram, Quang Chau, Viet Han, Song Khe - Noi Hoang, Hoa Phu, Tan Hung, Yen Lu.

Services in these industrial parks such as: electricity, clean water, telecommunications, wastewater treatment, finance, banking... are attracting investment. 100% of industrial parks have centralized wastewater treatment plants, with a total treatment capacity of about 90.2 thousand m3/day and night. The treated wastewater meets standards and has an automatic monitoring system according to regulations before being discharged into the environment. The electricity supply service is basically stable.
Thanks to accelerating the progress of site clearance for projects, implementing many policies to attract and support investment, along with developing diverse types of services, the occupancy rate of industrial parks in the province is high. Dinh Tram, Song Khe-Noi Hoang, Quang Chau, Van Trung, Hoa Phu industrial parks have occupancy rates of about 90-100%. In the first quarter of this year, there were 10 newly registered investment projects in industrial parks with registered capital of 12.5 million USD and more than 12 trillion VND. |
According to Bac Giang Electricity Company, most industrial parks have 110 kV transformer stations that take electricity from the national grid to serve industrial production. Lighting systems; traffic signs, speed bumps; trees, parking lots, etc. are arranged, built, and supplemented more and more synchronously. Many banks and credit institutions have placed transaction offices and ATMs on the outskirts and inside industrial parks. Many enterprises have arranged canteens and mini supermarkets to serve workers. Some enterprises in Van Trung Industrial Park have built houses for workers; enterprises in Song Khe-Noi Hoang Industrial Park have built trade and service centers, etc.
Ms. Tran Thuy Thi Quynh, representative of Van Dinh Technology Limited Company, Viet Han Industrial Park, said that the unit chose to invest in Bac Giang since 2019 because the province's industrial parks have advantages in terms of geographical location, traffic and many open policies, supporting investors. The enterprise hopes that the province will continue to expand the scale of industrial parks, pay attention to improving and developing increasingly rich services so that investors can access and have the best investment environment.
Focus on overcoming limitations and difficulties
In addition to the achieved results, due to many reasons, the quality of services in some industrial parks is still limited. The power supply and drainage systems in industrial parks that have been in operation for many years such as Dinh Tram, Song Khe - Noi Hoang have degraded and do not meet the requirements. Industrial parks that have just come into operation such as Yen Lu, Tan Hung still have to share the 110 kV Lang Giang and Yen Dung transformer stations. During rush hours, on the feeder roads through Van Trung, Quang Chau, Dinh Tram industrial parks, traffic jams still occur for a long time.
The planned land area for administrative and service sectors in 16 industrial parks is 88.67 hectares, but the leasing and usage rate is very low (up to now, only over 15 hectares have been leased). Notably, most of the service land has been used mainly for offices and parking lots, and there have not been many projects such as accommodation, entertainment, medical, shopping areas... to serve workers.
The province strives to become one of the industrial centers of the region by 2030. Accordingly, in order to continue attracting investment to the area, in the coming time, the province will direct departments, branches, and localities to focus on removing obstacles, continue to pay attention to doing a good job of site clearance, creating clean land funds in industrial parks and clusters; improve the investment and business environment to be favorable, equal, open, transparent, and friendly. At the same time, the province requires infrastructure businesses to review, overcome limitations, and improve service quality.
In order to create land for service development, since the beginning of the second quarter of 2024, the province has issued a document requesting the Provincial Industrial Parks Management Board to review industrial parks that have not yet implemented investment to study and adjust detailed planning, ensuring that the ratio of commercial service land reaches 10% compared to the total area of the industrial park, thereby attracting investment in the construction of logistics zones and service activities according to the industrial - service park model. The leaders of the Provincial People's Committee regularly inspect and work with relevant departments, branches, the Industrial Parks Management Board, and infrastructure management and development enterprises to grasp difficulties and obstacles, and promptly direct their removal.
Most recently, in March and early April, Vice Chairmen of the Provincial People's Committee: Pham Van Thinh and Phan The Tuan had consecutive working sessions and on-site inspections to grasp the current status of investment, management, operation and exploitation in industrial parks, especially in areas that have been in operation for a long time, where infrastructure and services have not met the demand. Thereby, directing relevant units and localities to study and promptly implement solutions to overcome and upgrade the electricity system, drainage system, traffic system, to avoid flooding, traffic jams, etc., affecting production and business in industrial parks.
According to Mr. Dao Xuan Cuong, Head of the Provincial Industrial Parks Management Board, the service land area in industrial parks is quite abundant. Implementing the province's direction, based on the needs of businesses and workers, many investors and businesses in industrial parks such as Dinh Tram, Van Trung, Viet Han, Quang Chau, Hoa Phu have been researching and implementing service projects to serve workers. Effective implementation of these projects will contribute to the development of the province's industry in an increasingly specialized, modern and sustainable direction.
