Improving the quality of health care for central officials

On the occasion of the 69th anniversary of Vietnamese Doctors' Day (February 27, 1955 - February 27, 2024), on February 24, Politburo member, Standing member of the Secretariat, Head of the Central Organization Committee Truong Thi Mai visited and congratulated the Central Committee for the Protection and Care of Cadres' Health.

Reporting to comrade Truong Thi Mai and the working delegation, Mr. Tran Huy Dung, Deputy Head of the Executive Board of the Central Committee for the Protection and Care of Cadres' Health, said that over the past years, with the attention and direction of the Party and State leaders, especially the direct direction of the Standing Member of the Secretariat, the Central Committee for the Protection and Care of Cadres' Health and the units in the cadres' health care system have constantly strived to fulfill their tasks well.

The Central Committee for the Protection and Care of Cadres' Health also regularly monitors the health status of cadres; closely directs the task of protecting and caring for cadres' health in the system; promptly reports and advises the Standing Secretariat on the health of senior cadres and former senior cadres...

The Board also coordinated with the Central Organizing Committee to amend and supplement the promulgation of Instruction 07-HD/BTCTU (2021) on the functions, tasks, and organizational structure of the Board for Health Care and Protection of Cadres of provinces and centrally run cities; coordinated with the Ministry of Health to issue Circular No. 18/2023/TT-BYT, guiding the implementation of the task of protecting and caring for the health of cadres of the health sector of provinces and centrally run cities; innovated in the work of periodic health check-ups...

However, Mr. Tran Huy Dung also said that the rate of cadres going for regular health check-ups in some units is still not high, cadres managed by the Central Health Protection Departments get regular health check-ups twice a year at 70% and cadres managed by provinces and cities get regular health check-ups twice a year at 60%.

The provincial and municipal Departments for Protection and Health Care of Cadres mainly operate part-time, with a large number of cadres being managed, monitored, and provided with health care, so the implementation of health care and protection tasks is still difficult; localities do not have software to manage records, monitor, and provide health care for cadres, and the reporting system in the entire national cadre protection and health care system is still inconsistent...

Speaking at the meeting, Minister of Health Dao Hong Lan highly appreciated the efforts of the Central Committee for the Protection and Care of Cadres’ Health, as although the number of cadres is small, the Committee’s workload is huge, about 300 consultations/year and many other professional tasks. The Committee has coordinated with the Ministry of Health to constantly innovate in periodic health examinations, promptly issuing the Annual Periodic Health Examination Plan for senior cadres…

In recent times, the Ministry of Health has advised the Government to focus on removing difficulties for the health sector in general and pay attention to the regime and policies for doctors and nurses in particular when they have to continuously work in difficult conditions. The Ministry has also coordinated with relevant ministries and sectors to issue circulars and decrees to remove difficulties in purchasing medical equipment and supplies.

In the immediate future, we will accelerate the construction of the health care center for central officials in three regions; coordinate with the Ministry of Home Affairs to develop a salary scale and allowances for medical staff when implementing salary reform from July 1, 2024.

Presenting flowers to congratulate the doctors and nurses of the Central Committee for the Protection and Care of the Health of Officials on the occasion of Vietnamese Doctors' Day, February 27, comrade Truong Thi Mai expressed her trust, peace of mind and commended the achievements of the Central Committee for the Protection and Care of the Health of Officials, the hospitals, especially the professional councils - they are very careful and meticulous in caring for and treating high-ranking officials. This is the trust of the Party, the State, and the officials in you.

The Central Committee for the Protection and Care of Cadres' Health also regularly reports to the Politburo, the Secretariat, and the Standing Secretariat on the health status of cadres; proposes a number of solutions to improve the quality of cadre health care activities; monitors, directs, and organizes the implementation of health care and protection work according to decentralization.

Appreciating the role of the health sector over the past 69 years, comrade Truong Thi Mai emphasized the effective coordination between the Central Organizing Committee, the Ministry of Health and the Central Committee for the Protection and Care of Cadres' Health to effectively perform its current functions and tasks. Thanks to that, the Committee's activities are increasingly effective, performing well all assigned tasks, and providing good health care for more than 1,800 cadres under the Central management, and for localities with more than 100,000 cadres.

"The scope of work of the Central Committee for the Protection and Care of Cadres' Health is very large, requiring great care, dedication and commitment," the Head of the Central Organizing Committee emphasized.

Recalling Uncle Ho's teaching in a letter to health workers in 1955, which was "honestly unite, love the sick wholeheartedly, and contribute to building Vietnamese medicine", comrade Truong Thi Mai suggested that the Ministry of Health and the Central Committee for the Protection and Care of Health of Cadres continue to research and build large hospitals and medical centers nationwide to combine traditional medicine and modern medicine to better serve the work of medical examination and treatment.

Comrade Truong Thi Mai also emphasized that the Party and State always pay attention to the medical career, the career of taking care of people's health, especially investing in building a preventive health system, focusing on "prevention is better than cure" to contribute to improving life expectancy, taking care of people's health, thereby contributing to economic development.

The Central Organizing Committee is continuing to research and propose to the Politburo preferential policies for health sector officials and employees so that they can work with peace of mind, overcome all difficulties, and fulfill the tasks assigned by the Party and State in taking care of people's health.
