'Hands-on' instructions for basic tasks On January 26, Minister of Information and Communications Nguyen Manh Hung chaired the January 2024 State Management Conference with units and enterprises under the Ministry of Information and Communications. At the conference, Minister Nguyen Manh Hung asked the leaders of agencies and units in the Ministry to pay attention to the action slogan for 2024 that has been agreed upon by the Party Executive Committee and the Ministry's leaders, which is: "Broader - more comprehensive - more practical - better quality - faster". Broader means to see one's work in the overall picture. More comprehensive means to do well all assigned tasks, not to choose the most convenient ones to do and leave other tasks. More practical means to create results, complete that work and create value for the people, for society and for the industry. Better quality means that the work done must be of quality, even excellent, to lead. Faster means to finish the work ahead of schedule, on time, focusing on the main thing to do. In order for the orientations and ideas from the central government to enter life and be realized into specific actions at the grassroots level, Minister Nguyen Manh Hung emphasized that the new awareness is that "hand-holding" guidance is important. Units of the Ministry of Information and Communications must make annual plans to provide guidance and show the Departments of Information and Communications what to do and how to do it in their management areas, focusing on very basic things. The Minister directed and required units in the Ministry of Information and Communications that any document issued must have an accompanying implementation guide. In addition, heads of units in charge of each field also need to think to point out to localities one or two basic tasks and provide specific, easy-to-understand instructions on how to do it. For example, in the field of digital transformation, it is necessary to point out to the provinces from small to large tasks and provide detailed instructions, only then can digital transformation run. As evidence of the need for simple and easy-to-understand guidance for the grassroots level, the Minister cited the UK's experience when referring to digital skills. New work needs to be piloted on a small scale, and only after seeing the effectiveness can we decide to expand it. At the first conference of 2024, Director of the Department of Grassroots Information Nguyen Van Tao updated the results of the study on experiences in narrowing the digital gap for the elderly in Korea and Singapore. From the presentation of the Department of Grassroots Information, Minister Nguyen Manh Hung proposed that the Department take on the additional task of presiding over and coordinating with the National Digital Transformation Agency and the Department of Information Security to disseminate instructions on basic digital skills and online fraud prevention skills for the elderly and children through the grassroots information system nationwide. From the implementation of two digital platforms to support cyber security incident response activities, Deputy Director of the Vietnam Cyber Security Emergency Response Center (Information Security Department) Le Cong Phu highlighted the need to promote the use of digital tools and technologies to support the professional work of units in the information and communications sector. Pointing out that the way the Information Security Department works is a lesson that other units in the Ministry can apply, the Minister noted that the important thing is that from the development and provision of a shared digital platform, the Ministry's units gather and grasp the knowledge system of the whole country in the field. To manage the sector and field well, it is necessary to grasp the digital platforms used for the sector and field. Evaluating the recent thematic reports of the units in the Ministry as having better quality, the Minister further noted that the units need to have content indicating some feasible applications for the sector, the Ministry and the field.
