Nam Dinh: Concentrating resources to eliminate temporary and dilapidated houses

According to the Steering Committee for the Elimination of Temporary and Dilapidated Houses in Nam Dinh Province, currently, Xuan Truong, Truc Ninh, and Nghia Hung districts have no poor or near-poor households with temporary or dilapidated houses. In order for the province to achieve the goal of eliminating temporary and dilapidated houses before July 1, it requires the drastic participation of all levels, sectors, and localities.

Spread the program strongly

Implementing Decision No. 539/QD-TTg dated June 19, 2024 promulgating the Plan to implement the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide by 2025"; departments, branches and sectors of Nam Dinh province have advised the Provincial Party Committee and the Provincial People's Committee to promptly issue documents directing the implementation of the program; actively, proactively and promptly implementing according to assigned functions and tasks, ensuring progress.

The propaganda and dissemination work to implement Plan No. 101/KH-UBND dated July 5, 2024 of the Provincial People's Committee on implementing the emulation movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025" in the province has been promoted; the work of mobilizing party members, civil servants, public employees, workers and all classes of people and businesses to join hands and contribute to the "For the Poor" Fund has been strengthened.

To date, the province has 1,573 households of people with meritorious services to the revolution facing housing difficulties that are eligible for support under Decision No. 21/2024/QD-TTg. The estimated support cost is about 62 billion VND, implemented from funds guaranteed by the central budget.

In 2024, the Nam Dinh "For the Poor" Fund Mobilization Committee supported the construction of 125 solidarity houses with a total cost of 6.25 billion VND. Specifically, the Nam Dinh Business Club in Ho Chi Minh City supported 5 houses (250 million VND); the Bank for Agriculture and Rural Development supported 100 houses (50 million VND/house); the Social Policy Bank supported 20 houses (50 million VND/house). Many other organizations mobilized the construction of "Warm Houses of Love", "Union Warm Houses"...

To continue to effectively implement social security work and sustainable poverty reduction according to Resolution No. 42-NQ/TW dated November 24, 2023 of the 8th Conference of the Party Central Committee (Term XIII); The Standing Committee of the Provincial Party Committee requests Party committees at all levels, Party organizations, authorities, the Fatherland Front and socio-political organizations to mobilize diverse resources according to the motto "The Party leads, the State manages, the Fatherland Front and organizations support, and the People are the masters".

In addition, effectively combine support sources from the Central, local, socialized and households themselves; strengthen leadership and direction of Party committees, management and operation of authorities at all levels; attach responsibility to leaders in improving the quality and efficiency of resources.

At the same time, promote extensive propaganda to raise awareness and responsibility of the whole society, especially cadres, party members, civil servants, and public employees in the political system and the business community. Mobilizing support will be carried out in a diversified, flexible, open, transparent manner, avoiding loss, waste, and negativity.

Continue to promote the elimination of temporary housing

At the meeting of the Central Steering Committee to implement the elimination of temporary and dilapidated houses nationwide held on March 10, the Prime Minister proposed to "only discuss action, not retreat"; promote the spirit of great national unity, high determination, great effort, and drastic action; utilize resources, strengthen inspection and supervision, and strive to basically complete the program to eliminate temporary and dilapidated houses nationwide by October 31, 2025.

Responding to that spirit, Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Steering Committee for the elimination of temporary and dilapidated houses in Nam Dinh province Pham Dinh Nghi commended the efforts of all levels, sectors and localities in the implementation of the elimination of temporary and dilapidated houses.

Mr. Pham Dinh Nghi directed that in the coming time, all levels, sectors and localities will continue to thoroughly grasp, seriously and effectively implement, with high determination to complete the goal of eliminating temporary and dilapidated houses in the province. Units will strengthen information, propaganda, and dissemination of the content, meaning and humanity of the program; mobilize organizations and individuals to actively and proactively participate in contributing labor and money to effectively implement the program.

Departments and branches continue to complete the compilation of lists, propose the allocation of funds to eliminate temporary and dilapidated houses; allocate funds to localities, issue instructions on management, use, payment, and settlement of support funds; allocate funds to support the construction, repair, and renovation of houses for people with revolutionary contributions and relatives of martyrs according to the project approved by the Provincial People's Committee.

Departments and branches actively guide and support human resources to help people build and remove temporary and dilapidated houses according to the roadmap; implement and supervise households to use support capital for the right purposes, ensure that houses must be completely built and put into use...; determined to complete the goal of removing all 292 temporary and dilapidated houses in the province before July 1, 2025.

According to the review, the remaining 6 districts and cities have approved the list of 292 poor and near-poor households living in temporary and dilapidated houses requesting support for new construction, renovation and repair; of which, 140 households will be newly built and 152 households will be renovated. The estimated budget to support the implementation of the program is about 13 billion VND. Nam Dinh province has updated the list of poor and near-poor households living in temporary and dilapidated houses into the software of the Ministry of Ethnic Minorities and Religions according to regulations.
