The Standing Committee of the People's Aspirations and Supervision Committee reviews the draft Law amending and supplementing a number of articles of the Law on Election of National Assembly Deputies and People's Council Deputies.

Attending the event were: Member of the Party Central Committee, Permanent Deputy Head of the People's Aspirations and Supervision Committee Le Thi Nga; Deputy Heads of the People's Aspirations and Supervision Committee: Hoang Anh Cong, Tran Thi Nhi Ha, Lo Viet Phuong; Deputy Head of the Law and Justice Committee Nguyen Phuong Thuy; Deputy Head of the Delegation Work Committee Ta Thi Yen.

According to the Report on the draft Law, in order to ensure the full institutionalization of the Party's new guidelines and policies on the arrangement and streamlining of the apparatus in the political system, and the implementation of the two-level local model, the draft Law has been reviewed and adjusted to amend and supplement the relevant contents in 48/98 articles of the current Law in the direction of: Amending regulations related to the organization of two-level local governments; adjusting to reduce the time for implementing the election process and procedures, and at the same time combining amendments and supplements to a number of articles and clauses related to the election of National Assembly deputies and People's Council deputies. The scope of amendments and supplements of the draft Law shall not exceed half of the total number of articles. The amendments in each article are not many, mainly technical amendments.

The Draft Report on the review of the Law on amending and supplementing a number of articles of the Law on Election of National Assembly Deputies and People's Council Deputies was presented by Deputy Chairman of the People's Aspirations and Supervision Committee Hoang Anh Cong, stating that the drafting agency proposed that the draft Law be developed and promulgated according to a simplified order and procedure and submitted to the National Assembly for consideration and approval at the Ninth Session (May 2025).

The Committee for People's Aspirations and Supervision basically agreed with the proposal of the drafting agency and believed that the amendment and supplementation of a number of articles of the Law on Election of National Assembly Deputies and People's Council Deputies is an urgent and urgent requirement in terms of progress to ensure compliance with the amendment and supplementation of the Constitution, while promptly serving the election of deputies to the 16th National Assembly and People's Council Deputies for the 2026-2031 term (expected to take place in March 2026); and is an urgent case to resolve issues arising in practice according to Point b, Clause 1, Article 50 of the Law on Promulgation of Legal Documents 2025. The draft Law dossier basically meets the requirements of simplified procedures in drafting legal documents.

However, there are opinions that, in order to have more information to serve the National Assembly's consideration and decision, it is recommended that the drafting agency research and supplement the assessment and forecast of negative impacts on subjects directly affected by the document and the possible consequences if it is not promptly issued to resolve according to the provisions of the Law on Promulgation of Legal Documents 2025.

Affirming the need to amend and supplement a number of articles of the Law on Election of National Assembly Deputies and People's Council Deputies, the delegates emphasized that the amendment of the Law needs to closely follow the Party's policy on continuing to innovate the organization and improve the quality of the National Assembly's activities, perfecting the election mechanism to select worthy people to represent the People, especially the requirements on tasks and related solutions stated in Resolution 27-NQ/TW on continuing to build and perfect the Socialist Republic of Vietnam's rule of law state in the new period, Resolution 28-NQ/TW on continuing to innovate the Party's leadership and governing methods.

Delegates stated that it is necessary to thoroughly implement solutions on innovative thinking in law-making work in the direction of only regulating in the law the contents under the authority of the National Assembly, only considering amending and supplementing issues that have been clearly directed, and contents that need to be flexibly adjusted to suit reality.

Delegates also gave their opinions on adjusting and reducing the time for implementing the election process and procedures, contributing to saving time, the State budget as well as the general costs of the whole society; giving their opinions on the subject of organizing the Consultative Conferences at the Central level; raising people's awareness of the right to vote...

Concluding the meeting, Chairman of the People's Aspirations and Supervision Committee Duong Thanh Binh acknowledged the opinions and affirmed that he would continue to perfect the Verification Report, ensuring that the promulgated Law is feasible, contributing to the success of the election of deputies to the 16th National Assembly and People's Council deputies for the 2026-2031 term.
