On December 19, information from the Office of the People's Committee of Khoai Chau District said that Mr. Pham Xuan Thang, Chairman of the People's Committee of this district, had just signed a decision to discipline the management official Ms. Pham Thi Mai, Principal of Dong Ket Primary School, by dismissal.
According to this decision, the reason Ms. Mai was dismissed from office was due to violating the provisions of the law on finance and accounting, as prescribed in Clause 2, Article 18, Decree No. 112, 2020 of the Government on disciplinary action against cadres, civil servants and public employees.
Previously, in November, Thanh Nien Newspaper published an article about Ms. Pham Thi Mai, Principal of Dong Ket Primary School, being considered for disciplinary action for overcharging at school.
Some typical violations that led to Ms. Mai being disciplined were organizing meetings, agreeing to set her own revenue levels and implementing revenue and expenditure without accounting through books. The total amount of revenue that was not in accordance with regulations was more than 60 million VND.

In addition, Ms. Mai held a meeting with Ms. Do Thi Tuyet, Vice Principal, the Parents' Representative Board and homeroom teachers of each class to agree to collect money from students and parents, and submit to Ms. Dang Thi Tu, the school treasurer, 20% of the amount of more than 64 million VND.
From April 2022 to June 2022, Ms. Mai met and agreed to increase the teaching time to 9 sessions/week, collected from 989 students and parents, and paid Ms. Dang Thi Tu 20% of the amount of more than 39 million VND.
In addition, in the 2022-2023 school year, Ms. Mai organized 2 experiences for students in 30 days. The number of participating students was large, but the report to the Department of Education and Training of Khoai Chau District showed a smaller number.
In the 2022-2023 school year, the school planned and organized a school-level excellent teacher competition. Ms. Mai was assigned to attend 18 lessons at the competition. However, Ms. Mai attended 9 lessons, did not attend the remaining 9 lessons, and asked another teacher to fill in the competition attendance sheet.
During the 4 school years from 2016-2019, the school collected from students and paid a total of more than 611 million VND to the English education partner company. Teachers donated 26 million VND to the school. After receiving the donation, Ms. Mai did not direct the accounting through accounting books and did not make the donation public. In July 2023, Ms. Mai directed the return of the above amount to teachers.
Since being appointed as Principal of Dong Ket Primary School, from 2012 to 2023, Ms. Mai has continued to issue certificates to 100% of 5th grade students who have completed the primary school program, but has not held meetings or reached consensus through the school's pedagogical council.
