The draft regulations on policies to support the development of agricultural and forestry production associated with the construction of new rural areas in Dien Bien province has 2 chapters and 17 articles to adjust, supplement and replace Resolution No. 05/2018/NQ-HDND and Decision No. 45/QD-UBND. The draft regulations on policies: Support the development of cooperation and association in the production and consumption of rice in Muong Thanh fields; support for the renovation of coffee gardens; support for grafting and renovation of fruit gardens; effectively build and develop concentrated raw material areas; support the development of livestock farming; develop aquaculture; veterinary; develop forestry; build, apply and certify food safety management systems; promote and introduce agricultural products, OCOP products; craft products, craft villages; support for the construction of new rural areas.
Participating in giving opinions, delegates from districts, towns and cities said that the contents that are not yet available or difficult to implement according to the 3 National Target Programs should be included in the policy to support the development of agricultural and forestry production in the province. Tua Chua district proposed to add a policy to support the development of Tua Chua ancient tea products; restore some local specialties; add the content of developing wild peach trees to the policy to support forestry development. Muong Ang district proposed to consider removing some unnecessary contents in the policy to support coffee tree replanting such as support for soil analysis, sawing and pruning coffee trees... to focus on supporting seeds and fertilizers; increase the support level for building cages to raise fish in reservoirs. Dien Bien district proposed to add an unlimited time limit for implementing the policy to support the renovation of fruit orchards; support funds for artificial insemination to improve cattle herds according to market prices at the time of implementation; policies to support cherry blossom development, production and consumption of Muong Thanh rice products. Nam Po, Muong Nhe, Muong Cha districts proposed policies to support damage from African swine fever; adjusted and reduced area standards in the policy to support aquaculture development... In addition to proposing specific contents for each locality, delegates also gave opinions on adjusting and supplementing specific contents and standards on supporting the construction of new rural communes; model new rural communes; new rural villages and hamlets; developing OCOP products; traditional craft products and craft villages...
Concluding the conference, Vice Chairman of the Provincial People's Committee Lo Van Tien proposed: Agree to keep the name of the resolution as in the draft: Resolution promulgating regulations on policies to support the development of agricultural and forestry production associated with new rural construction in Dien Bien province. The Department of Agriculture and Rural Development reviewed all legal bases and support principles applied to all contents in the regulations issued with the resolution. Regarding the policy to support coffee tree replanting, the Department of Agriculture and Rural Development agreed with Muong Ang and Tuan Giao districts on the necessary contents to adjust and supplement appropriately. Contents of support for grafting and renovating fruit orchards, research to increase the support level to develop specialized cultivation in the direction of goods.
