Mu Cang Chai effectively implements the national target program for sustainable poverty reduction

Yen Bai - In recent years, with the support resources of the Central Government and the province, the People's Committee of Mu Cang Chai district has promoted poverty reduction and achieved many positive results. If at the end of 2021, the multidimensional poverty rate of the whole district was 70.3%, by the end of 2024 it was 28.4%, and it is expected to decrease to 23.2% by the end of 2025. Yen Bai Newspaper reporter (PV) interviewed Mr. Le Trong Khang - Chairman of the People's Committee of Mu Cang Chai district about the results of implementing the National Target Program on Sustainable Poverty Reduction for the period 2021 - 2025.

PV : Could you tell us about the results of the district's poverty reduction goals in recent years?

Mr. Le Trong Khang : After 4 years of implementing the sustainable poverty reduction target, the district has achieved many important results, contributing to reducing the poverty rate, gradually improving the material and spiritual life of people in communes in the district. Based on the guidance of the Central and the province, the District People's Committee has focused on directing the implementation of projects and sub-projects of the Program and disbursing the allocated capital. After receiving the Resolution of the Provincial People's Council and the Decision of the Provincial People's Committee approving the National Target Program on Sustainable Poverty Reduction, the District People's Committee has organized dissemination and implementation according to regulations, ensuring timeliness.

The design program focuses on investment and support for remote, disadvantaged areas; poor households, near-poor households, and households that have just escaped poverty, creating favorable conditions for them to access policies, especially policies to support production development and replication of poverty reduction models, and loan policies for poor households, near-poor households, and ethnic minority households living in the area.

Along with that, regular poverty reduction policies are implemented, including policies to support production, vocational training to create jobs, and increase income for the poor; policies to support education and training for students from poor and near-poor households; policies to support healthcare; policies to provide legal aid to the poor; policies to support the poor and near-poor to enjoy cultural information; policies to support housing and policies to support electricity bills. Through propaganda work, it has helped people understand the purpose and meaning of poverty reduction, raising awareness and responsibility in the implementation process. The poor see that they need to make efforts to escape poverty, partly overcoming the mindset of waiting and relying on the support and investment of the State.

PV: Besides the achievements, what difficulties does the district have in poverty reduction work, sir?

Mr. Le Trong Khang: In addition to the above achievements, during the implementation process, some difficulties and shortcomings have also arisen such as: the progress of implementing some projects and sub-projects is still slow compared to the set plan, funding has not been mobilized from many other sources; income and living standards of people are not high; infrastructure construction in some villages, people have not been able to access and benefit due to lack of investment support (electricity, television waves, Internet, mobile).

At the same time, investment resources for poverty reduction have not met practical needs; local budget allocation is still limited and has not met requirements. Some provincial departments, branches, agencies and district-level units have not really paid attention, directed, guided, urged, helped and supported poor households to escape poverty as assigned.

The budget allocation is not commensurate, the counterpart capital is not timely and in accordance with regulations; there is a lack of initiative in mobilizing and taking advantage of resources to serve the implementation of sustainable poverty reduction. In addition, some mechanisms and policies issued by the Central Government and guiding their implementation still have problems and inadequacies, are slow to be revised and supplemented; are slow or have not been built, issued, and guided for timely implementation to address practical requirements in the implementation of the National Target Program on Sustainable Poverty Reduction.

The work of surveying, establishing and assigning capital plans to implement poverty reduction programs and projects in some communes is still slow, lacks initiative and does not follow procedures and regulations, and has to be adjusted many times, especially projects under the National Target Programs, leading to disbursement not meeting progress and slow promotion of the effectiveness of policies. Many poor households, near-poor households, and ethnic minority households still have the mentality of waiting and relying on State support resources.

Reporter: Could you please tell us about the solutions the district will continue to implement in the coming time to implement the National Target Program on Sustainable Poverty Reduction for the period 2021 - 2025?

Mr. Le Trong Khang : To continue to deploy and implement poverty reduction work in the district in the coming time effectively and practically, the locality will continue to promote propaganda work, raise awareness and determination to escape poverty of all levels, sectors and people.

Every year, the district will review poor and near-poor households according to the guiding process, update data on poor and near-poor households, ensuring democracy, transparency, fairness, correct criteria, correct subjects, reflecting the real life situation of people in the area; continue to effectively implement policies to support livelihoods, create jobs, and increase income for poor and near-poor households.

From there, classifying poor and near-poor households according to multidimensional poverty criteria will be more accurate, promptly replicating effective economic models, helping each other escape poverty, not chasing after achievements, avoiding ostentation and formalities, ensuring efficiency, saving, avoiding waste and negativity, especially in managing and using investment capital for poverty reduction programs.
