'Potato bed' road surface on 2,000 billion VND road in Ha Tinh

The Ha Tinh coastal route (DT.547) is 120km long, starting from Cua Hoi bridge (Nghi Xuan district) to the intersection with National Highway 12C at Vung Ang port (Ky Anh town). The project passes through 6 localities of Ha Tinh, including 5 districts: Nghi Xuan, Loc Ha, Thach Ha, Cam Xuyen, Ky Anh and Ky Anh town.

Of the 120 km of the Ha Tinh coastal route, 33 km overlap with some sections that have been invested in by projects in 3 localities (Loc Ha, Thach Ha and Ky Anh town). The remaining 87 km will be newly built in 2 phases (the investor of phase 1 is the Ha Tinh Department of Transport, and phase 2 is the Provincial Traffic Project Management Board) with a total investment of more than 2,000 billion VND from the central budget and part of the provincial budget.

Of the 3 sections in phase 2, the Dan Truong - Thach Bang section and the Cam Linh - Ky Xuan section were completed before 2021. The Ky Xuan - Ky Ninh section was just completed and handed over in December 2022.

As a project serving socio-economic development, strengthening the connection of the economic regions of South Nghe An - North Ha Tinh, South Ha Tinh - North Quang Binh, however, shortly after being put into use, damage occurred, making people frustrated.

According to VTC News reporters, on the coastal road of Ha Tinh, the section passing through Nguyen Hue village, Ky Xuan commune and Km104, Ky Ninh commune, many cracks and structural failures appeared, the road surface became "potato beds".

At the section passing through Ky Xuan commune, many drivers and residents risked their lives by going the wrong way to avoid the sinking point. The damaged road is located right on a curve, so accidents are very likely to happen.

The subsidence points lie scattered on the road surface but there are no warning signs from the authorities.

It is worth mentioning that at Km104, the section passing through Ky Ninh commune was just scraped and resurfaced by the construction unit in February 2023. At the time of repair, the road had only been handed over for more than a month, and now it has continued to deteriorate.

The sandy soil lies exposed on the road surface. Many sections can be broken by just peeling them off with your hands.

At Km 12, the section through Nghi Xuan district, the road surface is also in alarming condition.

Recorded at the section passing through Yen Thong village, Xuan Yen commune (Nghi Xuan district), this road has many large container trucks running through. A large amount of gravel is "dug up" by the wheels all over the road surface, making it very dangerous for people to travel.

The section through Cam Linh commune, Cam Xuyen district is also riddled with potholes. During rush hour, people have to weave their way through the “traps” to get home.

The potholes on this road are also the cause of many traffic accidents. During rush hour, people have to avoid both trucks and potholes.

The frequent use of large trucks is also the cause of the increasingly serious deterioration of the road.

Regarding the incident, responding to VTC News reporters, the leader of the Ha Tinh Province Traffic Construction Investment Project Management Board said that the unit has learned about the damage to the road and will send people to survey and repair the damage after this monsoon in the coming days.

“Currently, the coastal road section Ky Xuan – Ky Ninh is still under warranty (until April 2024). The cause of the road deterioration is due to the large volume of heavy trucks. The section near Cua Hoi bridge (Dan Truong – Thach Bang) must be restored because many places were completed 7 years ago, and now there is a project of the province ,” the Provincial Traffic Construction Investment Project Management Board added.

Meanwhile, Joint Stock Company 484 - the unit that paved asphalt concrete at Km104, the coastal road of Ha Tinh, said that the unit has grasped the fact that the road continues to have problems. "This section is currently under warranty, so we will repair it. The repair will be implemented before the Lunar New Year 2024", said a representative of the construction unit.

According to VTC News reporters, the Ha Tinh coastal road package, Ky Xuan - Ky Ninh section, is being constructed by a consortium of Hung Cuong Construction and Trading Joint Stock Company (headquartered in Ky Anh town, Ha Tinh), Vinh Phuc Company Limited and Khanh Mon Company Limited (both located in Ha Tinh city), the asphalt concrete paving unit is 484 Joint Stock Company (headquartered in Vinh city, Nghe An) with an investment of 70 billion VND, to be handed over in December 2022.

At the end of 2023, Ha Tinh proposed converting this route, which has an investment of more than 2,000 billion VND, into a coastal national highway.
