Improve the effectiveness and efficiency of the National Assembly's supervisory activities

On the afternoon of July 10, continuing the 35th Session, the National Assembly Standing Committee gave opinions on the policy of organizing the National Assembly Forum on supreme supervision activities and the preparation work for the Forum.

Comprehensive review of monitoring activities

Summary presentation of the Report on the organization of the Monitoring Activities Forum of The National Assembly, Secretary General of the National Assembly, Head of the National Assembly Office Bui Van Cuong stated that organizing the Forum is very necessary to continue to closely follow the direction of innovation in supervisory activities according to the Resolution of the Central Committee and the Project and Conclusion of the National Assembly Party Delegation on innovation in supervisory activities of the National Assembly.

At the same time, comprehensively evaluate the supervisory activities in the past to propose solutions to improve the effectiveness and efficiency of the National Assembly's supervisory activities in the coming time and accompany the Government to build and develop the country.

"The opinions and discussions at the Forum will be a useful source of information providing more scientific and practical arguments to amend and supplement the Law on Supervisory Activities of the National Assembly and People's Councils," said the Secretary General of the National Assembly, emphasizing the requirement that the preparation and organization of the Forum must be practical, effective, thoughtful, scientific, safe and economical.

Regarding the topics and themes of the Forum, the Secretary General of the National Assembly plans to submit two options to the National Assembly Standing Committee for consideration and selection. Specifically, Option 1 with the theme "National Assembly Supervision for Creation and Development", including: Topic 1: National Assembly supervision through questioning, answering questions and explaining activities; Topic 2: National Assembly's supervision of the implementation of National Assembly resolutions on socio-economy, contributing to the development of digital economy, green economy, and circular economy.

Option 2 with the theme: "National Assembly supervision to promote democracy and control state power", including: Topic 1: National Assembly's supervision of the implementation of the policy of decentralization, delegation of power and control of state power; Topic 2: National Assembly supervision of democracy promotion and implementation of voters' opinions and recommendations.

The Secretary General of the National Assembly proposed choosing Option 1 to suit the context as well as the actual situation at home and abroad.

Prepare carefully, suitable for the actual situation

The Standing Committee of the National Assembly basically agreed with the organization of the Forum and considered this a new initiative, very suitable for the important function of the National Assembly which is supervision. Besides, it also meets the requirements of innovation, improving the quality and efficiency of the National Assembly's activities, including supervision activities.

The members of the National Assembly Standing Committee also agreed with Option 1 on the theme of the Forum, "National Assembly supervision for creation and development".

Speaking at the meeting, National Assembly Chairman Tran Thanh Man stated that the 15th National Assembly has organized forums, seminars and conferences that have had a widespread impact on society and have received attention from voters and the people. This forum is an appropriate activity to enhance the National Assembly's supervision, in line with the National Assembly's functions of legislation, supreme supervision and decision-making on important issues of the country.

Acknowledging the very active preparation of Vice Chairman of the National Assembly Tran Quang Phuong and the National Assembly Office, the Chairman of the National Assembly emphasized that the preparation work must be thorough, suitable to the actual situation of the National Assembly agencies; set out a large scale, wide scope, comprehensive and inclusive, in which the content of the Forum must also be carefully calculated and discussed, focusing on core issues that need to be resolved.

Through the Forum, specific and valuable recommendations must be made in the supervision work; ensuring the practicality and feasibility of solutions for the socio-economic development of the country. The National Assembly Chairman also noted that the funding source must ensure correct and sufficient spending, openness and transparency.

Concluding the meeting, Vice Chairman of the National Assembly Tran Quang Phuong stated that the National Assembly Standing Committee highly appreciated the preparation of the National Assembly Secretary General and agencies; agreed with the policy of organizing the Forum as well as the Report, plan, and draft resolution.

In the spirit of the National Assembly's Forum on supervision activities, the majority of opinions of the National Assembly Standing Committee approved Option 1 with the theme "National Assembly supervision for creation and development". The Vice Chairman of the National Assembly noted that it is necessary to study and design 2 topics appropriately, especially one topic on supervision of the implementation of legal policies and resolutions of the National Assembly on socio-economic development. Based on the presentations, the Secretary General of the National Assembly will synthesize and report to the National Assembly Standing Committee at the August 2024 meeting to decide on the time to organize the Forum.

Previously, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly Standing Committee reviewed and decided on the adjustment of the medium-term public investment plan of the central budget for the period 2021-2025 of ministries, central agencies and localities; completed investment procedures for projects expected to allocate sources of increased revenue, cut and save central budget expenditure in 2021 remaining after implementing the policy of supporting house rent for workers of the Socio-Economic Recovery and Development Program.
