Hai Phong converts more than 42 hectares of rice fields into roads

At the 18th Session, the People's Council of Hai Phong City, term XVI, 2021 - 2026, passed 34 resolutions. Among them, there is a Resolution on changing the purpose of using wet rice land from 2 crops or more, with a scale of 10 hectares to less than 500 hectares to implement projects in the areas of 3 districts of Hai An, Duong Kinh, Kien An and Tien Lang district.

This resolution attracted the attention of many Hai Phong residents because the City People's Council allowed the conversion of the purpose of 42.48 hectares of rice-growing land in the three districts of Hai An, Duong Kinh, and Kien An to implement the investment project to build the Ring Road 2 section of Tan Vu - Hung Dao - Bui Vien Street (Ring Road 2 Project).

The Ring Road 2 project in Hai Phong has a total length of nearly 11 km, passing through 3 districts.

Currently, transport vehicles, mostly container trucks, run from the port cluster area of ​​Hai Phong City (Hai Phong Port, Chua Ve Port, Dinh Vu Port, Lach Huyen Port...) mainly along Bui Vien, Nguyen Van Linh, Nguyen Binh Khiem routes to National Highway 5, National Highway 10 and inter-provincial routes.

These routes are mostly overloaded, often causing local traffic jams during rush hours. In addition, container trucks running day and night pose a risk of environmental pollution, traffic safety and affecting the lives of people in the area.

It is expected that when the Ring Road 2 Project is completed, it will help divert container trucks away from the city center to avoid traffic congestion, reduce the risk of traffic safety and environmental pollution.

In addition, the route will shorten the journey, reduce the travel time from Hai Phong port cluster to National Highway 5, National Highway 10 and other inter-provincial routes. Thereby, bringing economic efficiency to businesses, promoting the development of Hai Phong's seaport economy.

Localities focus on site clearance for projects

The Ring Road 2 project was decided on investment policy by the Hai Phong City People's Council in Resolution No. 24/NQ-HDND dated August 12, 2021. Then, the City People's Committee approved it in Decision No. 709/QD-UBND dated March 21, 2023.

The project has a total length of about 11 km through 3 districts: Hai An, Duong Kinh and Kien An with a total investment of more than 7,439 billion VND. The implementation cost comes from the Hai Phong City budget.

The items of the Ring Road 2 Project include: The section from Provincial Road 353 - Hung Dao is 68 m wide, with an 8-lane road surface. Hai Thanh Bridge over Lach Tray River is approximately 1.3 km long, 32 m wide, including 8 lanes. The overpass at the Bui Vien intersection is approximately 330 m long, 25 m wide, and includes 6 lanes. The Tan Vu - Hai Thanh Bridge section and the Tran Hung Dao - Bui Vien Street section are 37 m wide, with an 8-lane road surface.

The total land area recovered to implement the project is 106.53 hectares, of which 42.48 hectares of land for two-crop rice cultivation in the three districts of Kien An, Hai An and Duong Kinh need to undergo procedures to convert to land for traffic roads under the authority of the Hai Phong City People's Council.

According to Nguoi Dua Tin , the authorities of the three localities where the project passes through are urgently carrying out land recovery procedures according to regulations.

In Hai An District, Hai Phong City, the locality recovered 28.96 hectares of land, including: 2.68 hectares of residential land, 10.36 hectares of agricultural land, 15.92 hectares of non-agricultural land and other land. Of which, 2.68 hectares of residential land is related to 132 households. The total estimated cost of site clearance is 320 billion VND.

Hai An District People's Committee has informed and disseminated information about the implementation of the Ring Road 2 Project to local households, especially those whose land has been recovered. In addition, it has issued a notice of land recovery for project implementation.

In Kien An district, Hai Phong city, to serve the project, the locality reclaimed 17.79 hectares with a total site clearance cost of 170 billion VND. Of which, there are 9 hectares of rice fields and more than 2,000 square meters of residential land.

In Duong Kinh district, Hai Phong city, the total area recovered for the project is up to nearly 60 hectares. Of which, Hai Thanh ward is more than 7.1 hectares, Anh Dung ward is nearly 15 hectares, Da Phuc ward is more than 7.1 hectares and Hung Dao ward is nearly 31 hectares.

Many people wonder why the Hai Phong City People's Council approved the investment policy in 2021, but the Ring Road 2 Project has only just started. According to information from the Hai Phong City People's Committee, due to some difficulties and problems related to the allocation of public investment capital.

Currently, these difficulties have been basically resolved. The People's Committee of Hai Phong City requires localities to soon complete the land clearance work to implement the project according to regulations.
