On the morning of April 2, the Provincial Party Standing Committee held the 20th Provincial Party Executive Committee (PPC) Conference, term XVII, term 2020 - 2025. Comrades: Nguyen Phi Long, alternate member of the Party Central Committee, Secretary of the Provincial Party Committee; Bui Thi Minh, Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council, Head of the Provincial Party Committee's Organization Committee; Bui Duc Hinh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the conference. Attending the conference were comrades of the Provincial Party Executive Committee; leaders of a number of departments, branches and sectors of the province.

Delegates listened to Comrade Bui Thi Minh thoroughly grasp the documents of the Central Committee related to the arrangement of administrative units, including: Conclusion No. 137 of the Politburo and the Secretariat on the Project on the arrangement and reorganization of administrative units at all levels and the construction of a 2-level local government model; Conclusion No. 138 on the Project on the streamlining of the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned by the Party and State (central, provincial, and communal levels); Conclusion No. 139 on the Project on the system of party organizations at provincial and communal levels.
The conference focused on discussing the draft Report of the Provincial Party Committee on leadership in implementing tasks in the first quarter; goals, tasks, and key solutions for the second quarter of 2025. The conference unanimously assessed that in the first quarter, thoroughly implementing the Central's directive documents, based on the practical situation of the province, the Provincial Party Committee had led synchronously and comprehensively, achieving important results in all areas. Continue to do well in Party building and the political system. Focus on leading the preparation for organizing Party Congresses at all levels towards the 14th National Congress of the Party. Resolutely lead the review, arrangement, and streamlining of the organizational apparatus towards reducing about 15% of internal focal organizations. Arrange and restructure the team of cadres, civil servants, and public employees after the merger and consolidation to ensure the correct qualifications, specialized training, and suitability for the job position.
In the first quarter of 2025, the province's economic growth (GRDP) is estimated at 12.76% over the same period last year. The total state budget revenue in the area is estimated at 2,350 billion VND, equal to 33% of the Resolution of the Provincial Party Committee, equal to 42% of the estimate assigned by the Prime Minister. The province attracted 10 domestic investment projects. Social security work was given attention; political security and social order and safety were maintained... Delegates highly agreed on 5 key tasks and solutions in the second quarter of 2025.

Comrade Bui Duc Hinh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee presented the Proposal on the draft Report and Conclusion of the 5-year review of the implementation of Conclusion No. 580-KL/TU of the Provincial Party Executive Committee on continuing to implement Resolution No. 16-NQ/TU of the Provincial Party Executive Committee.
Commenting on the Proposal of the Provincial Party Standing Committee on the draft Report and Conclusion of the 5-year review of the implementation of Conclusion No. 580-KL/TU, dated September 30, 2020 of the Provincial Party Committee on continuing to implement Resolution No. 16-NQ/TU, dated August 11, 2017 of the Provincial Party Committee on strengthening leadership in implementing the National Target Program on Sustainable Poverty Reduction in Hoa Binh province to 2020, with a vision to 2030, the conference assessed that after 8 years of implementing Resolution No. 16-NQ/TU and 5 years of implementing Conclusion No. 580-KL/TU of the Provincial Party Committee, the awareness of Party committees, authorities at all levels, cadres, party members and all people about the policies, roles and responsibilities in implementing the National Target Program on Sustainable Poverty Reduction in Hoa Binh province has been raised; some targets have met or exceeded the targets set out in the Resolution. In the period of 2021 - 2024, the poverty rate in the province will decrease from 15.49% to 6.59% by the end of 2024; the plan for 2025 is to reduce it to 5.31%, an average reduction of 2.55% per year, achieving the assigned plan target (the target is to reduce the poverty rate by 2.5 - 3% per year). Poor districts and especially disadvantaged communes with high poverty rates have an average reduction rate of 100% of the Resolution target. In addition, delegates proposed and recommended a number of issues to better perform the assigned functions and tasks in the coming time.
Concluding the conference, Comrade Nguyen Phi Long, alternate member of the Party Central Committee, Secretary of the Provincial Party Committee emphasized that after a period of working with a high sense of responsibility, the 20th Provincial Party Committee Conference has completed the contents and programs set out and achieved great success. To successfully complete the goals and tasks in the coming time, the Provincial Party Secretary requested the entire Provincial Party Committee to continue to strengthen solidarity, unity, strive, and deploy effective solutions to well perform the set political tasks. Seriously and effectively carry out the construction and completion of the organizational apparatus of the political system. Regularly disseminate and maintain ideological stability among cadres, party members, civil servants, public employees, and workers; strictly comply with discipline, administrative discipline, working regulations, absolutely do not waver, neglect, be subjective, negligent, or lax in performing tasks, especially in handling administrative procedures for people and businesses. Key leaders must be the mainstay, the center of solidarity, the basic political nucleus to lead and direct key tasks, organize and implement the arrangement of the two-level government apparatus, and the arrangement of the commune-level apparatus to contribute to the development of the province.
Resolutely and effectively implement Conclusion No. 123-KL/TW, dated January 24, 2025 of the Party Central Committee on the Supplementary Project on socio-economic development in 2025 with the growth target of 8% or more and the Action Program of the Provincial Party Committee to implement Conclusion No. 123-KL/TW, striving for the province's economic growth in 2025 to reach over 10%, to contribute to the overall growth target of the whole country. Continue to implement 5 strategic breakthroughs of the Provincial Planning. Speed up the progress of starting construction of key projects of the province. Prepare conditions to organize the high school graduation exam in 2025. Do a good job of medical examination and treatment for the people. Continue to effectively implement the Project on Preserving and Promoting the Cultural Values of the Muong Ethnic Group and Hoa Binh Culture. Promote the implementation of Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.
Regarding the 5-year review of the implementation of Conclusion No. 580-KL/TU of the Provincial Party Committee on continuing to implement Resolution No. 16-NQ/TU of the Provincial Party Committee on strengthening leadership in implementing the National Target Program on Sustainable Poverty Reduction in Hoa Binh Province to 2020, with a vision to 2030, the Provincial Party Committee unanimously issued a Report and Conclusion to continue to effectively lead the implementation of the National Target Program on Sustainable Poverty Reduction in the province. The Provincial Party Secretary requested that Party committees, authorities, the Fatherland Front and socio-political organizations at all levels continue to do a good job of propaganda to all classes of people and the poor, change their awareness of poverty reduction, arouse the will to be proactive, rise up from poverty, and strive to achieve the highest level of sustainable poverty reduction set by the Provincial Party Committee.
