This afternoon, at the headquarters of the Cambodian National Assembly in Phnom Penh, President of the National Assembly of the Kingdom of Cambodia Samdech Khuon Sudary presided over a solemn welcoming ceremony for National Assembly Chairman Tran Thanh Man, who made his first official visit to the Kingdom of Cambodia as head of the Vietnamese legislative body.

Next, National Assembly Chairman Samdech Khuon Sudary respectfully invited National Assembly Chairman Tran Thanh Man to join him on stage to salute the flags of the two countries. The Commander of the Royal Cambodian Army greeted the National Assembly Chairman and invited the two National Assembly Chairmen to review the guard of honor.

After National Assembly Chairman Tran Thanh Man and National Assembly Chairman Samdech Khuon Sudary took their positions of honor, the military band played the national anthems of Vietnam and Cambodia. Next, the two National Assembly Chairmen reviewed the Royal Cambodian Army Guard of Honor.

Immediately after the welcoming ceremony, National Assembly Chairman Tran Thanh Man and National Assembly Chairman Samdech Khuon Sudary led the delegations of the two countries to hold talks.

Vivid expression of good relations between Vietnam and Cambodia

On behalf of the Cambodian National Assembly, National Assembly President Khuon Sudary warmly welcomed and sincerely thanked National Assembly President Tran Thanh Man for his official visit to Cambodia, attending the 12th Plenary Meeting of the International Conference of Asian Political Parties (ICAPP 12), the 11th Plenary Meeting of the International Parliament for Tolerance and Peace (IPTP 11) and attending the inauguration ceremony of the new administrative building of the Cambodian National Assembly - a precious gift that the Party, State and People of Vietnam have given to the Cambodian National Assembly.

National Assembly Chairman Khuon Sudary emphasized that the presence of National Assembly Chairman Tran Thanh Man and the high-ranking delegation of the Party and State of Vietnam is of great significance, demonstrating the promotion of friendly, good neighborly relations, as good friends, close brothers and long-term strategic partners.

Through National Assembly Chairman Tran Thanh Man, National Assembly Chairman Khuon Sudary respectfully sent his regards to General Secretary To Lam, President Luong Cuong, Prime Minister Pham Minh Chinh, leaders of the Party, State and people of Vietnam.

National Assembly Chairman Tran Thanh Man expressed his delight to represent the Party and State leaders in leading a high-ranking Vietnamese delegation to officially visit the Kingdom of Cambodia and attend two important international conferences hosted by Cambodia.

The National Assembly Chairman thanked the Cambodian National Assembly and its Chairman Khuon Sudary for their warm and thoughtful reception; emphasized that this was the first official visit to Cambodia in his capacity as Chairman of the Vietnamese National Assembly to implement the agreement between the leaders of the two Parties and the results of President To Lam's visit to Cambodia; and respectfully conveyed the regards and best wishes of General Secretary To Lam, President Luong Cuong, Prime Minister Pham Minh Chinh and the leaders of the Party and State of Vietnam to President Samdech and the Cambodian leaders.

In an atmosphere of friendship, cordiality and trust, the two National Assembly Chairmen shared with each other the socio-economic development situation in each country; at the same time, they had a substantive and effective exchange of measures to promote cooperation between the two countries and the two National Assemblies in the coming time.

National Assembly Chairman Tran Thanh Man emphasized that after nearly 40 years of renovation, Vietnam has achieved many great, historic and comprehensive achievements in many fields. In the coming time, Vietnam will continue to focus on promoting the cultural values, Vietnamese people and the strength of the times, mobilizing all resources, developing rapidly and sustainably.

The National Assembly Chairman said that recently, General Secretary To Lam proposed a new ideology about the new era, the era of the Vietnamese people's rise; emphasizing, "This is a new policy and orientation of great political significance, developed on the basis of advanced and modern achievements of the Fourth Industrial Revolution to strongly and synchronously develop all fields. Vietnam hopes that the development between the two countries in the new era will be closely linked together for the benefit of the people of the two countries".

Only solidarity and close cooperation can help countries overcome current global challenges.

The two National Assembly Chairmen were pleased to note that the relationship between the two Parties and two countries has been continuously consolidated, developed extensively and achieved important achievements in all fields. The content and methods of cooperation have been innovated, effectively implementing the contents of the Agreements between the high-ranking leaders of the two Parties and two countries, thereby contributing significantly to maintaining political stability, ensuring national defense and security, socio-economic development and enhancing the international position of each Party and each country.

National Assembly Chairman Tran Thanh Man affirmed that the close relationship, solidarity, cooperation and mutual assistance between the two Parties and two States is an objective necessity, a vital law, and a top important factor for the security and development of each country. The consistent policy of the Party and State of Vietnam always attaches importance to and gives high priority to consolidating and enhancing the good neighborly relationship, traditional friendship, comprehensive cooperation, long-term sustainability between Vietnam and Cambodia, for the benefit of the people of the two countries, for peace, stability, cooperation and development in the region and the world, and firmly supports Cambodia's peace, stability and development.

Political relations continue to be maintained, playing a core and guiding role in the relationship between the two countries. Cooperation between the two Party committees, state agencies, fronts, unions, people's organizations, and localities of the two countries continues to be maintained and there are innovations in cooperation methods. Defense and security cooperation continues to be promoted, increasingly close and effective, an important pillar in the Vietnam - Cambodia relationship, contributing to maintaining political stability and development in each country.

Foreign relations have been strengthened. Economic, trade and investment cooperation between the two countries has developed rapidly and achieved encouraging results. It is expected that bilateral trade will exceed the 10 billion USD mark by the end of this year. Other areas of cooperation in education - training, transportation, culture, health, telecommunications, etc. have also been promoted. The two sides will make more efforts to achieve better results; promote cooperation in the fields of tourism, industry, education, etc. on the basis of concretizing the signed cooperation agreements.

The two countries also closely coordinate with each other at international, regional and sub-regional forums, especially the United Nations, ASEAN and ASEAN-led mechanisms, contributing to enhancing the position and prestige of each country in the region and the world.

The National Assembly Chairman stated that the leaders of the Party and State of Vietnam highly appreciated the prestige and role of National Assembly Chairman Khuon Sudary in the Cambodian political system; appreciated the fact that Chairman Samdech chose Vietnam as the first country to officially visit after taking office as Chairman of the 7th National Assembly, demonstrating Cambodia's respect for the friendship between the two countries and cooperation between the two National Assemblies as well as the Chairman's affection for the Vietnamese people; believed that with his deep affection for the country and people of Vietnam, Chairman Samdech would continue to make active contributions to promoting the friendship and comprehensive cooperation between the two countries and the two National Assemblies.

National Assembly President Khuon Sudary emphasized that with a strong commitment to maintaining and developing the friendship and cooperation between Cambodia and Vietnam, in the new period and new era, the leaders of the two countries continue to affirm their long-term commitment in important issues, from protecting regional peace and security to enhancing economic and social cooperation. Cambodia will continue to promote the comprehensive partnership with Vietnam in areas such as trade, investment, tourism and education.

Congratulating the successes that Vietnam has achieved under the wise leadership of the Communist Party of Vietnam; appreciating the new ideology on the new era of development - the era of national rise proposed by General Secretary To Lam, the President of the Cambodian National Assembly affirmed, "Vietnam's success is also Cambodia's success; Vietnam's security is also Cambodia's security and vice versa; the fate of the two sides is closely linked; contributing to the stability of the region".

In the context of globalization and political and economic fluctuations, the two Presidents emphasized that only solidarity and close cooperation can help both countries overcome these challenges. Bilateral cooperation not only brings economic benefits but also contributes to promoting common prosperity in the Southeast Asian region, while enhancing the position of the two countries in the international arena.

Bringing Vietnam - Cambodia parliamentary cooperation to new heights

Discussing parliamentary cooperation, the two National Assembly Chairmen agreed that the relationship between the two countries' legislative bodies is developing well on both bilateral and multilateral levels.

According to the President of the Cambodian National Assembly, the activities of the two countries' National Assemblies as well as the cooperation between the two legislative bodies are important in enhancing dialogue and peace; ensuring respect for the United Nations Charter; and South-South cooperation needs to be strengthened to expand development opportunities for each country.

The two National Assembly Chairmen agreed to closely coordinate and continue to promote and enhance the good cooperation results between the two National Assemblies. By placing the interests and aspirations of the people at the center of parliamentary cooperation, National Assembly Chairman Khuon Sudary believes that cooperation between the two National Assemblies will develop to new heights.

National Assembly Chairman Tran Thanh Man agreed that the two sides should continue to carry out exchange activities and share experiences in areas of mutual interest, especially in building and perfecting institutions and legal systems, supreme supervision and deciding on important national issues. The two sides should carry out cooperation activities between the National Assembly Committees and agencies, between parliamentarians of the two countries, between the two Friendship Parliamentarian Groups, and between young parliamentarians and female parliamentarians of the two countries in many flexible forms such as bilateral visits, combining the organization of seminars and thematic talks during visits by leaders of the two countries' parliaments.

The two sides continue to promote the role of the two countries' legislative bodies in promoting bilateral relations; supervise and promote ministries, branches, localities and enterprises to actively and effectively implement signed Treaties, Agreements and Agreements; enhance information exchange and experience sharing in effectively organizing the activities of the National Assembly, especially in building institutions, legal systems and supervising the implementation of laws, contributing to important decisions of each country.

The two sides closely coordinate and support each other at multilateral forums, including inter-parliamentary forums in which both sides participate; together with other member states, strive to maintain solidarity, unity and ASEAN's central role in strategic issues that impact the security and development of the ASEAN Community and countries in the region, including the East Sea issue.

National Assembly Chairman Tran Thanh Man suggested that the Cambodian National Assembly pay attention to and issue legal policies to create favorable conditions for Vietnamese businesses, investors and people of Vietnamese origin to live stably and do business smoothly, contributing to the development of relations between the two countries as well as contributing to the socio-economic development of Cambodia.

“The legislative bodies of the two countries need to further promote their roles to spread the strengths of cooperation between the two countries in politics, defense and security to the economic and other fields. At the same time, there should be cooperation mechanisms to join hands with the Governments, levels and sectors of the two countries to resolve and remove difficulties in the current cooperative relationship, creating momentum to promote the continued development of the relationship between the two countries,” emphasized National Assembly Chairman Tran Thanh Man.

The President of the Cambodian National Assembly especially emphasized the need to strengthen cooperation between the young generation and young parliamentarians of the two countries; the young generation needs to understand the value and importance of the long-term, sustainable, and everlasting relationship between the two countries. The two National Assemblies need to work together to create a favorable legal environment; continue to help and support each other so that small and medium-sized enterprises on both sides can develop. Efforts must be made to maintain good neighborly relations; build a border of friendship, peace, and development. “This will be a testament for future generations to understand the efforts of both sides in building a good neighborly relationship, traditional friendship, comprehensive cooperation, and long-term sustainability.”

National Assembly Chairman Tran Thanh Man said that from January 21 to 24, 2025, the Vietnamese National Assembly will organize a parliamentary forum on Francophone cooperation in the fields of sustainable agriculture, food security and climate change response on the occasion of hosting the Conference of the Executive Board of the Francophone Parliamentary Union in Can Tho City. On behalf of the Vietnamese National Assembly, the Chairman respectfully invited National Assembly Chairman Samdech Khuon Sudary to lead a delegation of Cambodian parliamentarians to attend the Forum to share each country's vision on the issues raised by the Forum.

The two National Assembly Chairmen believe that the results achieved through the talks will contribute significantly to consolidating and further developing the traditional friendly neighborly relationship and good cooperation between Vietnam and Cambodia in general, and close cooperation between the two countries' legislative bodies in particular, meeting the aspirations and interests of the people of the two countries.

+ Earlier, in the afternoon of the same day, in the capital Phnom Penh, National Assembly Chairman Tran Thanh Man and the high-ranking delegation of the Party and State of Vietnam laid wreaths at the Independence Monument, the statue of the late King Norodom Sihanouk and the Vietnam - Cambodia Friendship Monument - a symbol of solidarity and friendship between Vietnam and Cambodia, as a tribute to Vietnamese soldiers who performed noble international duties, helping the Cambodian people escape the Pol Pot genocide regime. The Friendship Monument also shows Vietnam's gratitude for Cambodia's assistance in the struggle for national reunification.
