Through many creative ways, in recent years, the movement "All people unite to build a cultural life" (TDĐKXDĐSVH) associated with the implementation of criteria for building new rural areas and civilized urban areas has been deployed and implemented effectively by communes and towns in Nong Cong district. Thereby, contributing to constantly improving the material and spiritual life of the people.

With the motto "Associating cultural life with new rural areas", the Party Committee, government and organizations in Hoang Giang commune have actively propagated and mobilized people to effectively carry out economic development movements, help each other get rich legitimately; build a healthy and rich cultural and spiritual life; replicate typical advanced models of good people and good deeds... Through assigning specific responsibilities to each association and organization, promoting the exemplary role of each cadre and party member and especially always implementing well the democratic regulations with the motto "People know, people discuss, people do, people inspect, people benefit" to create high consensus among the people.

Notably, the movement to build cultural families and villages has been well implemented by the people. Up to now, 93.6% of the families in the commune have achieved the title of cultural family; 7/7 villages have achieved the title of cultural village; 3 villages have achieved the title of model village: Phu Hue, Ngoc Thap and Yen Thai. Since the beginning of the year, with the stimulus of the commune, the people have actively contributed money, labor and donated land to expand traffic routes; built 4.5km of fences; many cultural houses have been and are being renovated. In 2023, the commune was recognized as an advanced NTM commune and is completing the criteria to strive to achieve the model NTM commune.

The communes of Truong Son, Van Thang, Van Hoa... also have positive changes after many years of implementing the movement of physical training and sports for building cultural new countryside associated with building new rural areas. In order for the movement to spread widely, the district has effectively promoted the role of the Steering Committee of the movement of physical training and sports for building cultural new countryside at the district level, political and social organizations in launching and implementing the movements; at the same time, mobilizing the participation of cadres, party members, union members, association members and people to carry out the movements of "Exemplary grandparents and parents, filial children and grandchildren", "Clean house, beautiful garden, civilized alley", "The road I take care of", "The road of the Fatherland's flag", the movement of helping each other develop the economy, eliminate hunger and reduce poverty...

In the process of implementing the construction of cultural life associated with the New Rural Development, Nong Cong district has focused on building cultural families, cultural residential areas and considering and awarding cultural titles publicly, transparently, and in accordance with the process. Therefore, the quantity and quality of cultural families and cultural residential areas have been increasingly improved. Up to now, the whole district has 89% of households recognized as cultural families; 87% of villages, hamlets, and sub-regions recognized as cultural residential areas, 140/161 agencies and units meeting cultural standards, reaching a rate of 86%. The investment in building cultural institutions has also been of interest to the district and has had positive changes with 29/29 communes and towns having cultural and sports centers; 12 communes having sports training and competition houses; the rate of sports families reaching 35%, the number of people participating in physical education and sports reaching 45%.

In addition, the Party committees, authorities and organizations in the district have also actively propagated and mobilized people to practice a civilized lifestyle in weddings, funerals and festivals. Thanks to the active participation of the people, contributing to strengthening the great solidarity bloc among the people, social evils have been gradually pushed back, and good traditional cultural values have been preserved and promoted. Currently, in the district, many festivals have been maintained, organized and have truly become festivals that attract a large number of people to participate, such as the festivals of Mung temple, Ba Trieu temple, Trung Thanh commune; Dong Cao communal house, Trung Chinh commune; Vu Uy temple, Le Hiem - Le Hieu temple, Tan Phuc commune; Tam Giang temple, Te Nong commune; General Do Bi temple, Minh Nghia commune; Vinh Thai pagoda, Hoang Giang commune...

In particular, the boat racing festival on Lang Giang River, including Trung Thanh and Trung Chinh communes, has become an indispensable cultural and spiritual activity for the people in the district. Through the festivals, traditional cultural nuances of the nation are restored, preserved and promoted, thereby contributing to enriching the cultural and spiritual life of the people.

It can be seen that the movement of physical training and sports for building new rural areas associated with the program of building new rural areas in Nong Cong has mobilized the participation of the entire political system and all classes of people, creating a strong change in building a healthy cultural environment and implementing a civilized lifestyle.
