In what cases is air service free?

From January 1, 2025, Circular No. 44/2024 regulating the mechanism and policies for managing domestic air transport service prices and aviation specialized service prices issued by the Ministry of Transport officially takes effect.

According to the new regulations, many subjects will not be subject to the regulations on collecting fees for using some aviation services.

Specifically, for aircraft take-off and landing services; flight control services for departures and arrivals and flight control services through flight information regions managed by Vietnam, the subjects that do not collect service fees include: special flights, official flights, search and rescue flights, transporting humanitarian aid, flood and disaster relief and performing other humanitarian tasks.

Many passengers will be exempted from fees for using some aviation services from January 1, 2025 (Illustration photo).

In addition, flights that, after taking off at a Vietnamese airport, must return to land at the departure point due to force majeure (weather, technical, passenger emergency, terrorism, crime, at the request of a competent State agency) are also not subject to collection of fees for using the above services.

For aviation security services, the subjects that are not subject to service fees include: Goods sent via diplomatic channels, humanitarian aid goods; Goods and spare parts exported for repair and supplies and items of airlines serving flights (excluding duty-free goods on flights); Passengers on flights that are not subject to service fees as prescribed.

At the same time, transit passengers within 24 hours (excluding transit passengers connecting domestic - international flights and vice versa) will not be charged for using aviation security services, which will only apply in cases where the flights to and from Vietnam are issued on the same passenger and baggage ticket.

In addition, there are also flight crew members (including cases of airport transfers), children under 2 years old (calculated at the time of departure of the first leg).

Regarding the use of passenger services, there are passengers who are not subject to service fees. Among them, there are passengers on flights that are not subject to service fees; Transit passengers within 24 hours (excluding transit passengers on domestic - international connecting flights and vice versa) will only be applied in cases where the leg to and from Vietnam is issued on the same passenger and baggage ticket; Flight crew members (including cases of flights transferring airports) and children under 2 years old (calculated at the time of departure of the first leg).
