15/18 targets achieved and exceeded the plan

That is the latest information given by Mr. Vo Van Hung, Chairman of the People's Committee of Quang Tri province, in a summary report on the socio-economic situation (SES), national defense and security (NDS) in 2023, the socio-economic development plan, and ensuring NDS in 2024, at the opening session of the 21st session of the 8th term Quang Tri Provincial People's Council this morning (December 5).

According to Mr. Hung, 15/18 main socio-economic targets have been achieved and exceeded the plan, 3/18 targets are close to the set plan. Of which, 2 important targets, GRDP and GRDP per capita in 2023 of the province, have both achieved and exceeded the plan. Specifically, the growth rate of gross regional domestic product (GRDP) of the province is 6.68%, reaching the set plan (the plan is 6.5 - 7%) and GRDP per capita is 71 million VND, exceeding the set plan (the plan is 70 million VND).

Also during the year, provincial leaders actively worked with the Central Government and investors to complete documents, procedures and prepare necessary conditions to soon implement a number of key projects such as: Quang Tri Airport, My Thuy Port, Quang Tri Industrial Park...

The planning work has been directed with attention and achieved many results. In particular, the task of establishing the Provincial Planning for the period 2021 - 2030, with a vision to 2050, is an integrated planning covering many sectors, fields and territories with a huge amount of work, carried out according to a new and unprecedented method, has been completed and is being submitted to the Provincial People's Council for approval before being submitted to the Prime Minister for approval.

The Quang Tri - Thailand connection program was held on a large scale in Quang Tri in August.

In 2023, the province also successfully organized major holidays in 2023 such as: National Reunification Festival and Opening of Quang Tri Tourism Season; Celebrating the 50th anniversary of the inauguration of the Headquarters of the Provisional Revolutionary Government of the Republic of South Vietnam; Celebrating the 50th anniversary of Cuban President Fidel Castro's visit to the liberated area of ​​Quang Tri province... creating a good impression, arousing the pride of the homeland and people of Quang Tri, having a strong influence; Successfully organizing many events and forums to expand foreign relations and international economic cooperation...

There are still many internal shortcomings and weaknesses.

In his opening speech at the meeting, Mr. Nguyen Dang Quang, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Quang Tri province, in addition to highly appreciating the results that the province has achieved in the year, also said that the province's economy still revealed internal shortcomings and weaknesses such as: Growth in the industrial and construction sectors only reached 7.95% while the plan was 9.5 - 10%; total social development investment capital reached 24,220 billion VND while the plan was 27,000 billion VND.

In addition, the disbursement of public investment capital is low; the progress of implementing key projects of the province is still slow; the site clearance work has been inadequate for many years, some obstacles in investment procedures and filling materials are slow to be resolved. Domestic revenue is estimated at a low of VND 2,690 billion while the plan is VND 3,400 billion; in which, land use revenue has decreased sharply.

Quang Tri's real estate market in 2023 "frozen"

According to Mr. Quang, production and business activities of enterprises and people are facing many difficulties, the number of enterprises temporarily suspending operations is high. The provincial competitiveness index in 2022 ranked 59/63 provinces and cities; administrative reform indexes, governance efficiency and public administration are increasingly declining.

In addition, 2023 is the year that Quang Tri faces difficulties in attracting foreign investment, with no new FDI projects granted approval. Planning work has not been completed on schedule. Management of planning, mineral resources, and environment; reviewing and revoking projects that cannot be implemented, revoking land areas temporarily assigned to wind power projects; and assigning land use rights to public service units still has many shortcomings...
