On the afternoon of September 16, the Department of Information and Communications of Ho Chi Minh City coordinated with the National Digital Transformation Agency (Ministry of Information and Communications) to organize an online conference to train, foster, and improve digital knowledge and skills for members of the community digital technology group in Ho Chi Minh City.

Ho Chi Minh City has determined that all information technology applications must always aim to create convenience for people to use, revolving around the needs and interests of the people. In addition, to successfully implement the Digital Government, the digital society needs digital citizens. Therefore, the community digital technology team plays a very important role in the city's digital transformation process, helping to form local digital citizens through propaganda, raising awareness, and providing guidance on digital transformation for people.

In his opening speech, Mr. Lam Dinh Thang, Director of the Department of Information and Communications of Ho Chi Minh City, highlighted the importance of the community digital technology team in bringing information and information technology applications closer to the people through propaganda and guidance work.

Currently, Ho Chi Minh City has established 2,620 community digital technology teams with 11,059 members participating in propaganda, raising awareness and supporting people about digital transformation in the locality. In 2023, community digital technology teams in localities actively participated in propaganda activities, raising awareness about the city's digital transformation, guiding people about online public services, VNEID application...

Currently, some localities have issued policies for community digital technology teams such as: Binh Duong, Da Nang, Ha Tinh, Yen Bai... Ho Chi Minh City Department of Information and Communications is reviewing and researching policies for community digital technology teams in the area to ensure compliance with the arrangement of neighborhoods and hamlets in localities to advise the City People's Committee.

The Director of the Department of Information and Communications of Ho Chi Minh City also noted that in addition to annual training and advanced training in digital transformation skills, community digital technology teams should participate in online learning on OneTouch platforms, the Ministry of Information and Communications and other channels of the city.

“I hope that after the training conference, community digital technology teams in localities will be equipped with more knowledge, better understand and have a deeper awareness of the effectiveness of digital transformation, improve basic digital skills, and at the same time contribute to promoting the digital transformation process of the locality in particular and Ho Chi Minh City in general,” Mr. Lam Dinh Thang emphasized.

According to Mr. Dang Tien Dat, representative of the National Digital Transformation Agency (Ministry of Information and Communications), there are still many difficulties and challenges in the digital transformation process, such as people's low awareness of digital transformation. Therefore, leaders of state agencies need to be trained to change their awareness and apply digital technology in leadership and management; officials and civil servants need to be trained to proficiently use digital tools in handling internal work and providing digital services to people. In addition, people also need to be guided and trained to have the skills and habits of using digital services to meet their daily needs.

The community digital technology group was established in 2022 in 63 provinces and cities across the country, covering 100% of the ward and commune levels, with 93,524 groups and 457,820 members participating. The group's members are responsible for guiding people to know how to use 5 basic digital skills such as: Using online public services, online shopping associated with personal data protection, using safe online payment services, knowing how to protect yourself in cyberspace, using local specific digital platforms.

“Currently, digital technology teams in many localities still face many difficulties in their operations, such as sparsely populated areas and a lack of awareness of the team’s role and responsibilities. In some localities, members include older people who have difficulty accessing technology, do not have tools, and do not know how to support people. In addition, this is a voluntary activity, so it is difficult to attract participants to support,” Mr. Dang Tien Dat added.
