Bac Giang Provincial People's Council supervises the management of festival finances and donation money

According to the report, Bac Giang province has about 2,200 historical and cultural relics; of which 759 relics are ranked; most relic management boards are established on a part-time basis. There are 784 festivals in the province, of which 1 festival is organized at the provincial level, 10 festivals at the district level, and the rest are festivals at the commune level. The People's Committees at the district and commune levels perform well the state management function of festivals in the area, organizing them in accordance with good customs and traditions and the trend of integration and development.

In 2024, the total revenue from festival activities will reach more than 46.5 billion VND, with expenditures of nearly 32 billion VND; the total amount of donations and sponsorships for relics will be more than 71.6 billion VND, with expenditures of nearly 60 billion VND. The management and use of revenue from festival activities will be basically public, transparent, and for the right purposes. Organizations and individuals managing relics have fully recorded the receipt of donations and sponsorships. Many relics have opened deposit accounts at treasuries and banks to monitor the receipt and expenditure of donations and sponsorships according to regulations.

After surveying a number of relics in Bac Giang city, Tan Yen and Yen The districts, and at the same time grasping the report of the Department of Culture, Sports and Tourism, members of the monitoring delegation requested representatives of the relevant agencies to clarify a number of contents. These include the granting of land use right certificates for relics; methods of managing and using donation money and funding sources, especially the remaining funds after organizing the festival; handling forms for cases where the relic management board does not comply with regulations or does not fulfill its responsibilities; the fact that the vehicle ticket fee at the festival is higher than the regulations...

Concluding the monitoring session, comrade Nghiem Xuan Huong assessed: The Department of Culture, Sports and Tourism has strengthened its direction and guidance to localities in disseminating and popularizing legal regulations on mobilizing sponsorship for festival organization; financial management, donation money at festivals and relics. Thanks to that, the investment in restoration and embellishment of relics and the management and use of donation money and sponsorship by the authorities and functional agencies at district and commune levels have clearly changed, basically in accordance with regulations. Localities are interested in organizing safe and healthy festivals and source activities at relics, contributing to preserving and promoting heritage values;educating traditions for the younger generation.

He requested the Department of Culture, Sports and Tourism and the Department of Finance to continue to disseminate and guide local authorities, functional agencies, management boards or representatives of religious establishments on regulations related to financial management of festival organization, donations and sponsorship for relics.

Coordinate with district and commune authorities to review and supplement the system of operating regulations of relic management boards; direct localities to issue specific regulations and rules in this field. Advise the Provincial People's Committee to take measures to coordinate between the authorities and organizations and individuals representing religious and belief establishments and ranked relics to manage and use donations and sponsorships to ensure publicity and transparency.

Improve the effectiveness of festival organization, avoid wastefulness, insecurity; strictly manage festival revenues and use them for the right purposes. Strengthen inspection, examination, and promptly correct violations. Provincial functional departments coordinate with local authorities to speed up the process of granting land use right certificates for ranked relics.
