Buying a used car with expired registration will pose many risks to the new owner when the next registration period comes.
Regarding this issue, the leader of a vehicle inspection center in Hanoi said that people are not encouraged to buy used cars when the vehicle's inspection certificate and inspection stamp have expired, because there are many potential risks. In fact, there have been customers who bought used cars, but when the inspection cycle came, they brought the car for inspection and failed many items.
The reason is that the previous owner had "tuned" the car, changing many details of the car compared to the original such as: "tuning" the lights, installing front/rear bumpers, replacing the grille to upgrade the car, replacing tires with incorrect specifications compared to the original...
Not to mention, there are cases where cars are fined before selling the car, but when looking up the fine lookup system of the Vietnam Register at the time of buying and selling the car, it has not been found because the Traffic Police Department or local police have not sent warning information to the Register as well as the registration centers.
After buying the car, when the next inspection period comes, the new owner is shocked and finds the information about the fine. Only then does the new owner contact the old owner. However, getting the old owner to pay the fine is also a matter of luck. In some cases, the new owner cannot contact the old owner and is forced to pay the fine so that the car is eligible for inspection.
On the other hand, if a car pays road fees according to the inspection cycle, the number of months the car's inspection expires also means that the car owner owes the corresponding amount of road fees for that many months.
When going for inspection, the inspection center will collect this amount and the new owner may have to pay on behalf of the old owner if no negotiation can be made.
Thus, there are too many risks in terms of costs that the new car owner may have to "bear" if buying a used car whose registration has expired, including: costs to restore the "modified" details to the original, the amount of fines to be paid, road maintenance fees, vehicle registration fees after repair (in case the "modified" details are complicated, spare parts are not available at garages or dealers, and must be replaced and installed on the second day).
Vehicle inspection centers recommend that vehicle inspection activities have returned to normal, and car owners do not have to wait long to have their cars inspected. Therefore, if buying a used car whose inspection has expired, they should ask the previous owner to have the car inspected before deciding to buy the car.
What should car owners pay attention to?
According to the leaders of the inspection centers, to avoid the above risks, when buying a used car, the owner needs to check the Inspection Certificate and Inspection Stamp, and should not buy a car with expired inspection.
In case the car's registration has expired (whether the registration has been extended or not), the previous owner should still ask to have the car inspected.
Currently, vehicle inspection activities have returned to normal, people do not have to wait long to bring their vehicles for inspection, so it is not difficult to ask the previous owner to have the vehicle inspected before selling.
"You should only buy a car when it has a new inspection certificate and inspection stamp," emphasized the leader of a vehicle inspection center in Hanoi.
This helps the new owner avoid vehicle inspection fees and road fees in case of arrears. At the same time, it also avoids the risk in case the car fails the inspection because the details on the car were "modified" by the previous owner.
On the other hand, in any situation of buying a used car (with or without registration), the buyer should compare the actual image of the car with the original model image from the manufacturer, to promptly detect any changes.
Thereby, you can consult with the inspection centers or the Department of Motor Vehicle Inspection - Vietnam Register to see if the above changes will affect the vehicle inspection results or not.
At the same time, carefully look up vehicle fines in the data of the Traffic Police Department as well as the Vietnam Registry Department to promptly detect if the vehicle is warned of a fine, and ask the previous owner to handle it before deciding to buy the vehicle.
