Speaking at the discussion group on the draft Law on Road Traffic Safety, on the morning of November 10, General To Lam, Politburo member and Minister of Public Security, said that previously we were still debating whether to separate the Law on Road Traffic Safety and the Road Law or not. Now the National Assembly has agreed on this, but there are still delegates who are still concerned.
From there, the Minister cited Directive No. 23 dated May 25, 2023 of the Central Party Secretariat on strengthening the Party's leadership in ensuring road traffic safety in the new situation, which sets out the task: "Focus on reviewing and synchronously completing the legal system on traffic in the direction of clearly defining the responsibility of state management for ensuring road traffic safety in conjunction with ensuring security and order, social safety, building traffic infrastructure and socio-economic development; develop and promulgate the Road Traffic Safety Law and the Road Law to concretize a step of the above orientation".

"Thus, the responsibility of the National Assembly is to institutionalize the Party's viewpoints and concretize the Party's viewpoints on the issue of ensuring traffic safety. This is a very important issue, and also an orientation to improve the quality of the draft law," the Minister emphasized.
According to Minister To Lam, this is the first time the Ministry of Public Security has drafted this law with issues that require state management according to the law, perfecting the legal system to govern society, and state management of traffic safety. But more importantly, the construction of laws must serve the people, so that the people agree to support and enforce the law, ensuring the highest rights and interests of the people.
"We must emphasize the interests of the people, the spirit is to serve the people, meet the requirements and aspirations, so that the people understand that their interests are guaranteed, attract them to voluntarily implement" - the Minister pointed out and said that the Drafting Committee discussed and thoroughly understood these issues, in the process of doing if it does not ensure that spirit, it must be revised. Minister To Lam highly appreciated, sincerely thanked, and accepted the opinions of the National Assembly delegates, in which he basically agreed, with many findings and assessments from practice, local experience and international exchanges... The same is true in our country, in key economic regions, capitals, large cities, developed industrial zones... traffic jams and many traffic accidents occur, and we need laws to regulate them.
Transparent vehicle ownership, applying modern technology to prevent corruption and negativity
The Minister said that the Drafting Committee also pays great attention to the disadvantaged, and in fact, the direction of the Traffic Police force also pays great attention to this. There are many images of Traffic Police helping children and old people cross the street, rescuing victims, helping pregnant women, rescuing drowning people...

The police even know where that person lives, what support he needs, and what his medical history is...", the Minister cited and informed that in fact, the Traffic Police force also meets this requirement, currently the Ministry of Public Security is training the Fire Prevention, Fire Fighting and Rescue Police force; the Traffic Police force with basic medical knowledge to serve that purpose.
The Minister affirmed that the issue of registered vehicles must be transparent, otherwise it is very difficult to apply science and technology when the vehicle user is not the owner, "the person driving the vehicle is not fined but the person who sold the vehicle a long time ago is fined", at the same time the society is not healthy, "the property of one person is managed by another, fighting embezzlement, corruption and declaring assets is very complicated"...
"Previously, vehicle registration was done with the vehicle, and when selling the vehicle, the license plate was also sold. Now that it has been identified and auctioned, you have the right to keep the license plate and register the vehicle according to your personal identification. If you want this or that license plate, you can buy it according to the state auction, but when you sell the vehicle, you must immediately remove the license plate, otherwise it will be a violation," said the Minister.
Minister To Lam also informed about some issues related to traffic command or the application of science and technology to traffic control, ensuring traffic safety. For example, some countries adjust traffic light signals to suit priority vehicles instead of following the commands of traffic commanders at the scene; some countries apply very good license plate recognition technology so strange or fake license plates cannot pass because the system is not open.
"We must apply modern science and technology to increase efficiency and reduce the "buzz" about traffic police, because the fines are not direct, no one receives the fine, no one contacts or transacts with anyone, and if they want to be negative, they cannot be negative," the Minister explained and said that the Ministry of Public Security will evaluate all issues and accept the comments of National Assembly deputies to complete the draft law according to regulations...
